DIRECTIVE

On monitoring, supervising, and evaluating the implementation of targets and plans on natural resources-environment and sustainable development

The Five-Year Socio-Economic Development Plan for the period 2006-2010 was approved by the National Assembly at its 9th session of the 11th term (Resolution No. 56/2006/QH11). This is the first five-year plan developed with a focus on sustainable development across all three areas: economy, society, and environment. Targets and plans on natural resources-environment and sustainable development were established alongside economic and social targets within the Five-Year Socio-Economic Development Plan for the period 2006-2010 and annual plans starting from 2006.

To have a comprehensive and accurate basis for evaluating the implementation of targets and plans on natural resources-environment and sustainable development to prepare for the construction of the socio-economic development plan for 2008 and subsequent years, the Prime Minister issues the following directive:

1. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under central cities shall strictly organize the implementation of monitoring, supervising, and evaluating the implementation of targets and plans on natural resources-environment and sustainable development as determined in the Five-Year Socio-Economic Development Plan for the period 2006-2010 and the year 2007 according to their respective functions and tasks, and submit estimated reports on the implementation of annual plans to the Ministry of Planning and Investment and the Ministry of Natural Resources and Environment before July 20 and supplementary reports on the implementation of the previous year's plan before January 31 of the following year.

2. For specific targets and plans on natural resources-environment and sustainable development, the Prime Minister assigns responsibilities as follows:

a) The Ministry of Agriculture and Rural Development shall take the lead, coordinate with relevant ministries, sectors, and localities to monitor, supervise, and evaluate targets related to forest coverage rate; rural population access to clean water; severe environmental pollution sources in agriculture according to Decision No. 64/2003/QD-TTg dated April 22, 2003 of the Prime Minister approving the "Plan for Completely Resolving Severe Environmental Pollution Sources" (hereinafter referred to as Decision No. 64/2003/QD-TTg); new agricultural production facilities using clean technology or equipped with pollution treatment facilities; enterprises in the agricultural sector obtaining ISO 14001 certification.

b) The Ministry of Industry and Trade shall take the lead, coordinate with relevant ministries, sectors, and localities to monitor, supervise, and evaluate targets related to total energy consumption; hazardous industrial waste treatment rate; new industrial production facilities using clean technology or equipped with pollution treatment facilities; severe environmental pollution sources in industry according to Decision No. 64/2003/QD-TTg; enterprises in the industrial sector obtaining ISO 14001 certification.

c) The Ministry of Health shall take the lead, coordinate with relevant ministries, sectors, and localities to monitor, supervise, and evaluate targets related to medical waste treatment; hazardous medical waste treatment rate; severe environmental pollution sources in healthcare according to Decision No. 64/2003/QD-TTg; enterprises in the healthcare sector obtaining ISO 14001 certification.

d) The Ministry of Construction shall take the lead, coordinate with relevant ministries, sectors, and localities to monitor and supervise targets related to urban population access to clean water; industrial zones and export processing zones with centralized wastewater treatment systems meeting environmental standards; investment in building wastewater treatment systems in cities classified as type 3 and above; investment in building wastewater treatment systems in cities classified as type 4; households with sanitary latrines; urban slums and temporary houses in rural areas, especially in the Mekong Delta being eliminated; population accessing hygienic sanitation; solid waste collection rate; urban solid waste treatment rate; percentage of green space and water surface area in cities; new construction facilities in the construction sector using clean technology or equipped with pollution treatment facilities; severe environmental pollution sources in the construction sector according to Decision No. 64/2003/QD-TTg; enterprises in the construction sector obtaining ISO 14001 certification.

e) The Ministry of Transport shall take the lead, coordinate with relevant ministries, sectors, and localities to monitor, supervise, and evaluate targets related to exhaust emissions, noise, and dust from transportation vehicles; enterprises in the transport sector obtaining ISO 14001 certification.

f) People's Committees of provinces and centrally governed cities shall be responsible for coordinating with relevant ministries and sectors to monitor, supervise, and evaluate targets on natural resources-environment and sustainable development in their localities; enterprises in their localities obtaining ISO 14001 certification.

g) The Ministry of Natural Resources and Environment shall be responsible for:

- Taking the lead, coordinating with relevant ministries, sectors, and localities to monitor, supervise, and evaluate targets related to CO

emissions quality; natural land area preserved for maintaining biodiversity; targets related to land, water, air, mineral resources, biodiversity, and other types of resources;₂- Compiling the implementation status of natural resources-environment targets of ministries, sectors, and localities to report to the Prime Minister, and simultaneously send to the Ministry of Planning and Investment for inclusion in the national five-year and annual socio-economic development plans.

h) The Ministry of Planning and Investment shall be responsible for:

- Taking the lead, coordinating with relevant ministries, sectors, and localities to monitor, supervise, and evaluate targets related to sustainable development;

- Compiling the implementation status of the natural resources-environment and sustainable development plan in the five-year and annual socio-economic development plans to report to the Prime Minister.

- Compile the situation regarding the implementation of plans for the development of natural resources and the environment, as well as sustainable development, in the five-year and annual socio-economic development plans to report to the Prime Minister;

Cooperate with ministries, sectors, and localities to develop, standardize, and issue indicators for plans concerning natural resources, environment, and sustainable development for each industry and field, serving as a basis for ministries, sectors, and localities to prepare annual periodic reports.

i) For indicators for plans concerning natural resources, environment, and sustainable development that have not been recorded in the socio-economic development plan for 2007, they shall not be reported in 2007. These indicators will be considered for inclusion in the socio-economic development plan for 2008 and will be monitored, supervised, evaluated, and reported from 2008 onwards.

The Prime Minister requests ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, chairpersons of provincial and municipal people's committees under the central government to strictly implement this Directive./.
