Regarding the supplementation of certain points to the Examination Regulations for Primary School Graduation issued pursuant to
Decision No. 3857/QĐ dated December 14, 1994
MINISTER OF EDUCATION AND TRAINING
Pursuant to Government Decree No. 43/2000/NĐ-CP dated August 30, 2000 detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to the Government Decree No. 15/CP dated March 2, 1993 on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;
Pursuant to Decision No. 3857/QĐ dated December 14, 1994 of the Minister of Education and Training promulgating the "Examination Regulations for Primary School Graduation";
In accordance with the proposal of the Director of the Primary Education Department;
DECISION:
Article 1. - Supplementing Article 9 of the "Examination Regulations for Primary School Graduation" issued pursuant to Decision No. 3857/QĐ dated December 14, 1994 as follows:
"Article 9. Cases eligible for special graduation consideration:
a. Students who fall ill and cannot participate in the examination, having a medical certificate issued by a health authority and a school application signed by the Principal, with an annual conduct rating of good or better and an academic performance rating of satisfactory or better; the average score of the subject must be 7.0 or higher.
b. Students who fall ill or encounter unexpected incidents during the examination and cannot continue, must have confirmation from the Examination Board and medical staff serving the examination, applying the conditions set forth in case a above. If they have completed any subjects, the scores for those subjects must be 5.0 or higher.
c. Students who move to new economic zones with their families according to local plans before the examination date by no more than 10 days, with an annual conduct rating of good or better and an academic performance rating of satisfactory or better.
Students eligible for special graduation consideration will not be rated and will be clearly noted on their graduation certificates.
d. Students studying the French language enhancement program and taking the primary school graduation examination in Vietnamese, except those eligible for special graduation consideration under cases a, b, and c above. In addition, all such students must take an examination in French according to the examination questions and regulations of the Ministry of Education and Training. Students graduating from primary school with an average score of 5.0 or higher in the French language examination will be awarded a certificate confirming their academic level according to the French language program and will have additional points added to their total graduation examination scores as follows:
From 6.0 to 6.5 will receive an additional 1 point,
From 7.0 to 8.5 will receive an additional 1.5 points,
From 9.0 to 10.0 will receive an additional 2 points.
e. Students meeting the criteria for admission to junior high school with an average score of 6.0 or higher in the French language examination will be directly admitted to French language enhancement programs and classes; those with an average score below 6.0 will continue to study French according to the French language enhancement program starting from grade 6 or follow the general curriculum."
Article 2. - This Decision shall take effect fifteen days from the date of signature. All previous regulations that conflict with this Decision are hereby abolished.
Article 3. - The Chairpersons of People's Committees of provinces and centrally governed cities, Heads of Offices, Directors of Primary Education Departments, Heads of relevant Departments, and Directors of Education and Training Departments are responsible for implementing this Decision./.
