REGARDING THE ABOLITION OF CERTAIN GUIDING CIRCULARS OF THE MINISTRY.

BASED ON THE DECREE NO. 155-HĐBT OF OCTOBER 15, 1988 OF THE STATE COUNCIL ON THE TASKS, POWERS, AND RESPONSIBILITIES OF THE MINISTRY OF FINANCE;
Pursuant to Decree No. 15-CP dated March 2, 1993 of the Government stipulating the tasks, powers, and state management responsibilities of Ministries and ministerial-level agencies;
TO BE IN LINE WITH THE CURRENT SITUATION AND AT THE REQUEST OF THE HEAD OF THE FOREIGN FINANCE DEPARTMENT AND THE CHIEF OF THE MINISTRY'S OFFICE,
DECISION:
Article 1- TERMINATE THE EFFECTIVE ENFORCEMENT OF TWO CIRCULARS NO. 10-TC/TCĐN OF MARCH 24, 1988 AND CIRCULAR NO. 2-TC/TCĐN OF JANUARY 28, 1989 OF THE MINISTRY OF FINANCE ON "FINANCIAL REGIME FOR STAFF ON BUSINESS TRIPS, STUDY, TOURS, SURVEYS, ATTENDING TRAINING CLASSES SPONSORED BY FOREIGN COUNTRIES AND INTERNATIONAL ORGANIZATIONS" FROM APRIL 1, 1993.
Article 2.- THE TERMINATION OF THE EFFECTIVE ENFORCEMENT OF THE ABOVE TWO CIRCULARS SHALL APPLY TO THOSE RETURNING TO THE COUNTRY AFTER APRIL 1, 1993 AND SHALL NOT AFFECT THE IMPLEMENTATION OF CURRENT INCOME REGULATION SYSTEMS APPLICABLE TO THE OBJECTS AS PROVIDED IN CIRCULAR NO. 15-TC/NT OF JUNE 1, 1993 OF THE MINISTRY OF FINANCE ON "REGULATIONS FOR STAFF WORKING LONG-TERM IN FOREIGN COUNTRIES WHO ARE PAID BY FOREIGN SPONSORS" AND CIRCULAR NO. 5-LB/TC-LĐTBXH OF MARCH 7, 1992 OF THE JOINT MINISTRY OF FINANCE - LABOR - WAR INVALIDS AND SOCIAL AFFAIRS ON "GUIDELINES FOR THE FINANCIAL REGIME FOR VIETNAMESE WORKERS WORKING ABROAD FOR A LIMITED PERIOD UNDER THE DECREE NO. 370-HĐBT OF NOVEMBER 9, 1991 OF THE STATE COUNCIL."
Article 3.- MINISTRIES, GOVERNMENT-LEVEL ORGANIZATIONS, GOVERNMENT-BODIES, PROVINCE PEOPLE'S COMMITTEES, AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS DECISION.
