DIRECTIVE

ON ENSURING LOCAL PLANS FOR TRANSPORTING GOODS TO THE CENTRAL AUTHORITY

In previous years, within the transport plan targets, the State assigned localities with targets for transporting goods to enterprises, construction sites, agricultural farms, forestry farms... under the Central Authority located in those localities. Many localities have made efforts to ensure the transport needs of the Central Authority in their locality. However, some localities have not implemented well, causing difficulties for Central Authority establishments in fulfilling their plans. The reasons are due to poor signing and implementation of transport contracts between the Ministry responsible for goods and the locality, or because the locality has not allocated sufficient transport forces to meet the requirements.

From 1980 onwards, following the direction of reforming planning work, the Council of Ministers only assigns localities with legal decree targets regarding the task of transporting goods to the Central Authority, while the total volume of goods transportation managed by the locality will be entrusted by the Council of Ministers to the State Planning Committee to assign planning targets.

Goods transported for the Central Authority are goods and materials serving the production needs of enterprises, industrial, agricultural, and forestry farms... of the Central Authority located in the locality; as for goods for living needs such as food, consumables... on the territorial area, the transportation will still be ensured by the locality as before. Goods and materials of the locality handed over to the Central Authority must be transported to the Central Authority's warehouse by the locality. The transportation target for goods for the Central Authority only counts the volume transported from that Central Authority warehouse. Goods and materials distributed by the Central Authority from railway stations, ports for the needs of the locality, transported by the locality's means of transport, are not counted as the transportation target for goods for the Central Authority.

Localities are responsible for arranging forces and means to implement the transportation targets for goods for the Central Authority according to the direction of utilizing waterway transport, limiting automobile transport, and developing rudimentary transport in the context of many difficulties with fuel, tires, spare parts. The Ministry of Transport needs to study and promptly establish policies on the use of various modes of transport, ensuring requirements for economy and maximum efficiency. For seasonal goods and materials such as sugar cane for sugar factories, grain during harvest season, etc., measures must be taken to mobilize transport means in the locality, both mechanized and rudimentary, including specialized transport means of enterprises, industrial, agricultural, and forestry farms in the locality to ensure transportation requirements. Before each season, the Ministry responsible for goods and the Ministry of Transport must discuss specific transportation plans with the People's Committee of the locality and closely coordinate in directing implementation to promptly resolve any issues.

While preparing annual plans, Ministries responsible for goods requiring transportation must send transportation plans to the Ministry of Transport and the State Planning Committee, including analysis of self-transportation by the Ministry and the portion requiring public transport. The Ministry of Transport, together with the State Planning Committee, will review and allocate transportation tasks between the Central Authority and localities, then notify the Ministries responsible for goods and localities.

Ministries responsible for goods must take full responsibility in calculating transportation requirements; if the calculation is inaccurate leading to waste, they must bear full responsibility and compensate for losses according to economic contract regulations. Ministries responsible for goods must prepare goods, warehouses, loading and unloading forces... sufficiently so that transport means are not left waiting, resulting in waste.

Ministries responsible for goods must sign transportation contracts with localities. Based on signed contracts, localities prepare plans to send to the Ministry of Transport and the State Planning Committee. The Ministry of Transport reviews the contracts and has the right to reject contracts signed incorrectly according to transportation directions.

The State will temporarily provide fuel to the Ministry of Transport to distribute to localities quarterly corresponding to the transportation tasks assigned for goods to the Central Authority. Other materials like tires, spare parts are currently very difficult to obtain; the State can only partially meet these needs; localities must utilize potential capacity, actively implement measures to save, repair old tires, restore and repair old spare parts... During implementation, if the transportation plan is not met or met with excess fuel, the surplus fuel will be transferred to the next quarter; localities may not use this excess fuel for other needs.

The Ministry of Transport will stipulate procedures for distributing and settling fuel accounts to ensure strict management, timely distribution, and avoid inconvenience for localities.

Monthly and quarterly, localities must report to the Ministry of Transport, the State Planning Committee, and the General Statistics Office on the implementation of the plan for transporting goods to the Central Authority. The General Statistics Office will consult with the State Planning Committee and the Ministry of Transport to issue the relevant reporting forms.

To implement the 1980 plan well, Ministries responsible for goods must sign transportation contracts with localities as soon as possible, completing no later than the end of January 1980. Localities must complete plans for transporting goods to the Central Authority and submit them to the Ministry of Transport and the State Planning Committee by the end of February 1980.
