THE MINISTER OF EDUCATION AND TRAINING
Pursuant to the Education Law dated June 14, 2005;
Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decision No. 281/QĐ-TTg dated March 22, 2004 of the Prime Minister approving the Project to Support the Teaching and Learning of Vietnamese for Overseas Vietnamese;
Pursuant to the conclusions of the Program Review Board for Teaching Vietnamese to Overseas Vietnamese on March 5, 2006;
At the proposal of the Director of the International Cooperation Department and the Director of the Institute of Strategy and Educational Programs.

Article 1. Attached hereto is the Program for Teaching Vietnamese to Overseas Vietnamese, which includes:
1. The Program for Teaching Vietnamese for elementary or middle school students who study Vietnamese as a subject within the educational system of the host country or in classes organized by overseas Vietnamese associations (hereinafter referred to as the Youth Program);
2. The Program for Teaching Vietnamese for individuals who wish to learn Vietnamese but do not have the opportunity to study within the aforementioned educational systems or classes (hereinafter referred to as the Adult Program).
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. The Program attached hereto shall serve as the basis for compiling materials to support the teaching and learning of Vietnamese for Overseas Vietnamese.
Article 3. The Head of the Office, Directors of the International Cooperation Department, Directors of the Institute of Strategy and Educational Programs, and Heads of related units are responsible for implementing this Decision./.
