Based on the Law on the Organization of the Government dated December 25, 2001;

Pursuant to Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government on the program for rapid and sustainable poverty reduction in poor districts;

Considering the proposal of the Minister of Agriculture and Rural Development,

DECISION:

Article 1. Amend and supplement certain levels of support for production development stipulated in Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government on the program for rapid and sustainable poverty reduction in poor districts as follows:

1. Support for forest protection, forest development, and combined agricultural and forestry production

a) Households that have been assigned contracts to protect natural protective forests and productive forests (with rich or medium storage but closed off) shall be entitled to a subsidy level equal to 1.5 times the level stipulated in Decision No. 57/QĐ-TTg dated January 9, 2012 of the Prime Minister on implementing the Forest Protection and Development Plan for 2011-2020;

b) Areas of forest land planned for protective forests that have been stably allocated for a long term to households, individuals, and community groups, if they voluntarily participate in planting forests, shall be supported up to the level specified in Decision No. 57/QĐ-TTg dated January 9, 2012 of the Prime Minister, to plant forests, care for planted forests in subsequent years, and benefit from the forests according to current regulations. The specific level of support shall be determined by the provincial People's Committee;

c) Provide a one-time support of VND 5-10 million per hectare to households allocated land for planting productive forests to purchase seedlings, fertilizers, and part of labor costs for planting forests. The specific level of support shall be determined by the provincial People's Committee.

2. Support for reclamation, restoration, or terraced field creation for agricultural production at the following rates: VND 15 million per hectare for reclamation, VND 10 million per hectare for restoration, and VND 15 million per hectare for transformation into terraced fields.

3. Support for crop and livestock diversification according to planning

Households participating in projects to adjust the structure of crops and livestock approved by competent authorities and consistent with production planning shall be supported as follows:

a) A one-time support for purchasing seeds to shift from annual crops to perennial crops (tea, coffee, cocoa, black pepper, cashew, rubber, fruit trees...); bio-material crops;

b) Support for purchasing seeds and fertilizers for three consecutive crop seasons to adjust the variety structure for short-term crops, including: food grains, vegetables, flowers;

c) Support for purchasing poultry seeds once or twice, or purchasing livestock seeds once. The level of support shall not exceed VND 10 million per household. The specific level of support shall be determined by the provincial People's Committee;

d) For poor households, in addition to the policies mentioned above, they will also be supported as follows:

- A one-time support of VND 1.5 million per household to improve fish ponds with an area of at least 100 square meters;² /second or more;

- A one-time support of VND 2 million per household to build animal husbandry facilities;

- A one-time support for purchasing grass seeds to develop cattle and buffalo breeding. The level of support is VND 4 million per hectare of grassland;

- Interest rate subsidy for preferential loans for poor households to purchase livestock and poultry seeds or to develop industries. The maximum loan amount eligible for interest rate subsidy is VND 10 million per household. The interest rate subsidy period is three years.

4. Support for animal and poultry vaccination

Households directly engaged in animal husbandry shall be supported 100% of the cost of vaccines and vaccine preservation expenses for preventive vaccinations against dangerous diseases: foot-and-mouth disease, anthrax, hemorrhagic septicemia in cattle, swine fever, African swine fever, avian influenza.

5. Households participating in projects to adjust the production structure shall be trained in technical skills according to Decree No. 02/2010/NĐ-CP dated January 8, 2010 of the Government on agricultural extension.

6. Support for trade promotion, product promotion, and introduction

Poor districts with trade promotion activities shall be supported VND 200 million per year to provide market information to farmers; promote trade, promote, and introduce local agricultural, forestry, and aquatic products.

7. The average level of support for production development is VND 15 billion per district per year. In cases where the demand exceeds this level of support, localities shall proactively use local budgets, integrate funds from other programs and projects within their jurisdiction, and mobilize other legitimate sources of funding to implement these measures.

Article 2. Implementation

1. At the Central Level:

a) The Ministry of Agriculture and Rural Development shall take the lead and coordinate with the Ministries of Finance, Planning and Investment, and other relevant ministries and sectors to guide the implementation of the provisions of this Decision;

b) The State Bank of Vietnam shall guide the provision of loans to poor households to purchase livestock and poultry seeds or to develop industries according to the provisions of this Decision;

c) The Ministries of Planning and Investment, Finance, Labor, Invalids and Social Affairs, and other relevant ministries and sectors shall perform the tasks assigned according to Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government and this Decision.

2. At the Local Level:

Chairmen of People's Committees of provinces with poor districts shall base on the content of this Decision to specify certain levels of support for beneficiaries in accordance with the actual conditions of their locality and carry out the tasks assigned under Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government and this Decision.

Article 3. This Decision shall take effect from the date of signature. Any provisions contrary to the provisions of this Decision in Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government shall be abolished.

Article 4. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of provincial People's Committees, and Heads of related agencies shall be responsible for implementing this Decision./.
