CIRCULAR

Issuing the Temporary List of Permitted Livestock and Poultry Feed for Circulation in Vietnam

Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; Decree No. 75/2009/ND-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/ND-CP dated January 3, 2008;

Pursuant to Decree No. 08/2010/NĐ-CP dated February 5, 2010 of the Government on feed management for animal husbandry;

Considering the proposal of the Director of the Livestock Production Department,

The Ministry of Agriculture and Rural Development hereby issues the Temporary List of Permitted Livestock and Poultry Feed for Circulation in Vietnam as follows.

Article 1. Attached hereto is:

The Temporary List of Permitted Livestock and Poultry Feed for Circulation in Vietnam, including:

1. List of livestock and poultry feed produced domestically;

2. List of imported livestock and poultry feed, including:

a) Livestock and poultry feed with Technical Standards;

b) Livestock and poultry feed without Technical Standards, including:

- Imported livestock and poultry feed based on country of origin;

- Imported livestock and poultry feed regardless of country of origin.

Article 2. Imported livestock and poultry feed must undergo quality inspection in accordance with Article 15 of Circular No. 66/2011/TT-BNNPTNT dated October 10, 2011 of the Ministry of Agriculture and Rural Development detailing certain provisions of Decree No. 08/2010/NĐ-CP dated February 5, 2010 of the Government on the management of livestock and poultry feed and Article 2 of Circular No. 50/2009/TT-BNNPTNT dated August 18, 2009 of the Ministry of Agriculture and Rural Development promulgating the list of products and goods that may cause safety risks under the responsibility of the Ministry of Agriculture and Rural Development.

Article 3. Effectiveness

This Circular takes effect 45 days from the date of signature. Decisions No. 90/2006/QĐ-BNN dated October 2, 2006 of the Minister of Agriculture and Rural Development issuing the List of Livestock and Poultry Feed and Feed Ingredients for Importation into Vietnam; Decision No. 65/2007/QĐ-BNN dated July 3, 2007 of the Minister of Agriculture and Rural Development issuing the Supplementary List of Livestock and Poultry Feed and Feed Ingredients for Importation into Vietnam; and Decision No. 88/2008/QĐ-BNN dated August 22, 2008 of the Minister of Agriculture and Rural Development issuing the List of Imported Livestock and Poultry Feed and Feed Ingredients According to HS Codes are hereby repealed.

Article 4.The Director of the Ministry's Office, the Director of the Livestock Production Department, heads of agencies and units, related organizations, and individuals are responsible for implementing this Circular./.
