ISSUING THE NATIONAL TECHNICAL REGULATION ON ELECTROMAGNETIC COMPATIBILITY FOR DIGITAL ENHANCED CORDLESS TELECOMMUNICATIONS (DECT) EQUIPMENT
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Telecommunications dated November 23, 2009;
Pursuant to the Law on Radio Frequency dated November 23, 2009;
WHEREAS, Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Technical Standards and Regulations;
Pursuant to Decree No. 17/2017/NĐ-CP dated February 17, 2017, issued by the Government, on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
Pursuant to the proposal of the Director of the Science and Technology Department,
The Minister of Information and Communications hereby promulgates this Circular stipulating the national technical regulation on electromagnetic compatibility for DECT equipment.
Article 1. Attached herewith is the National Technical Regulation on Electromagnetic Compatibility for DECT Equipment (QCVN 113:2017/BTTTT).
Article 2. This Circular takes effect from July 1, 2018.
Article 3. The Heads of the Office, Department of Science and Technology, Heads of agencies and units under the Ministry of Information and Communications, Directors of Provincial Departments of Information and Communications, and relevant organizations and individuals shall be responsible for implementing this Circular./.

National technical regulation on ElectroMagnetic Compatibility (EMC) for Digital Enhanced Cordless Telecommunications (DECT) equipment
Chapter 1. GENERAL PROVISIONS
1.1. Scope of Application
This regulation sets out the requirements for electromagnetic compatibility (EMC) for DECT equipment and related auxiliary equipment.
This regulation specifies the testing conditions, evaluation methods, and quality criteria for electromagnetic compatibility for DECT equipment and related auxiliary equipment.
Technical specifications related to antenna ports and emissions from the device housing of DECT equipment are not within the scope of this regulation but are defined in corresponding product standards to effectively utilize the radio frequency spectrum.
1.2. Applicability
This technical regulation applies to domestic and foreign agencies, organizations, and individuals engaged in production, business, and operation of equipment within the scope of this regulation on the territory of Vietnam.

1.4. Terms and Definitions
1.4.1. Carrier
High-frequency (RF) signal used to establish and maintain information links for digital modulation and wireless telephony, functioning similarly to radio communication devices.
1.4.2. DECT equipment (DECT equipment)
Wireless digital telecommunications equipment with enhanced functions, including one or more transceivers and/or receivers and/or parts of equipment complying with the technical requirements of the ETSI EN 300 175-2 standard.
NOTE: Such equipment provides:
- Wireless access to telephone subscriber lines or voice/data transmission/reception in private networks in residential, commercial, and industrial environments; or
- Fixed wireless access to public networks (including public equipment);
- Point-to-point digital signal transmission/reception.
DECT equipment may combine portable transceivers and base station transceivers as specified in the technical standard ETSI EN 300 175-3, or base station transceivers and wireless terminal user equipment for fixed wireless access.
1.4.3. Host equipment (host equipment)
Any equipment fully functional when not connected to radio communication equipment, where connection is necessary for the radio communication equipment to provide supplementary functions and physical transceiver installation.
1.4.4. Non-speech equipment (non-speech equipment)
Wireless telephone or similar communication equipment used for transmitting and receiving digital data originating from or terminating at external voice processing circuits, or external equipment.
1.4.5. Speech equipment (speech equipment)
Wireless telephone or similar communication equipment containing voice processing circuits such as microphones and/or speakers, used for transmitting and receiving audio signals.

Chapter 2. TECHNICAL PROVISIONS
2.1. Radiation
For the purposes of this standard, the measurement conditions of QCVN 18:2014/BTTTT may be applied when appropriate. The measurement conditions applicable to this radio equipment are specified in Articles 2.3.2 through 2.3.5.
2.2. Immunity
Apply the signal measurement arrangement as stipulated in Article A.2, Appendix A of QCVN 18:2014/BTTTT.
2.3.1. General Provisions
For the purposes of this standard, test conditions in Appendix A of QCVN 18:2014/BTTTT may be applied when appropriate. This standard supplements additional provisions regarding test conditions for fixed radio transmission equipment and auxiliary equipment in fixed services.
2.3.2.1. Signal Measurement Arrangement at the Input of the Transmitter
2.3.2. Signal measurement arrangement
Apply the signal measurement arrangement as stipulated in Article A.2.1, Appendix A of QCVN 18:2014/BTTTT with the transmitter modulation being performed by the usual type of modulation prescribed for that type of equipment (see Article 2.3.5).
- Telephony Equipment: Input audio signals may be supplied to the EUT or via a non-metallic acoustic tube, or via electrical connections if available. This equipment shall not be modified to create electrical connection ports solely for the purpose of electromagnetic compatibility testing. Suitable arrangements for acoustic tubes are described in standard TCVN 7317:2003.
- Non-telephony Equipment: Input digital signals must be supplied to the EUT via electrical connections to the modulation input port, through a suitable connecting cable, a measuring coupler, or a master device (see Articles 2.4.2.1 and 2.4.2.2).
2.3.2.2. Signal Measurement Arrangement at the Output of the Transmitter
Apply the signal measurement arrangement as stipulated in Article A.2.2, Appendix A of QCVN 18:2014/BTTTT.
2.3.2.3. Signal Measurement Arrangement at the Input of the Receiver
Apply the signal measurement arrangement as stipulated in Article A.2.3, Appendix A of QCVN 18:2014/BTTTT.
The receiver part or independent receiver unit of a specific wireless telephone device or communication equipment must be supplied with the desired RF signal, modulated according to the requirements for that type of equipment (see Article 2.3.5).
Follow Article A.2.4 in QCVN 18:2014/BTTTT.
2.3.2.5. Measurement Arrangement for Transmitter and Receiver (as a System)
2.3.2.4 Signal test arrangement at the output of the receiver
Apply the signal measurement arrangement as stipulated in Article A.2.5, Appendix A of QCVN 18:2014/BTTTT.
Commonly modulated test signals are transmitted through the system return loop of the transceiver system under test as described in standards ETSI EN 300 175-3 and ETSI EN 300 176-1. Additionally, the output signal of the radio equipment under test will be monitored by the measurement system.
Apply Article A.3, Appendix A of QCVN 18:2014/BTTTT.
Exclusion bands for transmitters, receivers, and receiver parts of transceivers are frequency bands where immunity testing is not required when there is RF radiation.
2.3.3 Excluded bands
Exclusion band from 1 781.792 MHz to 1 997.344 MHz (plus 100 MHz above the upper limit and minus 100 MHz below the lower limit).
2.3.4. Narrow Band Response of the Receiver or Receiver as Part of a Transceiver
Apply the requirements in Article A.4, Appendix A of QCVN 18:2014/BTTTT.
Immunity tests shall not be conducted on frequencies within identified narrow band responses, for example, false responses of wireless telephone receiver sections and similar communication devices.
For DECT receivers, the criteria for identifying narrow band responses are based on the increase in output speech signal level for telephony equipment, or the increase in bit error rate (BER) of the input digital signal loop from the EUT for non-telephony equipment.
The nominal frequency deviation used to identify narrow band responses must be ±2 MHz for the initial part of the identification procedure and ±2.5 MHz for the subsequent part.
Apply Article A.5, Appendix A of QCVN 18:2014/BTTTT.
For all types of DECT equipment, the desired signal at the input must be a radio frequency (RF) carrier wave established at the center of one of the DECT RF channels, using Gaussian-shaped frequency-shift keying (BT = 0.5) and modulated by a bit stream at a speed of 1 152 kbit/s.
2.3.5. Normal modulation measurement procedure
Bitstream decoding must comply with the decoding method specified in standards ETSI EN 300 175-2 and ETSI EN 300 175-3.
For all types of DECT equipment, the desired signal at the input must be a radio frequency (RF) carrier wave set at the center of one of the DECT RF channel frequencies, using Gaussian-shaped frequency-shift keying modulation (BT = 0,5) and modulated with a bit stream at a speed of 1 152 kbit/s.
The decoding of the bit stream must comply with the decoding method specified in the ETSI EN 300 175-2 and ETSI EN 300 175-3 standards.
The portion of the digital input signal chain that must be transmitted shall be a bit string similar to the D-M2 model specified in Recommendation ITU-T O.153 and shall be responsive, consistent with the feedback loop test report, as described in standard ETSI EN 300 175-3.
The timing clusters of this carrier wave must comply with the limits set forth in standard ETSI EN 300 175-2.
2.4. Evaluation criteria
2.4.1 General
In accordance with Article B.1 of QCVN 18:2014/BTTTT.
Apply the requirements in B.1 of QCVN 18:2014/BTTTT.
2.4.2. Arrangement for evaluating dependent equipment and additional radio equipment
For parts of equipment integrated with the main device to provide full operational functionality of the device, one of the two evaluation methods in Article 2.4.2.1 and Article 2.4.2.2 shall be used. The manufacturer must declare which option they choose for their equipment.
2.4.2.1 Type A: Combined equipment
Use a combination of radio equipment part and specific main device type to assess compliance with the manufacturer's published documentation.
If there are multiple combinations, each combination must be tested separately.
A combination of the main device and the radio equipment part tested as a combined system does not require repeating tests for:
- Other combinations between the main device and radio equipment parts based on similar models, provided that the mechanical and electrical changes between the models do not significantly affect the immunity and radiation of the radio equipment part;
- Unused radio equipment parts without mechanical, electrical, and software changes relative to the main device, except those described as required to comply with this document.
2.4.2.2 Type B: Using a test jig and three main devices
If the radio equipment part is intended for use with multiple types of main devices, the manufacturer must provide appropriate holding circuits (test jigs) in accordance with this document for evaluation.
The test jig must be designed such that when changing the radio equipment parts, electromagnetic immunity and unwanted emissions are minimized.
If the connection between the radio equipment part and the main device control circuit and/or power ports is made via copper cables, optical fibers, or similar means, then this connection to the main device must be considered as an appropriate test jig.
The test jig must allow the radio equipment part to be powered and simulated in a representative manner, as when it is connected to or inserted into the main device.
Additionally, for tests using a test jig, the radio equipment part must be tested with three different main devices. These main devices must be equipped by the manufacturer and must be selected from a list of compatible main devices announced by the manufacturer as part of the accompanying documentation for the radio equipment part.
2.4.3. Evaluation procedures
2.4.3.1 Loss of control functions of the user object or loss of data required to be stored
The testing system must establish a communication path in the same way as the EUT typically uses.
All user object data fields in memory or storage of the EUT must be complete, so as to represent typical usage.
The evaluation procedure must confirm that continuous information connection is maintained and that control functions and data required to be stored by the user object are not lost, as declared by the manufacturer.
2.4.3.2 Voice circuit continuity
This test aims to evaluate the continuous impact of electromagnetic compatibility phenomena on analog voice circuits of the equipment to determine its suitability.
The testing system is arranged as shown in Figure 1, allowing the recording of the output signal level of the EUT voice channels by suitable measuring instruments (but not necessarily simultaneously for each channel). For mobile wireless parts (CPP) using a microphone-to-electric converter, sound pressure level (SPL) measurements are required. The combined noise floor lifted by the telephone circuit due to the voice circuit (microphone) must be minimized.
Before the series of tests, the reference voice output signal level must be recorded on the measuring instrument as shown in Figure 2. For fixed wireless parts (CFP) with analog voice circuits and installed other types of analog voice circuits, this level must match these voice signals. For CPP parts with a voice circuit, this level must be 0 dBPa at 1 kHz at the listening reference point and -5 dBPa at 1 kHz at the speaking reference point.
At each test frequency, the voice output signal level must be measured against the reference level.
If there is communication with the EUT's microphone-to-electric converter, care must be taken to minimize electromagnetic field (EM) interference. The use of non-metallic audio couplers, as described in standard TCVN 7317:2003 (CISPR 24:1997), is recommended.
Record the measurement setup configuration in the test result report.

2.4.4. Auxiliary Equipment
Apply the requirements in Appendix B, Section B.4 of QCVN18:2014/BTTTT.
2.4.5. Equipment classification
Follow Article B.5 of Appendix B of QCVN18:2014/BTTTT.
- If wireless telephones and communication devices and/or auxiliary devices or a combination of both are reported as being powered by direct current from transportation vehicles/vehicles, they are considered mobile devices used on transportation vehicles/vehicles.
- If wireless telephones and communication devices and/or auxiliary devices or a combination of both are powered by alternating current from the mains supply, they are considered stationary devices.
2.5.1. Quality Criteria for Continuous Phenomena applicable to Transmitters (CT) and Receivers (CR)
2.5.1. General requirements
The manufacturer must declare the basic functions of the equipment to be tested before, during, and after EMC tests and record these functions in the test result report.
The equipment must meet minimum quality criteria as stipulated in Articles 2.5.2, 2.5.3, 2.5.4, 2.5.5, and additional functions declared by the manufacturer.
2.5.2. Quality criteria for continuous phenomena applicable to transmitter (CT)
Establishing a continuous information connection at the start of testing, maintaining it during and after the test, and evaluating the Bit Error Rate (BER) is used as a quality criterion to confirm the basic functions of the transceiver evaluated during and/or after the test. However, in cases where the equipment contains analog voice circuits, instead of evaluating BER, the voice output signal level must be evaluated.
During the immunity testing period,
- The testing system must control the EUT to continuously transmit on the time slot of a specific channel, in accordance with the procedures described in the ETSI EN 300 175-3 standard;
- The testing system must verify that the bit error rate (BER) is less than or equal to 1 x 10-3; or
- If the device contains analog voice circuits, the voice output signal level must be at least 35 dB lower than the noise level recorded before the start of the testing. This must be evaluated according to the procedure set forth in Article 2.4.3.2.
After the immunity testing,
- The testing system must transmit a "clear test modes" message, as described in the ETSI EN 300 175-3 standard. This indicates that the carrier wave and communication path were maintained throughout the series of tests and that the EUT remains operational; and
- The EUT operates as intended and does not lose control functions; data storage and connection information are maintained during and after the testing (see Article 2.4.3.1).
If the EUT has transmission capability, the tests must be repeated in stand-by mode to confirm that there is no unintended transmission.
2.5.3. Quality criteria for transient phenomena applicable to transmitter (TT)
After each exposure test in the series of tests, the EUT must operate such that the user does not perceive any loss of continuous connection information.
After the entire series of exposure tests, including individual exposure tests, the EUT must operate as intended and not lose control functions or data storage as declared by the manufacturer, and the communication path must be maintained (see Article 2.4.3.1).
If the EUT can transmit, tests must be conducted to confirm that there is no unintended transmission.
2.5.4. Quality criteria for continuous phenomena applicable to receiver (CR)
The basic functions of the receiving device must be verified after each exposure in the series of tests.
If the device contains analog voice circuits, the voice output signal level must be at least 35 dB lower than the previously recorded reference level. This is verified according to the procedure set forth in Article 2.4.3.2. There is no need to evaluate the BER.
After the test, the EUT must operate as intended and not lose control functions or data storage, and the communication path must be maintained. This must be verified by checking the basic functions.
2.5.5. Quality criteria for transient phenomena applicable to receiver equipment (TR)
After each exposure test, the EUT must operate as intended and the user must not perceive any loss of continuous connection information.
After all exposure tests, including all individual exposure tests, the EUT must operate as intended and not lose control functions or data storage, as declared by the manufacturer, and the communication path must be maintained. This must be verified by checking the basic functions.
2.5.6. Quality criteria for related auxiliary equipment tested independently
Apply Appendix C, Clause C.4 of QCVN 18:2014/BTTTT.
3. MANAGEMENT PROVISIONS
DECT devices and related accessories within the scope of regulation as stipulated in Article 1.1 must comply with the technical regulations set forth in this standard.
4. RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS
Relevant organizations and individuals have the responsibility to implement conformity certification and declaration of conformity and are subject to inspection by state management agencies in accordance with current regulations.
Chapter 5. ORGANIZATION OF IMPLEMENTATION
5.1. The Telecommunications Administration and Provincial Departments of Information and Communications have the responsibility to organize guidance and manage wireless devices in compliance with this standard.
5.2. In case the provisions set forth in this standard are amended, supplemented, or replaced, they shall be implemented according to the new document.
5.3. During the implementation of this standard, if any issues arise or difficulties occur, relevant organizations and individuals must report them in writing to the Ministry of Information and Communications (Science and Technology Department) for guidance and resolution./.
