Based on Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;

THE MINISTER OF POST AND TELECOMMUNICATIONS

Based on Decision No. 13/2003/QĐ-TTg dated January 17, 2003 of the Prime Minister approving the "Program for the dissemination and education of laws from 2003 to 2007";

Issuing the "Program to implement the work of disseminating and educating laws on postal services, telecommunications, and information technology until 2007".

At the request of the Director of the Legal Department,

DECISION:

Article 1. The Heads of the Office, Inspectorate, Department, Bureau, Heads of units under the Ministry, Departments of Posts and Telecommunications, enterprises operating in the fields of postal services, telecommunications, and information technology are responsible for implementing this Decision./.

Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Article 3. The Director of the Office, the Inspector General, the Heads of Departments, Bureau Directors, Heads of Units under the Ministry, Provincial Postal and Telecommunications Departments, and enterprises operating in the postal, telecommunications, and information technology sectors are responsible for implementing this Decision./.
