NUMBER 261 ON NOVEMBER 19, 1948
CHAIRMAN OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
In accordance with the Decree dated May 3, 1946 organizing the Ministries within the Central Government;
Upon the proposal of the Ministry of Interior and the Ministry of Finance;
After the Council of Ministers has made a decision and the Standing Committee of the National Assembly has agreed,
ISSUES THE DECREE:
Article 1
Those who are not civil servants appointed to hold the following positions at the Ministry, at the Prefectural level, at the Regional level or at the provincial level shall be entitled, from May 1, 1948, to a monthly basic salary as follows:
At the Ministry and at the Central Departments or Bureaus:
- Director of Affairs 600 dong,
- Inspector of the Ministry 600 -,
- Deputy Director of Affairs 550 -,
- Director of Department or Bureau Chief 550 -,
- Deputy Director of Department or Deputy Bureau Chief 500 -.
At the Prefectural level:
- Director of a Prefectural Office 500 dong,
- Deputy Director of a Prefectural Office 450 -,

At the Regional and Provincial levels:
- Director of a Regional Office 450 dong,
- Deputy Director of a Regional Office 400 -,
- Head of a City Office 400 -,
- Head of a Provincial Office 350 -.
The posts of Inspector, Deputy Director of Affairs, Deputy Bureau Chief, and Deputy Director may only be established when absolutely necessary for a Ministry or an agency.
Article 2
In addition to the basic salary mentioned in Article 1, the above-mentioned staff members shall also be entitled to family allowances, rice price subsidies, climate area allowances, and front-line area allowances as those civil servants in the same family situation and in the same area.
Article 3
Civil servants in regular posts or temporarily recruited to hold one of the above positions may be entitled to an additional position allowance as specified below in addition to their own salary.
When the combined salary according to rank and grade is less than the monthly basic salary mentioned in Article 1, the civil servant will be entitled to an additional "supplementary allowance" to equal that basic salary.
Article 4
The Ministers of the Ministry of Interior and the Ministry of Finance are responsible for implementing this Decree.
