CIRCULAR

Regulations on uniforms, insignia, rank badges, and signs for civil servants, officials, and staff of inland waterway port services.

On the basis of The Law on Inland Waterway Transport dated June 15, 2004 and the Law Amending and Supplementing Certain Provisions of the Law on Inland Waterway Transport dated June 17, 2014; Law on Inland Waterway Transport dated June 17, 2014;

Decree No. The Minister of Transport issues this Circular regulating the forms of certificates and logbooks for technical safety and environmental protection issued to ships, floating docks, floating storage units, mobile platforms, inland waterway vessels, and industrial products used for inland waterway vessels.

At the proposal of the Director of the Legal Department and the Director General of the Vietnam Inland Waterways Administration;

The Minister of Transport issues this Circular to regulate uniforms, insignia, rank badges, and signs for civil servants, officials, and staff of inland waterway port services.

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular regulates uniforms, insignia, rank badges, and signs for civil servants, officials, and staff of inland waterway port services (excluding security staff) and flags for inland waterway port services.

Article 2. Applicability

This Circular applies to civil servants, officials, and staff of inland waterway port services (excluding security staff).

Article 3. General Principles

1. Civil servants, officials, and staff of inland waterway port services shall be provided with uniforms, insignia, rank badges, and signs according to the regulations set forth in this Circular.

2. Civil servants, officials, and staff of inland waterway port services shall wear uniforms, insignia, rank badges, and signs while performing their duties; they shall not wear improperly issued uniforms, insignia, rank badges, signs, or flags.

3. Persons assigned to perform specialized inspection functions in inland waterway port services under the Vietnam Inland Waterways Administration may use uniforms, insignia, rank badges, and signs as prescribed in this Circular and Circular No. 52/2015/TT-BGTVT dated September 24, 2015 of the Minister of Transport on insignia, flags, uniforms, means of transport, and technical equipment for transportation sector inspectors.

4. Civil servants, officials, and staff of inland waterway port services are responsible for maintaining and preserving the uniforms, insignia, rank badges, and signs provided to them. If uniforms, insignia, rank badges, or signs are lost or damaged within their service life, they must immediately report to the Director of the inland waterway port service.

5. Civil servants, officials, and staff of inland waterway port services who transfer jobs, change positions, retire, or are dismissed from employment must return the insignia, rank badges, and signs provided to them.

6. If uniforms, insignia, rank badges, signs, or flags are lost or damaged during duty performance or due to force majeure within their service life, they will be replaced.

Chapter II
UNIFORMS, INSIGIA, RANK BADGES, SIGNS, AND FLAGS

Article 4. General provisions on uniforms

1. Uniforms for civil servants, officials, and staff of inland waterway port services (hereinafter referred to as uniforms) include: short-sleeved shirts, long-sleeved shirts, vests, jackets, suit pants, women's skirts, kepi hats, helmets, soft caps, ties, tie clips, shoes, socks, belts, document cases, raincoats, rubber boots. Uniforms must be of good quality, durable, and attractive.

2. The emblem (logo) of inland waterway port services is a square background in gray with a combination of a star and an anchor, in yellow and red colors, with the letters CVĐTNĐ (an abbreviation for inland waterway port services) displayed on the logo. The model of the emblem of inland waterway port services is specified in Appendix I attached to this Circular.

Article 5. Detailed provisions on uniforms

1. Male uniforms:

a) Short-sleeved shirt: white color, stiff collar; two front pockets with flaps, piping in the middle; two shoulder loops for insignia pins; ten gold-colored buttons with anchor shapes on the surface (eight buttons to fasten the shirt, two buttons to fasten the pockets); cuffs have piping; on the left sleeve, seven centimeters from the shoulder seam, there is an emblem attached;

b) Long-sleeved shirt: white color, stiff collar; two front pockets with flaps, piping in the middle; two shoulder loops for insignia pins; twelve gold-colored buttons with anchor shapes on the surface (eight buttons to fasten the shirt, two buttons to fasten the pockets, two buttons to fasten the cuffs); cuffs have stiff pleats; on the left sleeve, seven centimeters from the shoulder seam, there is an emblem attached; each cuff has two gold-colored buttons with anchor shapes on the surface;

c) Blazer: dark blue color, double-breasted; traditional V-neck collar; three pockets (one hidden pocket on the left chest and two hidden pockets under the waist with flaps); two shoulder loops for insignia pins; four gold-colored buttons with anchor shapes on the surface; back of the jacket is split down the center; on the left sleeve, seven centimeters from the shoulder seam, there is an emblem attached; each cuff has three gold-colored buttons with anchor shapes on the surface;

d) Coat: dark blue color, tailored like a trench coat; traditional V-neck collar; three pockets (one hidden pocket on the left chest inside the coat with a zipper and two hidden pockets under the waist, diagonal pocket openings); two shoulder loops for insignia pins; four gold-colored metal buttons with anchor shapes on the surface; on the left sleeve, seven centimeters from the shoulder seam, there is an emblem attached; each cuff has three gold-colored buttons with anchor shapes on the surface;

đ) Trousers: dark blue color, straight leg fit, one front pocket, two diagonal pockets, two hidden pockets at the back with plastic buttons matching the color, waistband width five centimeters, fly width one centimeter, plastic zipper;

e) Tie and tie clip: black-blue tie, width five centimeters; tie clip made of gold-colored metal with the emblem of the Inland Waterway Inspection Authority;

g) Cap: peak white and cap band dark blue, brim black, emblem attached to the front of the cap, two twisted yellow ropes with gold-colored metal anchors attached at both ends on the cap band, two golden pine branches on the brim pointing towards both sides of the cap;

h) Soft hat: dark blue color, emblem of the Inland Waterway Inspection Authority attached to the front of the hat, red trim around the brim measuring 0.3 centimeters wide; "INLAND WATERWAY INSPECTION AUTHORITY..." printed in capital letters, font size 14, gold color on both sides;

i) Helmet: shell material polyamide 6 (PA6), visor made of polycarbonate (PC), protective padding made of expanded polystyrene (EPS); shell white color, inner lining fabric black, top of the head with ventilation mesh and woven label, padding white; "CVDTND" in gold letters, height five centimeters, width three centimeters; style covers the entire head and ears; chin strap with cushion in the middle of the strap, end of the strap with a buckle;

k) Belt: leather or faux leather, width 3.5 centimeters, gold-colored buckle with the emblem of the Inland Waterway Inspection Authority embossed on it;

l) Leather shoes: black color, short ankle, closed toe, not too pointed, with laces;

m) Socks: dark blue color, made of moisture-wicking fabric;

n) Document bag: horizontal type, with shoulder straps and handles, made of leather or faux leather, waterproof, with a laptop compartment, emblem of the Inland Waterway Inspection Authority on the front;

o) Raincoat: tailored like a trench coat, blue color, emblem of the Inland Waterway Inspection Authority printed on the right chest and back;

p) Rubber boots: high ankle, anti-slip sole;

2. Female uniforms:

a) Short-sleeved shirt: white color, stiff collar; two front pockets with flaps, piping in the middle; two waist darts on the front of the shirt; two shoulder loops for insignia pins; ten gold-colored buttons with anchor shapes on the surface (eight buttons to fasten the shirt, two buttons to fasten the pockets); cuffs have piping; on the left sleeve, seven centimeters from the shoulder seam, there is an emblem attached;

b) Long-sleeved shirt: white color, stiff collar; two front pockets with flaps, piping in the middle; two waist darts on the front of the shirt; two shoulder loops for insignia pins; twelve gold-colored buttons with anchor shapes on the surface (eight buttons to fasten the shirt, two buttons to fasten the pockets, two buttons to fasten the cuffs); cuffs have stiff pleats; on the left sleeve, seven centimeters from the shoulder seam, there is an emblem attached;

d) Trousers: dark blue color, straight leg fit, one front pocket, two diagonal pockets, waistband width three centimeters, fly, plastic zipper;

đ) Skirt: dark blue color, fitted style, lined, two diagonal pockets, waistband width three centimeters, fly, back slit in the center, length to the knee;

e) Tie: black-blue color, width 3.5 centimeters;

g) Belt: leather or faux leather, width 2.5 centimeters, gold-colored buckle with the emblem of the Inland Waterway Inspection Authority embossed on it;

h) Leather shoes: black color, square heel height five centimeters, short ankle, closed toe, not too pointed, without laces;

i) Other uniforms: cap, soft hat, helmet, coat, document bag, socks, raincoat, tie clip, rubber boots are specified as male uniforms;

3. Sample uniforms for civil servants, officials, and employees of the Inland Waterway Inspection Authority are stipulated in Appendix II issued together with this Circular.

Article 6. Emblem

1. Emblem on helmet: shape of a peach, blue-black background; inside has a circle with a diameter of 2.5 cm, gold border, red background, in the middle is a yellow star; on both sides of the circle are two yellow ears of rice; outside the two ears of rice is a golden border shaped like a peach, the widest width is 4.4 cm; outermost are two golden pine branches with a maximum height of 6.5 cm, width of 7.5 cm; under the stems of the two ears of rice is a half wheel shape and a supporting base. Material is thick brass sheet 0.8 mm; bolt and nut feet made of brass.

2. Emblem on sleeve: shield shape with a width of 7 cm at the widest position, height of 9 cm, made of blue-black fabric, on both sides are long ears of rice shapes, around the shield is a gold border, the top has the words "INLAND WATERWAY PORT AUTHORITY" in yellow, in the middle is the emblem of the Inland Waterway Port Authority, on both sides of the emblem are the words "INLAND WATERWAY PORT AUTHORITY REGION..." in Vietnamese and "PORT AUTHORITY OF INLAND WATERWAY AREA N°..." in English, all in yellow. The details on the emblem are embroidered with yellow thread.

3. Emblem on collar: rhombus with sharp angles of 60 degrees, long side 5.5 cm, short side 3.5 cm; the border is wrapped in metal with a width of 0.3 cm; blue-black fabric background, in the middle is attached the emblem of the Inland Waterway Port Authority made of metal.

4. The model of emblems for civil servants, officials, and staff of the Inland Waterway Port Authority is specified in Appendix III issued together with this Circular.

Article 7. Rank Badge

1. Rank badges are worn on the shoulders of the coat to distinguish the titles of leadership levels, civil servants, officials, and staff of the Inland Waterway Port Authority.

2. The background of the rank badge is blue-black, with a length of 13 cm, the widest width is 5 cm, the narrowest width is 4 cm; the stars on the rank badge are made of brass sheets plated with gold, placed symmetrically in a vertical row; there are grade separation lines made of metal with a width of 0.3 cm, placed at the wider end. At the narrower end, there is a gold-colored anchor-shaped badge with a gold-colored border, surrounded by a red fabric border with a width of 0.3 cm.

3. Rank badges are classified as follows:

a) Director of the Inland Waterway Port Authority: has 2 stripes and 4 stars;

b) Deputy Director of the Inland Waterway Port Authority: has 2 stripes and 3 stars;

c) Head of Department, Head of Board, Head of Representative Office of the Inland Waterway Port Authority: has 2 stripes and 2 stars;

d) Deputy Head of Department, Deputy Head of Board, Deputy Head of Representative Office of the Inland Waterway Port Authority: has 2 stripes and 1 star;

đ) Head of Representative Office of the Inland Waterway Port Authority: has 1 stripe and 2 stars;

e) Other civil servants and officials: has 1 stripe and 1 star;

g) Driver and service staff: has 1 stripe.

4. The model of rank badges for civil servants, officials, and staff of the Inland Waterway Port Authority is specified in Appendix IV issued together with this Circular.

Article 8. Nameplate

1. Civil servants, officials, and staff of the Inland Waterway Port Authority must wear nameplates (name tags) on the left chest of their coats when performing duties.

2. Nameplates are made of metal, blue, rectangular shape, with an outer border of gold with a width of 0.1 cm, measuring 2.5 cm x 8.1 cm and thickness of 0.2 cm; divided into 2 parts horizontally: The first part has a raised emblem of the Inland Waterway Port Authority measuring 2 cm; the remaining part contains the name of the superior agency, the name of the Inland Waterway Port Authority, and the name and title of the civil servant, official, or staff member, all in raised yellow letters. The back has a pin to attach it to the coat.

3. The model of nameplates for civil servants, officials, and staff of the Inland Waterway Port Authority is specified in Appendix V issued together with this Circular.

Article 9. Flags and insignia

1. The flags and insignia of the Inland Waterway Port Office shall be hoisted on inland waterway vessels of the Inland Waterway Port Office.

2. The flag and insignia: equilateral triangle shape, base side measuring 30 cm and height measuring 45 cm; made of black-blue fabric, lightweight and durable material; with a central circle of 11 cm diameter, red background, yellow border, and a yellow star inside the circle.

3. The model of the flag and insignia of the Inland Waterway Port Office is specified in Appendix VI issued together with this Circular.

2. Flags and signs are issued once and will be reconsidered for reissue in cases of wear and tear, damage, or loss.

3. Based on weather and climate conditions in each region, the Director of the Inland Waterway Port Office decides on appropriate uniform production.

4. Funding for the production of uniforms, insignia, rank badges, and signs shall be in accordance with the provisions of the law.

Chapter III
IMPLEMENTING PROVISIONS

Article 11. Effective Date

1. This Circular takes effect from January 1, 2018.

2. Repeal Decision No. 2231/QĐ-GTVT dated September 10, 1997 of the Minister of the Ministry of Transport regarding the uniforms of staff and employees of the Inland Waterway Port Office.

Article 12. Implementation Organization

The Head of the Ministry's Office, the Head of the Ministry's Inspectorate, Heads of Departments, Directors of the Vietnam Inland Waterway Administration, Directors of Provincial Departments of Transport under the Central Government, Directors of Inland Waterway Port Offices, relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
