Pursuant to the Law on Organization of the Government dated December 25, 2001;
On the basis of the Program of Action of the Government issued together with Resolution No. 25/2006/NQ-CP dated October 9, 2006 of the Government on implementing the Resolution of the Tenth National Party Congress and the Resolution of the National Assembly, Session XI on the five-year socio-economic development plan for 2006-2010;
Considering the proposal of the Minister, Chairman of the Government Office.

Article 1. This Decision promulgates the Program of Action of the Government concerning the acceleration of restructuring, reforming, developing, and enhancing the efficiency of state-owned enterprises during the period 2006-2010 attached to this Decision.
Article 2. This Decision shall take effect fifteen days after its publication in the Official Gazette.
Article 3. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of People's Committees of provinces and centrally governed cities, Boards of Directors of economic groups and state-owned corporations are responsible for implementing this Decision.
