On the orientation and tasks for the development of Nghe An province until 2020

The Resolution states that from now until 2020, based on creatively applying the Resolution of the 11th National Congress of the Party, the Strategy for Socio-Economic Development 2011-2020, and the resolutions of the Central Committee, in conjunction with effectively implementing the Resolution of the 17th Provincial Party Congress, Nghe An needs to continue enhancing the leadership capacity and combat strength of party organizations, strengthening unity, mobilizing internal resources, attracting all available resources both within and outside the province and abroad, striving to build Nghe An into a relatively prosperous province in the Northern region by 2015, laying the foundation to become basically an industrial province by 2020; a center for finance, trade, tourism, education-training, science-technology, healthcare, culture, sports, high-tech industry in the North Central region; having a synchronized infrastructure system gradually modernized; improving the material and spiritual life of the people; having a progressive culture rich in the identity of Nghe An; strong national defense and security, social order and safety ensured.
To successfully achieve the above general objectives, the Political Bureau requires Nghe An province to focus on leading the implementation of the following tasks and solutions:
1. Concentrating on exploiting and promoting potential and advantages, developing the economy rapidly and sustainably linked with reforming the growth model, improving quality, efficiency, and competitiveness. Transforming the economic structure towards industrialization and modernization suitable to the characteristics and position of the province. Striving for average annual GDP growth rate during the period 2011-2020 to reach 11-12%. Average GDP per capita at the end of 2020 to reach about 2,800-3,500 USD.
Significantly improve the investment environment to attract domestic and foreign investment, focusing on developing some industries with high scientific-technological content and added value. Developing supporting industries, clean industries, energy-saving, environmentally friendly industries. Strengthening cooperation and linkage between industries and enterprises in the province and with provinces in the North Central region to use resources efficiently and economically.
Building Vinh City into a regional center in the North Central region for finance, trade, tourism, science-technology, information technology, high-tech industry, healthcare, culture, sports, education-training; together with Cu Lo developing into an economic growth pole and spearhead of the province.
Together with Thanh Hoa, vigorously develop the Nam Thanh Hoa-North Nghe An region, focusing on building the Hoang Mai-East Ho region in conjunction with the Nghi Son Economic Zone; developing key industries such as thermal power, cement, steelmaking, machinery, chemicals, seaports.
Together with Ha Tinh, vigorously develop the South Nghe An-North Ha Tinh region. Building the Southeast Economic Zone into a multi-sector, multi-functional key economic zone, focusing on developing mechanical engineering, electronics, information technology, automobile manufacturing, high-tech equipment, pharmaceuticals, processing of agricultural-forestry-marine products. Continuing to complete infrastructure and create mechanisms and policies to attract investment in industrial parks within the Economic Zone.
Implementing well the New Rural Development Program, comprehensively developing agriculture towards ecological agriculture, applying high technology. Investing in developing socio-economic areas in the western region into one of the three key economic zones of the province, linking raw material regions with mineral exploitation, agricultural product processing, and industry. Building a high-tech agricultural zone with the center being Nghia Dan to exploit the agricultural potential of the western region, producing high-quality, high-yield, efficient products, and setting an example for high-tech agricultural production in the North Central region.
Vigorously developing the Thanh Thuy Border Economic Zone, upgrading the Thanh Thuy National Border Gate into an international border gate, becoming an important trading hub with Laos, Thailand, and Myanmar.
2. Focusing on reforming, improving the quality and effectiveness of urban and rural planning work linked with economic, cultural, and social development; supplementing mechanisms and policies to mobilize resources, strongly encouraging various economic sectors to participate in investment and capital contribution for the construction of synchronized infrastructure. Proactively coordinating with central ministries and agencies and localities in the region to upgrade road, railway systems, upgrade Vinh Airport into an international airport, construct and operate effectively sea ports. Constructing water conservancy works, flood control dykes, saline water exclusion gates, urban water supply and drainage systems; waste treatment; energy infrastructure, telecommunications infrastructure.
For some key projects in the North Central region and coastal Central Vietnam, in addition to the support funds according to criteria and regulations, priority will be given to allocating central budget funds to implement according to schedule.
3. Strengthening state investment linked with improving the effectiveness of the policy of socialization, mobilizing resources for the development of education-training, science-technology, healthcare, culture, physical education and sports.
Continuing to innovate and comprehensively improve educational quality; intensifying efforts to attract investment in building high-quality universities and vocational schools in fields such as information technology, biotechnology, new materials... Expanding the scale and improving the quality of existing universities and vocational schools.
Developing a system of research and technology transfer institutions; attracting research and application organizations of central ministries and international organizations to establish headquarters in Nghe An. Building a team of intellectuals capable of advising, planning, formulating development policies and researching and applying science and technology for the province.
Gradually invest in upgrading and modernizing the provincial hospital system, district health centers and hospitals, commune and town health stations. Construct and develop some healthcare facilities in Vinh City into high-tech medical centers, gradually modernizing them towards specialization in oncology, cardiology, obstetrics and gynecology, pediatrics, etc., with the ability to provide professional support for the northern central provinces.
Complete the planning of historical and cultural heritage sites within the province; accelerate the progress of projects for preserving, restoring, and promoting the value of the Kim Lien Historical and Cultural Site, the Commemorative Site of the Late General Secretary Le Hong Phong, and other notable historical and cultural sites linked to tourism development. Exploit and promote traditional cultural values effectively.
Continue to expand and diversify mass physical education and sports activities, competitive sports; make Nghe An one of the strong sports centers in the country.
Implement social policies well and ensure social security; continue to improve and implement effectively policies supporting production development, job creation, vocational training, sending workers abroad, prioritizing the poor, ethnic minorities in poor districts, communes, and particularly difficult hamlets.
4. Strengthen national defense and security, maintain political and social stability in all situations; leverage the strength of the entire political system and the great unity of the people, linking economic and social development tasks with national defense and security assurance, building a defensive area and a solid people's security and total people's defense posture; prevent hotspots and complex situations regarding security and order, especially in special areas.
5. Enhance external relations and promote international integration. Consolidate relations with Laotian border provinces. Innovate foreign information activities, promoting Vietnam's image and Nghe An's potential to attract foreign investors. Proactively prevent negative impacts arising during the process of international integration.
6. Continue to consolidate organizational structures, enhance the quality and effectiveness of the political system's operations. Regularly care for Party building work, effectively implementing the Resolution of the 4th Plenum (11th tenure) on Party building. Promote administrative reform, improving the effectiveness of state management by all levels of government. Innovate the content and methods of operation of the United Front and people's organizations, properly implementing grassroots democracy regulations, strengthening the great unity of the people...
The Resolution clearly states: Building and developing Nghe An, the homeland of President Ho Chi Minh, is primarily the responsibility of the Nghe An Party Committee, government, and people, while also being the responsibility of the Central Party Committees, Party organizations, state agencies, the United Front, and political-social organizations at the central and local levels, with a heart for the homeland and respect for President Ho Chi Minh.
The Nghe An Party Committee, government, and people must further leverage their proactive, dynamic, creative spirit, exploiting all local potentials and strengths to build their homeland.
Central agencies must regularly coordinate, support, and create favorable conditions for Nghe An to effectively implement the guidelines and tasks set by the Politburo. Other provinces and cities, especially those in northern central Vietnam, need to actively strengthen and enhance cooperation ties with Nghe An, creating a unified economic space for joint development.
The Government directs ministries, sectors, and the Nghe An Province to concretize and implement the above tasks and solutions.
