Considering the proposal of the Ministry of Planning and Investment at report No. 5613/BKH-TD&GSĐT dated July 31, 2006 and the People's Committee of Thai Binh Province at report No. 15/TTr-UBND dated April 10, 2006 on the Master Plan for Socio-Economic Development of Thai Binh Province until 2020 Approve the Master Plan for Socio-Economic Development of Thai Binh Province until 2020 with the following main contents:.

Article 1 I. Development Orientation

 Continuing to fully leverage internal resources, linking expanded commodity production in Thai Binh with domestic markets, while also seeking to expand international markets, promoting exports, effectively utilizing all potential and resources for rapid and sustainable economic growth, making Thai Binh a province with average development levels in the Red River Delta region.

 Strengthening the development and improving the efficiency of foreign economic activities, consistently implementing long-term policies to attract external resources, increasing the export share of processed goods; enhancing the competitiveness of goods and services.

 Rapidly developing industry and services, prioritizing high-tech agriculture, integrating Thai Binh into the overall relationship with provinces in the Red River Delta and the Northern Key Economic Region.

Building Thai Binh City with functions as the provincial political, economic, cultural, scientific, and technical center, becoming a Class II city during the period 2010-2015. At the same time, renovating, upgrading, and developing the urban system, market towns to become economic development centers with functions as nuclei driving and spreading to rural areas within the province.

Leveraging human factors, improving the quality of human resources, having policies to effectively attract and utilize high-quality human resources, including from other localities and abroad; having mechanisms to encourage education and training, especially the civil servant, worker, and technical labor force, the technology and management expert team, and the entrepreneur team.

Linking economic growth with social equity, creating jobs, reducing poverty, and improving material and spiritual living standards for the people. Paying adequate attention to infrastructure and social welfare investment in rural areas, striving to reduce the number of poor households to the lowest level.

Combining socio-economic development with the rational exploitation and protection of natural resources and ecological environment.

Combining economic development with maintaining political stability and social order and security, ensuring strong national defense and security during each stage of development.

II. Development Goals

Striving to develop Thai Binh's economy rapidly, with the economic structure shifting in the right direction, having a modern socio-economic infrastructure network, a relatively developed urban system, advanced cultural-social fields, making Thai Binh one of the provinces with average development levels in the Red River Delta and nationwide.

1. General Objective

a) On economic development

2. Specific objectives

- Average annual GDP growth rate for the 2006-2010 period reaching 12.5%, for the 2011-2015 period reaching 11.5%, and for the 2016-2020 period increasing by about 11.0%.

- Rapidly shifting the economic structure, so that by 2010, the proportion of agriculture, forestry, and fisheries industries accounts for about 30%, industry-construction accounts for about 37%, and the service sector accounts for about 33%. By 2015, the corresponding structure will be 21%, 45%, and 34%; by 2020, the agricultural proportion will decrease to about 14%, industry will reach about 51%, and services will be about 35%.

- Increasing export turnover from 98 million USD in 2005 to approximately 200-240 million USD in 2010; about 400 million USD in 2015 and about 800-850 million USD in 2020.

- Increasing budget revenue to ensure provincial expenditure tasks and gradually strive to accumulate. Striving for the budget revenue ratio to reach about 15% of GDP in 2010; 17% in 2015 and 19% in 2020.

- Rapidly increasing total social investment, strongly attracting external capital, during the 2006-2010 period, the total social investment capital is expected to reach 35-36% of GDP; 2011-2020 about 40-41%.

- Per capita GDP reaching 14.3 million VND in 2010, 28 million VND in 2015, and 51.2 million VND in 2020.

b) On social development

- The general population growth rate reaches 0.55% during the 2006-2015 period; about 0.65% during the 2016-2020 period. Improving the quality of the labor force, solving employment issues; reducing the urban unemployment rate to 2.5% and the rural labor utilization rate to about 88-89% by 2020. Striving to reduce the poverty household rate below 10% by 2010 and below 3% by 2020.

- By 2020, the urbanization rate will reach about 40%; the proportion of non-agricultural labor in the total labor force will be about 67%.

- By 2010, the labor force with training will reach 40%, of which vocational training is 25%, by 2020 this ratio will be 60% and 42%; improving the quality of education, completing universal secondary education by 2010.

- Improving the quality of medical examination and treatment, health care for the people, and cultural, sports, radio, and television activities throughout the province.

c) On natural resources and the environment

Having policies to manage and use natural resources reasonably, especially land, water, minerals, and mangrove forests; preventing and effectively handling actions causing environmental pollution, paying attention to investment in waste collection, recycling, and treatment. By 2010, about 85% of the population will have access to clean water; collecting and treating 100% of household waste; managing and treating 100% of industrial and medical waste.

Strengthening education and training to raise awareness of environmental management and protection.

III. Selection of key areas with breakthrough significance until 2020

1. Criteria for selecting key areas

- Having development premises and advantages;

- Playing a significant role in the process of industrialization and modernization: contributing significantly to GDP, budget, accumulation, and labor absorption capacity;

- Being consistent with strategic positioning in the Red River Delta and nationwide.

- Consistent with the strategic orientation of the Red River Delta region and the whole country;

- Achieving economic, social, and environmental benefits, contributing to sustainable development.

2. Key areas expected

a) Strengthening investment promotion activities; building a favorable investment environment to facilitate the participation of all economic sectors in industrial development; strongly attracting domestic and foreign resources to rapidly develop and fill industrial zones such as Thai Binh City Industrial Zone, Tien Hai, Cau Nghin, and clusters of industries in districts; expanding craft villages.

b) Developing high-quality human resources and building scientific and technological capacity. Rapidly and strongly developing tourism, especially ecotourism, domestic trade, exports, financial services, banking, transportation, postal services, telecommunications. Actively promoting the labor export program.

c) Vigorously transforming the agricultural structure towards commodity agriculture with high quality, productivity, and efficiency, forming concentrated production areas for raw materials.

Fully exploiting land potential and effectively utilizing agricultural land. Converting part of low-yield rice areas to plant industrial crops and specialty vegetables.

Planning high-tech agricultural production areas, concentrated special rice production areas.

d) Building infrastructure and accelerating urbanization are key areas, a continuous task throughout the planning period. Building Thai Binh City into the political, economic, cultural, scientific, and technical center of the Province and reaching the standard of a second-class city during the 2010-2015 period; constructing and expanding Diem Dien Sea Port, Tan De River Port; upgrading some important roads and building bridges connecting with other provinces, constructing water conservancy, water supply, power supply projects; building infrastructure for tourist areas, industrial zones.

IV. Directions for Development of Industries and Sectors

1. Agricultural, Forestry, and Fisheries Development

Expected average annual growth rate of agricultural, forestry, and fisheries production value at 4.8% during the 2006-2010 period, 4.5% during the 2011-2015 period, and 3.3% during the 2016-2020 period. In the agricultural production structure, the proportion of crop cultivation decreases while the proportion of animal husbandry and fisheries increases gradually.

a) Agriculture

Building a diverse commercial agriculture suitable for the ecosystem, sustainable development, applying advanced technologies in production, preservation, and processing to create high-quality and valuable products; particularly, paying attention to selecting and producing new seed varieties suitable for high yield and quality. Continuing to transform the agricultural structure towards increasing the proportion of animal husbandry and fisheries and transforming the rural economy's structure in each region.

The average annual growth rate of the agricultural production value during the 2006-2010 period is 4.1%, reaching 3.7% on average during the 2011-2015 period, and achieving 2.6% on average during the 2016-2020 period.

Striving for the value per hectare of agricultural land to reach VND 45 million or more by 2010 and approximately VND 60 million by 2020.

Promoting winter crop development, by 2010, the area of winter crops should reach 40-45% of the total cultivated land area of the Province, and by 2020, it should reach 50% or more.

b) Fisheries

Striving for the average annual growth rate of the fisheries production value at 11.5% during the 2006-2010 period, 9.4% during the 2011-2015 period, and 6.7% during the 2016-2020 period.

Continuing to expand tidal flat areas, intensifying aquaculture in brackish water regions; expanding the scale and modernizing the technology of fish breeding facilities; promoting pond and field transformation into concentrated areas for intensive and semi-intensive aquaculture with large volumes of high-quality commercial products. By 2020, the area for saltwater and brackish water aquaculture is expected to exceed 12,000 hectares.

Promoting marine product exploitation, strengthening distant-water fishing, and limiting nearshore fishing.

c) Forestry

Continuing to plant and protect coastal protective forests. Establishing models of combined agricultural, forestry, and fisheries along the coast.

2. Industrial and Small-Scale Industry Development

Prioritizing the development of industries with stable markets (domestic and international), high efficiency, and those with strong advantages in raw material sources and labor-intensive.

Encouraging enterprises to increase deep investment to equip with modern technology and integrated equipment.

Striving for an average annual growth rate of 27% during the 2006-2010 period, 20% during the 2011-2015 period, and 17% during the 2016-2020 period.

Combining the development of centralized industry in industrial parks and clusters with the development of small-scale industry and handicrafts in craft villages.

a) Agricultural Product Processing Industry: Gradually introducing modern technology into agricultural processing, developing processing industry closely linked with raw material regions; enhancing refining over primary processing. Establishing centralized processing facilities in major raw material regions, while encouraging medium and small-sized enterprises to link with the development of small-scale industry and craft villages.

b) Textile and Garment Industry: Gradually relocating textile and garment industry to districts within the Province, encouraging enterprises to proactively seek markets, reduce contract manufacturing, and move towards direct exports.

c) Wood Processing and Forest Products Industry: Vigorously developing wood processing facilities and high-end furniture products in industrial parks and clusters; household products from rattan, bamboo, and straw in craft villages.

d) Ceramics, Glass, and Construction Materials Industry: Diversifying investment forms and products, developing both quantity and quality to meet consumer preferences and purchasing power.

đ) Exploitation and Utilization of Oilfield Gas and Chemical Industry: Proceeding with procedures and preparatory work to implement exploration and exploitation of additional natural gas for the Tien Hai Industrial Zone.

e) Mechanical-electrical, electronics, information technology industry: aiming to develop the mechanical-electrical, electronics industries, becoming an important industry with high added value in the province's industrial production. Gradually develop information technology, focusing first on the software industry.

g) Develop industrial zones and craft clusters: continue to complete the technical infrastructure of industrial zones, concentrated industrial clusters, and craft village industrial clusters, attracting domestic and foreign investment projects. Plan each district and city to have 3 to 5 concentrated industrial clusters and 5 to 10 craft village industrial clusters during the period from 2011 to 2015; 6 to 7 concentrated industrial clusters and 10 to 15 craft village industrial clusters during the period from 2016 to 2020.

3. Develop services.

a) Commerce

Vigorously develop commerce and services to meet diverse needs of production and business activities and daily life, contributing positively to economic development and expanding markets.

Complete the commercial system within the province, particularly focusing on developing rural markets and wholesale markets. Project the average annual growth rate of retail sales turnover and service revenue for the period 2006-2020 at 12.7%. The total export turnover within the province is expected to reach 430 million USD in 2010, 950 million USD in 2015, and 2.3 billion USD in 2020; the average annual growth rate for the period 2006-2020 is 18.6%.

b) Tourism

Develop tourism into an important sector of the provincial economy. Project the average annual growth rate of tourists for the period 2006-2010 at 20%, including an average annual growth rate of international tourists at 25%, and for the period 2011-2020 at 13% and 15% respectively. Vigorously develop cultural tourism linked with festivals, ancestral temples, Keo Pagoda, Dong Bang Temple, Tien La Temple; ecological tourism linked with the construction of Cồn Vành and Cồn Thủ tourist areas, craft village tourism (Dong Sam, Nam Cao...), and marine tourism (Tien Hai, Dong Chau).

c) Financial, banking, insurance services

Strengthen the work of capital mobilization in the locality by state-owned commercial bank branches and other credit organizations, expand investment capital for various economic sectors. Promote insurance activities and other financial services.

Develop service forms serving production to promote the development of industrial zones. Improve the quality and diversify service forms.

4. Culture - Society

a) Population, labor employment

Implement well the population program and family planning. Project the population of Thai Binh Province to be 1,902,400 people in 2010, 1,955,000 in 2015, and 2,020,000 in 2020.

Build a regional vocational training center to train workers for the province and neighboring localities.

The labor structure must be strongly changed towards reducing agricultural labor, increasing industrial-construction labor, and service labor. By 2020, agricultural labor is projected to account for about 33% of the total labor force.

Vigorously promote labor export activities.

b) Education - Training

Continue to build and develop a balanced, synchronized, and high-quality education and training system in Thai Binh to ensure the right and duty to education of the people and achieve educational equity.

Gradually modernize and standardize all types of education to exploit and promote the potential and achievements of science and technology.

Improve comprehensive educational quality, enhance effectiveness, and emphasize three goals: raising public awareness, training human resources, and nurturing talent to contribute to meeting the requirements of socio-economic development of the province and the country.

Promote socialization in education and training activities. Transfer public kindergartens and public high schools to private management. Create conditions for some public schools to transfer to private management. Convert the activities of most schools and some universal education schools into public service activities.

c) Health care, community health care

By 2020, the average height of young people will increase by 2 to 3 cm compared to 2005.

By 2020, the proportion of households using clean water will reach 100%.

Control the HIV/AIDS infection rate in the community below 0.3% by 2010 and maintain this level in subsequent years.

By 2010, the maternal mortality rate under 0.04% live births; reduce the malnutrition rate among children under five to below 18%; the rate of newborns weighing less than 2,500 grams to below 3%, maintaining replacement fertility levels.

Pay attention to the health care of policy beneficiaries; everyone should have access to high-quality healthcare services.

Strengthen material and human resources for the healthcare network from the provincial to commune level.

Strive to achieve the ratio: 8 doctors, 0.5 university-level pharmacists, and 18 hospital beds per 10,000 people by 2010.

d) Culture - Information, physical education and sports

- Strengthen state management over culture and information.

Strive to reach by 2010: 80% of families, 55% of villages, and 80% of agencies and schools achieving cultural standards; by 2020, these ratios will be 90%, 65%, and 90% respectively.

Increase broadcasting time and improve the quality of radio and television programs.

Invest in facilities and equipment to enhance the quality of operations at the Provincial Museum, Library, Exhibition Information House, Central Cultural House, etc.

- Promote propaganda, mobilization, and organization to develop mass participation in physical exercise and sports; encourage the development of non-public physical exercise and sports facilities, promoting socialization in physical exercise and sports.

By 2015, complete the construction of a stadium with a capacity of 25,000 seats meeting international competition standards and two swimming pools; plan land for the central sports area of each district.

V. Infrastructure

1. Transportation field

Renovate and upgrade the transportation system to increase trade between Thai Binh and Hanoi and other provinces in the Northern Delta region. Focus on building new transportation routes connecting with national trunk roads, creating new economic exchange axes, industrial development spaces, and urban areas.

Before 2010, construct a bypass road for National Highway 10 through the city; subsequently, build the section bypassing Dong Hung town (connecting from Hoa Binh Bridge across Tra Ly River to Do Junction).

Upgrade and widen National Highway 39, reaching Class III standard for plains by 2010.

The Government will soon implement the construction of the coastal road from Thanh Hoa to Ninh Binh, Nam Dinh, Thai Binh, Haiphong, and Quang Ninh.

Upgrade provincial roads to reach Class III-IV standards for plains. Continue to focus on developing rural transportation.

Implement projects to renovate and expand the Diem Dien Port, and construct the Tan Dei Port.

2. Power Grid

The volume of electricity sold to the Province increases by an average of 15% annually during the period 2006-2010, and over 11% annually during the period 2011-2020.

Construct and upgrade synchronous transmission lines of 220KV, 110KV, medium voltage, low voltage, and transformer substations.

3. Postal and Telecommunications Network, Information Technology

Continue to build a modern and extensive postal and telecommunications infrastructure with advanced technology to meet the needs of developing new services and applying information technology, maintain high and sustainable growth rates, improve service quality, ensure smooth communication in all situations, achieve victory in competition and integration.

Strive to have a density of 13 telephones per 100 people by 2010; 38 telephones per 100 people by 2020.

4. Water Supply, Drainage, Sanitation, and Environmental Protection

- For urban areas: construct and expand water supply networks for Thai Binh City, towns, and industrial zones. Aim for 100% households using tap water, reaching 180 to 200 liters of water per person per day by 2020.

- For rural areas, develop water supply systems at various scales suitable for population distribution and terrain of each region. Strive to have 100% rural residents using clean water by 2020.

- Construct and upgrade drainage networks for various areas, focusing on investing in wastewater treatment systems before discharging into the common drainage system.

- Along with the process of vigorously developing the economy towards industrialization and modernization, urban development, attention must be paid to environmental protection, maintaining natural scenery, and implementing urban sanitation.

5. Closely combine economic and social development with national defense and security assurance, building the entire people's defense posture linked with the people's security posture; build the armed forces of the Province ready to complete assigned tasks, construct some defensive works at key points within the Province's territory.

When constructing economic development projects, consider plans for environmental protection and ensuring redirection for national defense when circumstances require.

VI. Spatial Organization Orientation

1. Land Use Orientation

Actively exploit land potential in a thrifty and effective manner to serve the economic and social development of the Province. Vigorously implement the auction of land use rights or tendering of construction projects using land; develop the real estate market based on the implementation of the Land Law and related laws.

By 2020, the area of urban land will be approximately 3,340 hectares and land allocated for industrial development will be about 3,200 hectares, accounting for 1.94% of the total natural area of the Province; residential land in rural areas will be around 11,200 hectares, accounting for 6.8% of the natural area; the area of transportation land will be approximately 10,700 hectares, accounting for 6.5% of the natural land area; the area of land for hydraulic engineering systems will be about 12,200 hectares, accounting for 7.4% of the natural area.

2. Urban Development and Rural Residential Areas

Strive for urbanization rate to reach 12.4% in 2010; 22.3% in 2015, and approximately 40% in 2020.

Expand Thai Binh City by about 1,500 to 2,000 hectares, striving for Thai Binh City to be recognized as a second-class city in the period 2010-2015.

Carry out the construction of infrastructure in towns and rural marketplaces towards urbanization. Reasonably arrange social infrastructure systems such as recreational areas, sports facilities, green spaces, healthcare, education, waste disposal, and sewage treatment.

3. Develop Some Economic Corridors

Route 10 from Vu Thu to Thai Binh City to Hai Phong; route from Thai Binh City to Dong Chau; Route 39 from Trieu Duong Bridge to Dong Hung Town; route from Thai Binh City to Diem Dien; each route is associated with the development of certain industries suitable for the potential and strengths of localities.

4. Develop Rural Areas and Coastal Regions

For rural areas, alongside restructuring agricultural production, it is necessary to restructure rural economies towards accelerating industrial production, small-scale industry, village crafts, and services.

For coastal regions, plan the economic structure towards comprehensive economic development. Quickly implement services providing seeds and disease control to rapidly increase aquaculture areas, establish fishery support bases, and develop fishing equipment and seafood processing.

VII. Main Development Measures

1. Measures to Mobilize Investment Capital

To meet the above investment requirements, active measures to mobilize capital are needed, with internal resources being the main source, maximizing land fund capital for urban, industrial, and small-scale industrial development, and focusing on attracting capital from non-state-owned economic sectors, and socializing in health, education, culture, and sports fields.

2. Mechanism and Policy

Continue to thoroughly implement administrative reform to create the best conditions for all economic components to participate in investment and development.

3. Coordination of Development between Thai Binh and Provinces in the Region.

To develop effectively and sustainably, Thai Binh Province needs to coordinate with provinces and cities in the Red River Delta region, particularly those in the Southern Red River Delta sub-region.

4. Human Resource Development.

5. Scientific and Technological Development and Environmental Protection.

6. Appropriate Measures to Encourage and Support Non-State-Owned Economy.

7. Propose a Priority Project Research and Investment Catalogue (as attached appendix).

VIII. Implementation of Planning

- After approval, publicly announce the overall socio-economic development plan of the Province, promote and advertise to attract the attention of the entire population, domestic and foreign investors to participate in implementing the Plan.

- Develop sectoral and field-specific plans, detailed planning schemes.

- Implement the Plan through five-year and annual socio-economic development plans. Annual plans must align with the goals set out in the approved Plan and the targets for each period.

- Monitor and inspect investment development activities according to the Plan. Enhance the responsibility of all levels, sectors, and localities in implementing the Plan. Regularly (in 2010, 2015, 2020) organize evaluations of the implementation situation of the Plan during each period, supplement and adjust the goals for the next period to be consistent with actual conditions.

Article 2. The People's Committee of Thai Binh Province bases on the socio-economic development objectives, tasks, and directions stated in the Plan; coordinate with relevant Ministries and sectors to direct the establishment, approval, and implementation of the following contents:

- Overall socio-economic development plans for districts and towns; urban system development plans and residential areas; construction plans; land use plans and programs; sectoral and field-specific development plans to ensure comprehensive and synchronized development.

- Study and develop, issue, or submit to competent state agencies for issuance of certain mechanisms and policies suitable for the development requirements of the Province at each stage to attract and mobilize resources for Plan implementation.

Article 3. Assign relevant Ministries and sectors to support the People's Committee of Thai Binh Province in researching and establishing the aforementioned plans; study and develop and submit to competent state agencies for issuance of certain mechanisms and policies suitable for the socio-economic development requirements of the Province at each stage to effectively mobilize and utilize resources, encourage and attract investment to ensure the achievement of the socio-economic development objectives, tasks, and directions stated in the Plan. Accelerate investment and implementation of projects and works of regional scale and importance to the Province's development that have been decided upon. Study and consider adjustments and supplements to sectoral development plans and investment plans for related projects proposed in the Plan.

Article 4This Decision takes effect fifteen days after its publication in the Official Gazette.
