CIRCULAR

Specifies the framework program for intermediate vocational level and higher vocational level for the following trades:

Veterinary; Marine environmental protection; Coffee and cocoa processing; E-commerce

Pursuant to the Vocational Training Law dated November 29, 2006;

Based on Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids and Social Affairs;

Based on Decision No. 58/2008/QĐ-BLĐTBXH dated September 6, 2008 of the Minister of Labor, Invalids and Social Affairs promulgating regulations on the framework program for intermediate vocational level and higher vocational level;

Based on the results of the review board's assessment and the proposal of the Vocational Training General Department regarding the issuance of the framework program for intermediate vocational level and higher vocational level for the trades: Veterinary; Marine environmental protection; Coffee and cocoa processing; E-commerce;

The Ministry of Labor, Invalids and Social Affairs hereby stipulates the framework program for intermediate vocational level and higher vocational level for the above trades as follows:

Article 1. Scope of Regulation and Applicability

This Circular specifies the framework program for intermediate vocational level and higher vocational level to be applied to vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to conduct vocational training for the trades specified in this Circular;

The framework program for intermediate vocational level and higher vocational level prescribed in this Circular is not mandatory for vocational training institutions with foreign investment capital.

Article 2. The framework programs stipulated in this Circular include:

1. Framework program for intermediate vocational level and higher vocational level for the trade "Veterinary" (Annex 1);

2. Framework program for intermediate vocational level and higher vocational level for the trade "Marine environmental protection" (Annex 2);

3. Framework program for intermediate vocational level and higher vocational level for the trade "Coffee and cocoa processing" (Annex 3);

4. Framework program for intermediate vocational level and higher vocational level for the trade "E-commerce" (Annex 4);

Article 3. Responsibilities for developing vocational training programs

Based on the provisions of this Circular, the Principals of vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to conduct vocational training for the trades specified in this Circular shall organize the development, review, and approval of the vocational training programs of their respective institutions.

Article 4. Implementation provisions

1. This Circular takes effect 45 days from the date of signature;

2. Ministries, ministerial-level agencies, agencies under the Government, political-social organizations, provincial People's Committees directly under the Central Government, the Vocational Training General Department, vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to conduct intermediate vocational level and higher vocational level vocational training for the trades specified in this Circular, and related units are responsible for implementing this Circular./.
