Article 2. Applicability

This Circular applies to:

The scope of statistics includes data on human resources; finance; science and technology tasks; international cooperation; awards; evaluation, appraisal, inspection, application, and technological development activities; standards, measurements, and quality; atomic energy, radiation safety, and nuclear safety; inspection; enterprises and markets in the field of science and technology of the reporting unit.

Forensic examination in scientific and technological activities as prescribed in this Circular includes forensic examination in the following fields: standards, technical regulations, measurement, product quality, goods quality (hereinafter referred to as standards, measurement, and quality); technology, equipment, machinery; industrial property; atomic energy.

Article 3. Explanation of Terms

g) Evaluation, appraisal, inspection, application, and technological development activities at the local level;

k) Inspection of science and technology;

l) Enterprises and markets in the field of science and technology.

2. Reporting units shall implement the report forms and instructions for filling out the comprehensive statistical report forms on science and technology attached as Appendices to this Circular.

Article 6. Reporting Period and Deadline for Submission of Reports

1. The reporting period is one year, from January 1 to December 31 of the reporting year.

2. Provincial Departments of Science and Technology must submit their reports to the National Science and Technology Information Center under the Ministry of Science and Technology (hereinafter referred to as the National Science and Technology Information Center) no later than February 15 of the following year of the reporting year.

h) Standards for measurement and quality;

i) Atomic energy, radiation safety, and nuclear safety;

k) Inspection of science and technology;

l) Enterprises and the science and technology market.

Article 5. Reporting Units shall implement reporting according to the forms and instructions for filling out the comprehensive statistics report on science and technology attached as an appendix to this Circular.

Article 6. Reporting Period and Deadline for Submitting Reports

1. The reporting period is one year, from January 1 to December 31 of the reporting year.

2. Provincial Departments of Science and Technology must submit their reports to the National Science and Technology Information Center under the Ministry of Science and Technology (hereinafter referred to as the National Science and Technology Information Center) no later than February 15 of the following year of the reporting year.

Article 7. Methods for Submitting Reports

1. Statistical reports include written reports and report data files (sent via email). Written reports must be signed and stamped with confirmation by the Head of the reporting unit to facilitate verification, comparison, and data processing. Report data files must be saved in Excel spreadsheet format using Vietnamese Unicode font (Times New Roman) according to national standard TCVN 6909:2001 and shall not be password protected.

2. Statistical reports shall be submitted directly or through postal services and electronic means to the National Science and Technology Information Center.

Article 8. Rights and Responsibilities of Provincial Departments of Science and Technology

1. The Provincial Department of Science and Technology has the right:

a) To be guided on providing information for comprehensive statistical reports;

b) To have their provided information kept confidential in accordance with laws on statistics;

c) To allocate funds for science and technology public service activities to conduct scientific and technological statistical work;

d) To access comprehensive statistical information on the website or online portal of the National Science and Technology Information Center.

2. The Provincial Department of Science and Technology has the responsibility:

a) To submit complete, accurate, and objective reports in accordance with the prescribed content in the comprehensive statistical reporting system on science and technology and bear legal responsibility for the contents of the reports;

b) To submit reports within the deadline;

c) To ensure consistency between written reports and report data files;

d) To allocate human resources to carry out scientific and technological statistical work; To prepare a budget for implementing scientific and technological statistical work, which will be included in the annual public service budget for science and technology and submitted to the People's Committee of the province or centrally-administered city for approval.

Article 9. Responsibilities of the National Science and Technology Information Center

1. To verify, compare, process, and compile data from comprehensive statistical reports on science and technology.

2. To request the Provincial Department of Science and Technology to verify and resubmit reports and related information on comprehensive statistical reports on science and technology when necessary.

3. To provide comprehensive statistical information on science and technology on the website or online portal of the National Science and Technology Information Center.

4. To compile and draft comprehensive statistical reports on science and technology for approval by the Minister of Science and Technology and submission to the General Statistics Office in accordance with the comprehensive statistical reporting system applicable to ministries and sectors as stipulated in the Prime Minister's Decision.

5. To ensure confidentiality of information provided by units in accordance with laws on statistics.

Article 10. Effective Date

1. This Circular takes effect from January 11, 2016.

2. This Circular replaces Circular No. 23/2011/TT-BKHCN dated September 22, 2011 issued by the Minister of Science and Technology on the comprehensive statistical reporting system applicable to Provincial Departments of Science and Technology.

Article 11. Responsibility for Implementation

1. The National Science and Technology Information Center is responsible for guiding and organizing the implementation of this Circular.

2. Heads of relevant agencies, organizations, and individuals shall be responsible for implementing this Circular.

3. In case of difficulties during implementation, agencies and organizations are advised to reflect these issues to the Ministry of Science and Technology for research, revision, and supplementation.
