CIRCULAR
REGULATIONS ON THE WEARING OF UNIFORMS AND GRADUATION DRESS FOR STUDENTS AND COLLEGE STUDENTS
Decree No. Decision No. 178/2007/NĐ-CP dated December 3, 2007 of the Government on the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Decree No. Decree No. 215/2013/NĐ-CP dated November 23, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Decree No. Decision No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education;
The Minister of Education and Training stipulates regulations on the wearing of uniforms and graduation dress for students and college students.
Article 1. Scope of Regulation and Applicability

This Circular stipulates regulations on the wearing of uniforms and graduation dress for students and college students.
Thông tư này áp dụng đối với tổ chức, cá nhân có liên quan đến hoạt động kinh doanh đối tượng thủy sản nuôi chủ lực trên lãnh thổ Việt Nam.
a) Regulations on uniforms apply to students and college students.
b) Regulations on graduation dress apply to students of vocational secondary schools, college students, university students, and college students.
Article 2. Uniforms and Graduation Dress
1. A uniform is attire used by all students and college students of a school when attending classes to enhance their sense of responsibility, honor, pride in the school's tradition, demonstrate equality among students, and contribute to building a learning environment and cultural lifestyle.
The uniform includes: trousers of the same color, shirts of the same color (shirt, jacket, or Ao Dai), insignia, shoes, or sandals.
2. Graduation dress is attire used by students and college students of a school (or a specific program) during graduation ceremonies at higher education institutions and vocational secondary schools, creating solemnity, enhancing a sense of responsibility, honor, and pride in the student, honoring professions, and showcasing the beauty of Vietnamese culture.
Graduation dress includes: shirt, hat, and emblem (logo) of the school (if applicable).
Article 3. Principles for Wearing Uniforms and Graduation Dress
1. Principles for Wearing Uniforms
a) Ensuring aesthetic appeal, suitability with the gender, age of students and college students, and the cultural identity of the nation, characteristics of each locality, while ensuring stability and reflecting the school's tradition.
b) Suitable for weather conditions, convenient for studying, living at school, and participating in other activities.
c) Ensuring economy, suitable for the economic and social conditions of each locality and school.
2. Principles for Wearing Graduation Dress
a) Ensuring uniformity within each school or training program.
b) Ensuring aesthetic appeal and educational value during graduation ceremonies.
c) Ensuring differentiation between graduates of different levels: secondary vocational, bachelor’s degree.
d) Ensuring scientific principles and showcasing the traditional cultural beauty of the Vietnamese nation.
3. In cases where organizations or individuals inside or outside the country provide financial support, uniforms and graduation dress must comply with the provisions of this document and shall not be used for advertising purposes.
4. Encouraging ethnic minority students to wear their traditional costumes on holidays, festivals, and days when the school does not require wearing uniforms.
Article 4. Standards for Uniforms
1. Summer uniforms include:
a) Shirt and trousers or traditional Ao Dai.
b) Shoes or sandals with straps.
c) School insignia attached to the left chest or the outer side of the left sleeve (for students of general education institutions); attached to the left chest (for students of vocational secondary schools and college students).
For female students, if skirts are worn, they must cover the knees.
If the traditional Ao Dai is chosen as the uniform, it is only applicable to female high school students, vocational secondary students, and college students.
2. Winter uniforms include:
a) Jacket.
b) Trousers or skirt as summer uniforms (for females).
c) School insignia attached to the left chest or the outer side of the left sleeve (for students of general education institutions); attached to the left chest (for students of vocational secondary schools and college students).
3. On days when uniforms are not required, students must wear neatly and cleanly, maintaining a serious demeanor when coming to school.
Article 5. Uniform Standards
1. Coat: An outer coat that is light, loose, long enough to cover the knees, made of breathable and cool fabric, with appropriate and dignified decorations suitable for both summer and winter, reflecting modernity and the traditional cultural beauty of the Vietnamese nation.
2. Hat: The color of the hat should match the color of the coat, ensuring aesthetic and dignified appearance.
3. Emblem (logo) of the school shall be attached on the left chest of the coat.
4. In cases where the school has not yet established its own uniform, it may use: a dark suit, shirt, and tie for males; a suit or traditional Ao Dai for females.
Article 6. Responsibilities of the Department of Education and Training Director
1. The Director of the Department of Education and Training is responsible for guiding secondary schools and other educational institutions under their jurisdiction to organize and implement the provisions of this Circular.
2. Direct, inspect, and supervise the implementation of wearing uniforms at secondary schools and other educational institutions under their jurisdiction.
Article 7. Responsibilities of Secondary Schools
1. Based on the climate and weather conditions of each region, taking into account the school's conditions, and with the consent of parents regarding the policy, the Principal decides on the wearing of uniforms and specifies the style, color, and number of days per week for wearing uniforms.
2. Any changes to the style or color of the uniform must be agreed upon by the School Council and the Parent-Teacher Association.
3. Parents or the Parent-Teacher Association organize the making or purchasing of uniforms according to the provisions of this Circular and other regulations of the school.
Article 8. Responsibilities of Universities, Academies, Colleges, and Technical Colleges
1. Based on the climate and weather conditions of each region, taking into account the school's conditions, and with the agreement of the School Council, the Communist Youth Union, and the Student Union (if any), the University President, Academy Director, College Principal, or Technical College Principal decides on the wearing of uniforms and ceremonial attire, specifies the style and color, and directs the organization of ceremonial attire for graduating students.
2. Students or the Communist Youth Union, and the Student Union (if any) organize the making or purchasing of uniforms according to the provisions of this Circular and other regulations of the school.
Article 9. Funding
The costs for making, purchasing, renting, or borrowing uniforms and ceremonial attire shall be sourced from the regular operating budget of the school, contributions from students, or other legitimate sources and must be publicly disclosed.
Article 10. Effective Date
All previous regulations that conflict with the provisions of this Circular are hereby abolished. This Circular takes effect from November 14, 2009.
Article 11. Responsibility for Implementation
The Chief of the Office, Heads of the Student Affairs Department, Higher Education Department, Secondary Education Department, Heads of relevant units under the Ministry of Education and Training, University Presidents, Academy Directors, College Principals, Technical College Principals, and Department of Education and Training Directors are responsible for implementing this Circular./.
