CIRCULAR

Issuing a Continuing Education Program to meet the requirements of learners, update knowledge and skills, and transfer technology

Based on Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to the Education Law on June 14, 2005; the Law Amending and Supplementing Certain Articles of the Education Law on November 25, 2009;

Based on Decree No. 75/2006/NĐ-CP dated August 2, 2008 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Based on the Minutes of the Appraisal Board meeting held on December 17, 2009 regarding the Continuing Education Program to meet the requirements of learners, update knowledge and skills, and transfer technology.
The Minister of Education and Training hereby decides:

At the proposal of the Director of the Department of Continuing Education,
To issue together with this Circular the Continuing Education Program to meet the requirements of learners, update knowledge and skills, and transfer technology, including the following five (05) programs:

Article 1. 1. Legal education program.

2. Cultural and social education program.

3. Environmental protection education program.

4. Health protection education program.

5. Economic development education program.

The Continuing Education Programs issued pursuant to this Circular shall be used by continuing education institutions to meet the learning needs of all people. Based on these programs, heads of continuing education institutions shall organize and guide teaching in accordance with the characteristics of the learners.

Article 2. This Circular takes effect from December 10, 2010.

Article 3. The Permanent Secretaries, Directors of the Department of Continuing Education, Heads of relevant units under the Ministry of Education and Training; Chairmen of People's Committees of provinces and centrally governed cities; Directors of Departments of Education and Training, and heads of continuing education institutions are responsible for implementing this Circular./.

Article 4.The Secretaries of the Office, Heads of the Department of Continuing Education, Heads of relevant units under the Ministry of Education and Training; Chairpersons of the People's Committees of provinces and centrally governed cities; Directors of Departments of Education and Training, and heads of continuing education institutions shall be responsible for implementing this Circular./.
