CIRCULAR

Regulations on uniforms, insignia, badges, quality control cards for

quality for specialized civil servants in charge of

product and commodity quality control

Pursuant to Decree No. 28/2008/NĐ-CP dated March 14, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;

Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Product Quality and Goods;

Pursuant to Decree No. 24/2010/NĐ-CP dated March 15, 2010 of the Government on recruitment, utilization, and management of civil servants;

Pursuant to Circular No. 10/2009/TT-BNV dated October 21, 2009 of the Ministry of Home Affairs stipulating job titles, grade codes, and professional standards for specialized product and commodity quality control civil servant grades;

The Minister of Science and Technology hereby promulgates regulations on uniforms, insignia, badges, quality control cards for specialized civil servants in charge of product and commodity quality control as follows:

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular stipulates regulations on uniforms, insignia, badges, quality control cards for specialized civil servants in charge of product and commodity quality control.

Article 2. Applicability

This Circular applies to specialized civil servants in charge of product and commodity quality control working in agencies with state management functions over product and commodity quality.

Chapter II

REGULATIONS ON THE DESIGN, STYLE, FORM, COLOR, AND USE OF INSIGNIA AND UNIFORMS FOR QUALITY CONTROL OFFICERS

QUALITY CONTROL INSPECTOR BADGES, CLOTHING

Article 3. Quality Control Officer Emblem

The Quality Control Officer emblem (Figure 1 in Appendix I attached hereto) is a circle with a yellow border and a bright red background; inside there are two golden ears of rice; below the two ears of rice is a white ring-shaped border on a blue sea background, within which is the acronym KSVCL (short for Quality Control Officer) in white; in the center is a yellow anchor; above the anchor is a yellow swallow's wing; above the swallow's wing is a round emblem with a white border, carrying the phrase "CHẤT LƯỢNG TẠO THỊNH VƯỢNG" at the top and "PROSPERITY THROUGH QUALITY" at the bottom, with a letter S in the middle, the left part of the S being red and yellow, and the right part being blue and red.

The Quality Control Officer emblem is printed on certain types of paper, forms, work tools, souvenirs, and other emblems of the industry; it is affixed to the kepi hat and soft kepi hat of Quality Control Officers; or a portion of the emblem (the two ears of rice, anchor, swallow's wing above the round emblem with the phrase "CHẤT LƯỢNG TẠO THỊNH VƯỢNG" at the top and "PROSPERITY THROUGH QUALITY" at the bottom, with a letter S in the middle, the left part of the S being red and yellow, and the right part being blue and red) is affixed to the Quality Control Officer insignia.

Article 4. Quality Control Officer Insignia on Hats

The quality control officer insignia is attached to the kepi cap and soft cap.

Clause 1. The Quality Control Officer insignia on the kepi hat (Figure 2 in Appendix I attached hereto) consists of a double pine branch made of metal with a silver-white color encircling the raised Quality Control Officer emblem, which is circular with a diameter of 35mm and a height of 5mm.

Clause 2. The Quality Control Officer insignia on the soft kepi hat (Figure 3 in Appendix I attached hereto) is the raised Quality Control Officer emblem, which is circular with a diameter of 29mm and a height of 3mm.

Article 5. Quality Control Officer Insignia on Shoulder Straps

The quality control officer insignia is worn on the collar of the quality control officer uniform, consisting of two parts.

Clause 1. A portion of the Quality Control Officer insignia on the shoulder strap (Figure 4 in Appendix I attached hereto) includes two golden ears of rice surrounding a white circle, with a yellow anchor in the center; above the anchor is a yellow swallow's wing; above the swallow's wing is a round emblem with a white border carrying the phrase "CHẤT LƯỢNG TẠO THỊNH VƯỢNG" at the top and "PROSPERITY THROUGH QUALITY" at the bottom, with a letter S in the middle, the left part of the S being red and yellow, and the right part being blue and red.

Clause 2. The Quality Control Officer insignia on the shoulder strap (Figure 5 in Appendix I attached hereto) has a parallelogram shape with acute angles of 45 degrees and obtuse angles of 135 degrees, measuring 75mm in length and 32mm in height; the background is blue; in the center is a portion of the Quality Control Officer emblem as specified in Clause 1 of this Article, made of raised metal.

Article 6. Shoulder boards for quality control inspectors

The shoulder boards for quality control inspectors shall be worn on the shoulders of the quality control inspector uniform to distinguish the ranks of specialized civil servants engaged in product and commodity quality control.

1. Basic shoulder board:

a) A metal button with a diameter of 15mm, which is the quality control inspector insignia (Figure 3 in Appendix I issued together with this Circular), shall be attached at the pointed end of the rank insignia.

b) The basic shoulder board for the quality control inspector rank has a standing trapezoid shape, with a yellow border, a green background, one flat end and one pointed end at the tip, measuring 130mm in height, 45mm at the wide base, and 40mm at the narrow base, shared with the base of an equilateral triangle with a height of 10mm (Figure 6 in Appendix II issued together with this Circular).

2. Specifications for shoulder boards for each quality control inspector rank

a) The intermediate quality control inspector rank shoulder board (Figure 7 in Appendix II issued together with this Circular) has a yellow border and a blue background (the same color as the background of the quality control inspector insignia worn on the lapel).

b) The quality control inspector rank shoulder board (Figure 8 in Appendix II issued together with this Circular) has a yellow border and a light blue background.

c) The senior quality control inspector rank shoulder board (Figure 9 in Appendix II issued together with this Circular) has a yellow border and a brown background.

d) The senior-level quality control inspector rank shoulder board (Figure 10 in Appendix II issued together with this Circular) has a yellow border and a red background.

Article 7. Uniform clothing

The quality control inspector uniform includes: shirt, pants (spring-summer, autumn-winter), cap, soft hat, tie, belt, shoes, socks, raincoat, document case, and other seasonal attire.

1. Pants:

a) Black-blue pants made in a European style for both men and women; suitable for both spring-summer and autumn-winter seasons.

b) For female quality control inspectors working at border gates, black-blue skirts that extend below the knee and have a back slit may be used.

2. Spring-summer shirt: made in a blouson style with a turned-down collar, white short-sleeved or long-sleeved, with one row of white plastic buttons; the chest has two raised pockets with batwing flaps, and a raised seam in the middle of each pocket; the back has a shoulder board with two loops for attaching the rank insignia; the side of the shirt has a slit with two buttons.

3. Autumn-winter shirt: the shirt and all buttons on it are black-blue in color.

a) Men's shirt: made in a vest style with a large turned-down collar for wearing the insignia; the front has four raised pockets with batwing flaps, and a raised seam in the middle of each pocket; one row of plastic buttons with a diameter of 22mm; the back has a shoulder board with two loops for attaching the rank insignia.

b) Women's shirt: made in a vest style with a large turned-down collar; the front has two raised pockets with batwing flaps below; one row of plastic buttons with a diameter of 22mm; the back has a shoulder board with two loops for attaching the rank insignia.

c) The undershirt worn under the autumn-winter shirt is a white long-sleeved shirt with a stand-up collar for wearing a tie, suitable for both men and women.

4. Black-blue cold-weather coat in a mandarin style with a large turned-down collar for wearing the insignia; has two diagonal pockets hidden on the sides, with a belt; one row of plastic buttons with a diameter of 22mm; the back has a shoulder board with two loops for attaching the rank insignia.

5. Raincoat: similar in style to the cold-weather coat, black-blue in color, made from non-water-absorbent nylon fabric.

Article 8. Hats

1. Cap: a naval-style peaked cap with a white top and brim; the body of the cap is black-blue, with a quality control inspector insignia with a diameter of 35mm attached in the center of the front part of the cap; there is a double yellow ribbon placed in front, a shiny black plastic visor, and a black strap.

2. Soft hat: black-blue in color, with a quality control inspector insignia with a diameter of 29mm attached above the visor.

Article 9. Necktie

The common style is black-blue, suitable for both men and women.

Article 10. Shoes and sandals

1. Black leather shoes with low heels suitable for both spring-summer and autumn-winter seasons.

2. Sandals with a strap and moderate heel height suitable for spring-summer attire.

Article 11. Document Case

The document case is made of black leather or imitation leather with a lid.

Article 12. Other Annual Attire

Other annual attire includes rubber boots, rubber gloves, protective workwear, white lab coats, masks, and safety goggles.

Article 13. Quality Control Inspector Badge

The quality control inspector badge shall be worn on the chest to identify the name and number of the quality control officer performing official duties.

1. The quality control inspector badge has a rectangular shape, measuring 85mm in length and 20mm in width; it is made of metal (see Figure 11 in Appendix III issued together with this Circular).

2. The outer border is 1.5mm wide; the background color is black-blue.

3. On the left side is a part of the quality control inspector symbol as prescribed in Clause 1, Article 5 of this Circular.

4. On the right side from top to bottom are the holder's full name and identification number (which matches the number recorded on the quality control inspector card).

Article 14. Quality Control Inspector Card

The quality control inspector card is issued to specialized civil servants responsible for product and commodity quality inspection for use and presentation during quality inspections.

1. The quality control inspector card is a document certifying the image, full name, year of birth, position, and workplace of each civil servant engaged in product and commodity quality inspection.

2. The card is made of hard plastic, rectangular in shape, measuring 70mm in width and 100mm in length, with two blue-black borders; the background color is yellow, with a recessed quality control inspector symbol measuring 19mm in diameter in the center; the text is printed in black. Both sides of the quality control inspector card are specified as follows:

a) Front side:

The front side of the quality control inspector card (see Figure 12 in Appendix III issued together with this Circular); on the left from top to bottom are the issuing authority's name; the quality control inspector symbol measuring 15mm in diameter; the photo of the cardholder (a 3cm x 4cm ID-style photograph wearing the quality control inspector uniform), the lower right corner of the photo is stamped with the issuing authority's raised seal;

On the right from top to bottom are the words "SOCIALIST REPUBLIC OF VIETNAM" in capital letters; below "INDEPENDENCE - FREEDOM - HAPPINESS"; the phrase "QUALITY CONTROL INSPECTOR CARD" is printed in red; the holder's number, full name, year of birth, position, place of work;

b) The back side of the quality control inspector card (see Figure 13 in Appendix III issued together with this Circular): at the top are the words "REGULATIONS FOR HOLDERS OF QUALITY CONTROL INSPECTOR CARDS" in red; the content of the regulations; the location, date, month, and year of issuance; position, signature, full name of the issuer, and stamp.

3. Criteria for Issuing Quality Control Inspector Cards:

The quality control inspector card is issued to civil servants appointed to the quality control inspector rank working in agencies responsible for national management of product and commodity quality according to regulations.

Article 15. Prohibited Acts

It is strictly prohibited for agencies, units, and organizations to use the quality control inspector symbol, insignia, uniforms, and cards contrary to the provisions of this Circular.

Chapter III

REGULATIONS ON UNIFORM STANDARDS

QUALITY CONTROL INSPECTORS

Article 16. General Uniform Regulations

The general uniform standards for quality control inspectors and their usage period (calculated per civil servant) are as follows:

1. Spring-Summer Suit: 01 set/year (first issue 02 sets)

a) Male: 01 short-sleeved shirt, 01 pair of pants;

b) Female: 01 short-sleeved shirt, 01 pair of pants, 01 short skirt.

2. Autumn-Winter Suit: 01 set/2 years (first issue 02 sets).

3. White Long-Sleeved Shirt with Collar for Wearing Under Autumn-Winter Suit: 01 piece/year (first issue 02 pieces).

4. Pi Hat, Soft Hat: 01 piece/2 years.

5. Ceremonial Pi Hat: 01 piece/5 years.

6. Necktie: 01 piece/2 years.

7. Leather Shoes, Backstrap Sandals: 01 pair/2 years.

8. White Gloves: 01 set/3 years (used during important ceremonies).

a) For units with 300 or more staff, 50 pairs are issued per issuance;

b) For other units, 30 pairs are issued per issuance.

9. Raincoat: 01 piece/3 years or 01 set/3 years.

10. Socks: 02 pairs/year.

11. Belt: 01 piece/2 years.

12. Insignia, Shoulder Straps of Quality Control Inspectors: Replace when damaged.

13. Wool Coat: 01 piece/4 years.

14. Sweater: 01 piece/3 years.

15. Boots: 01 pair/3 years.

16. Knit Gloves: 01 pair/2 years.

Article 17. Special provisions on uniforms for certain tasks

For specialized civil servants engaged in quality control who regularly perform duties such as inspecting actual goods for import and export, checking transportation vehicles for departure and entry, working in laboratories (belonging to the Center for Export and Import Goods Analysis and Classification)... in addition to the uniform standards for quality control officers specified in Article 16, they shall also be provided with:

1. Protective work clothing: 01 set/year.

2. Protective work gloves: 01 pair/year.

3. Protective work hat: 01 piece/2 years.

4. White lab coat (for laboratory work): 01 piece/2 years.

Chapter IV

MAY, ISSUE, USE, MANAGEMENT

UNIFORMS FOR QUALITY CONTROL OFFICERS

Article 18. Funding for making uniforms for quality control officers

The funding for making uniforms for quality control officers shall be ensured within the annual state budget allocated to relevant agencies.

Article 19. Organization of making and issuing uniforms

1. The product and commodity inspection agency shall be responsible for equipping, managing, and issuing uniforms to specialized civil servants engaged in product and commodity quality control within their own units.

2. The time for issuing uniforms for quality control officers annually: One issuance per year in March.

Chapter V

PROVISIONS ON ISSUANCE AND USE OF

QUALITY CONTROL OFFICER BADGES

Article 20. Issuance and guidance on using quality control officer badges

The Director of the General Department of Standardization, Metrology and Quality Control shall organize the issuance of quality control officer badges to specialized civil servants engaged in product and commodity quality control according to the prescribed model; provide guidance on the use and management of quality control officer badges.

Article 21. Use of quality control officer badges

1. Specialized civil servants engaged in product and commodity quality control may use their quality control officer badges while performing duties in accordance with their assigned functions, responsibilities, powers, and legal regulations.

2. Strictly prohibited are acts of forging, erasing, altering, lending, or borrowing quality control uniforms, insignia, signs, or badges from others.

3. When transferring jobs, resigning, or reaching retirement age, specialized civil servants engaged in product and commodity quality control must return their quality control officer badges to the managing agency; if the badge is lost, they must report it to the police and the managing agency for handling according to authority.

Chapter VI

IMPLEMENTATION

Article 22. Effectiveness

This Circular takes effect from November 20, 2011.

Article 23. Implementation Organization

1. The Minister of Science and Technology authorizes the Director of the General Department of Standardization, Metrology and Quality Control to issue quality control officer badges to specialized civil servants engaged in product and commodity quality control under various ministries, sectors, and localities.

2. The Director of the General Department of Standardization, Metrology and Quality Control is responsible for supervising the implementation of this Circular.

3. During the implementation process, if there are issues requiring amendments or supplements, please reflect them to the Ministry of Science and Technology for consideration and resolution according to authority./.
