CIRCULAR

Guidelines for staffing norms of officials, teachers, and stafffor secondary schools implementing pilot programs with subject-based curricula and technical secondary schools

 

Pursuant to Decision No. 243-CP dated June 28, 1979 of the Council of Ministers on the organizational structure and staffing of general education schools; Decision No. 188/1999/QĐ-TTg dated September 17, 1999 of the Prime Minister on the implementation of a 40-hour workweek; Directive No. 14/2001/CT-TTg dated June 11, 2001 of the Prime Minister on reforming the general education curriculum to implement Resolution No. 40/2000/QH10 of the National Assembly; Directive No. 18/2001/CT-TTg dated August 27, 2001 of the Prime Minister on urgent measures to build the teaching workforce of the national education system; Decision No. 04/2002/QĐ-BGD&ĐT dated March 8, 2002 of the Minister of Education and Training on the issuance of temporary regulations on the goals and educational plans of secondary schools; Decision No. 2447/QĐ-BGD&ĐT-THPT dated May 29, 2003 of the Minister of Education and Training on the issuance of temporary regulations on the goals and educational plans of technical secondary schools;

Chapter I. OBJECTS AND SCOPE OF APPLICATION

1. Secondary schools selected to implement pilot programs for subject-based curricula.

2. Secondary schools selected to implement pilot programs for technical secondary school curricula.

Chapter II. TEMPORARY REGULATIONS ON STAFFING NORMS FOR SECONDARY SCHOOLS IMPLEMENTING PILOT PROGRAMS FOR SUBJECT-BASED CURRICULA AND TECHNICAL SECONDARY SCHOOL CURRICULA AS FOLLOWS

1. Staffing for management personnel: Each school has one Principal and a number of Deputy Principals:

- A Level 1 school has three Deputy Principals.

- A Level 2 school has two Deputy Principals.

- A Level 3 school has one Deputy Principal.

2. Staffing for teachers: The number of teachers engaged in teaching subjects is determined according to the educational plan issued in Decision No. 04/2002/QĐ-BGD&ĐT dated March 8, 2002 and Decision No. 2447/QĐ-BGD&ĐT-THPT dated May 29, 2003 of the Minister of Education and Training on temporary regulations regarding the goals and educational plans of secondary schools and technical secondary schools (including class advisors, elective topics, class collective activities, national defense education, and other tasks): One class is allocated staffing based on 2.25 teachers.

3. Staffing for officials and staff engaged in supporting teaching activities:

3.1. Library work: Secondary schools implementing pilot subject-based curricula and technical secondary schools with fewer than 40 classes are allocated one person; those with 40 classes or more are allocated two persons.

3.2. Equipment and laboratory work:

- General secondary schools implementing pilot program with divisional tracks, first-class technical high schools are allocated 02 persons.

- General secondary schools implementing pilot program with divisional tracks, second-class and third-class technical high schools are allocated 01 person.

3.3. Office work (Documentary, Treasury, Accounting, School Health): Secondary schools implementing pilot subject-based curricula and technical secondary schools are allocated three persons: Documentary and treasury 1, Accounting 1, School Health 1; schools with 40 classes or more are allocated an additional one official. All office staff must concurrently perform other tasks of the school.

3.4. Security guards and janitors performing contracts under Decree No. 68/2000/NĐ-CP dated November 17, 2000 of the Government on implementing the contract system for certain types of work in administrative agencies and public institutions, and guided by Circular No. 07/2001/TT-BTC dated January 18, 2001 of the Ministry of Finance on the allocation, use, and settlement of funds for the implementation of the contract system for certain types of work in administrative agencies and public institutions.

Chapter III. PROVISIONS ON THE TEMPORARY REGIME OF WORKING CONDITIONS FOR MANAGEMENT STAFF AND TEACHERS AT HIGH SCHOOL SCHOOLS IMPLEMENTING PILOT PROGRAMS FOR BRANCH-DIVIDED HIGH SCHOOL CURRICULUM AND TECHNICAL HIGH SCHOOLS

1. Working conditions for Principals and Deputy Principals.

The Principal and Deputy Principals must participate in classroom teaching in accordance with Circular No. 49/TT-GD dated November 29, 1979 of the Ministry of Education on the working regime for teachers at general secondary schools:

- The Principal teaches 2 periods per week.

- The Deputy Principal teaches 4 periods per week.

2. Working conditions for teachers:

Teachers teach 17 periods per week; class advisors are exempted from 4 periods per week.

Chapter IV. PROVISIONS ON POLICIES.

Management staff, teachers, and employees of pilot schools for branch-divided high school curriculum and technical high schools shall enjoy the policies and benefits as stipulated currently for management staff, teachers, and employees of other high schools, including opportunities to visit and learn, exchange experiences, and attend training courses to implement new curricula and textbooks at the high school level. In addition, for schools implementing pilot programs for branch-divided high school curriculum and technical high schools, management staff, teachers, and employees also enjoy additional benefits as prescribed in Joint Circular No. 81/2003/TTLT-BTC-BGD&ĐT dated August 14, 2003 of the Ministry of Finance and the Ministry of Education and Training guiding the content, levels of expenditure, and management of funds for the National Target Program on Education and Training until 2005.

Chapter V. ORGANIZATION AND IMPLEMENTATION

1. The People's Committee of the province directs the Department of Personnel Administration, the Department of Finance, and the Department of Education and Training to guide pilot high schools for branch-divided curriculum and technical high schools in organizing and implementing the arrangement, recruitment according to staffing norms, and resolving policy issues for management staff, teachers, and employees in accordance with this Circular.

2. This Circular takes effect 15 days after its publication in the Official Gazette and shall be applied during the period of piloting new curricula and textbooks at the branch-divided high school level and at technical high schools.

3. Any difficulties or obstacles encountered during implementation should be reported to the Ministry of Education and Training for consideration and resolution.
