Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the State Enterprise Law dated November 26, 2003;
Pursuant to the Enterprise Law dated November 29, 2005;
Pursuant to the Decree No. 153/2004/NĐ-CP dated August 9, 2004 of the Government on the organization and management of state-owned holding corporations and the transformation of state-owned holding corporations and independent state-owned enterprises into parent company - subsidiary models;
Pursuant to the Decree No. 132/2005/NĐ-CP dated October 20, 2005 of the Government on the implementation of rights and obligations of state owners towards state-owned enterprises; and Decree No. 86/2006/NĐ-CP dated August 21, 2006 amending and supplementing some articles of Decree No. 132/2005/NĐ-CP dated October 20, 2005 of the Government on the implementation of rights and obligations of state owners towards state-owned enterprises;

Article 1. Approves the Charter on organization and operation of the Parent Company - Vietnam National Airline Corporation.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Article 3. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities, and the Board of Directors of the Parent Company - Vietnam National Airline Corporation are responsible for implementing this Decision./.
