Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions

Pursuant to Decree No. 12/2017/NĐ-CP dated February 10, 2017, issued by the Government on the functions, tasks, powers, and organizational structure of the Ministry of Transport;

The Minister of Transport issues this Circular amending and supplementing certain articles of Circular No. 29/2018/TT-BGTVT dated May 14, 2018, issued by the Minister of Transport on quality inspection, technical safety, and environmental protection for railway transportation vehicles, and Circular No. 18/2019/TT-BGTVT dated May 20, 2019, issued by the Minister of Transport guiding the implementation of Decree No. 139/2018/NĐ-CP dated October 8, 2018, of the Government on business operations of vehicle inspection services.

The Minister of Transport issues this Circular to issue National Technical Regulations on city buses for persons with disabilities to access and use, and five National Technical Regulations on automobile parts and components, motorcycles, and motorized bicycles.

Article 1. This Circular includes six National Technical Regulations:

1. National Technical Regulation on mirrors for automobiles;

2. National Technical Regulation on lead-acid batteries for motorcycles and motorized bicycles;

3. National Technical Regulation on fire-resistant safety structure of motor vehicles;

4. National Technical Regulation on fire-resistant requirements for materials used in the interior structure of motor vehicles;

Code: QCVN 53:2019/BGTVT

5. National Technical Regulation on city buses for persons with disabilities to access and use;

6. National Technical Regulation on batteries used for electric motorcycles and motorized bicycles;

Code: QCVN 91:2019/BGTVT

Article 2. Effective Date

This Circular takes effect from September 15, 2019.

2. This Circular abolishes the following provisions:

a) Clause 2, Article 1 of Circular No. 57/2011/TT-BGTVT dated November 17, 2011 issued by the Minister of Transport on three National Technical Regulations on automobile parts;

b) Circular No. 40/2013/TT-BGTVT dated November 1, 2013 issued by the Minister of Transport on National Technical Regulations on fire-resistant safety structure of motor vehicles and fire-resistant requirements for materials used in the interior structure of motor vehicles;

c) Clause 3, Article 1 of Circular No. 52/2012/TT-BGTVT dated December 21, 2012 issued by the Minister of Transport on three National Technical Regulations on motorcycle and motorized bicycle parts;

d) Clause 2, Article 1 of Circular No. 82/2015/TT-BGTVT dated December 30, 2015 issued by the Minister of Transport on National Technical Regulations on engines used for electric motorcycles and motorized bicycles and National Technical Regulations on batteries used for electric motorcycles and motorized bicycles;

e) Circular No. 62/2014/TT-BGTVT dated November 7, 2014 issued by the Minister of Transport on National Technical Regulations on city buses for persons with disabilities to access and use.

Article 3. "The Director of the Ministry's Office, the Inspector General of the Ministry, the Heads of Departments, the Director of the Vietnam Vehicle Inspection Agency, and the Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./."
