PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
At the proposal of the Minister of Labor, Invalids and Social Affairs,
DECISION:
Article 1. Regulations on policies and organization of vocational training for boarding students from ethnic minorities with the following contents:
1. Recipients
Are students who graduate from boarding secondary schools and boarding high schools for ethnic minorities, including those under foster care, selected to study vocational courses in boarding facilities, prioritizing children from ethnic minority groups in particularly difficult areas.
2. Forms of organizing vocational training
Vocational training in boarding at public vocational training institutions that have the conditions to provide boarding vocational training shall be applied to trades with training periods of three months or more.
3. Policies
a) Students participating in vocational training as specified in Clause 1, during the period of vocational training as stipulated in Clause 2 of this Article, shall enjoy scholarships, social allowances, and other policies similar to those for boarding high school students for ethnic minorities.
b) Students participating in vocational training as specified in Clause 1 who do not have the conditions to participate in vocational training as stipulated in Clause 2 of this Article shall be trained according to the short-term vocational training policy for rural workers as prescribed in Decision No. 81/2005/QĐ-TTg dated April 18, 2005 of the Government.
c) Vocational training institutions implementing vocational training for the subjects specified in Clause 1 of this Article shall be provided:
- Funding to implement the boarding policy for vocational training students as stipulated in point a, Clause 3 of this Article;
- Training funding.
Article 2. Sources, management, and use of funding
1. The funding source for implementation shall be guaranteed by the local budget from the regular expenditure budget for education and vocational training allocated annually. During the 2005-2006 fiscal year, the central government will support vocational training for boarding students from ethnic minorities.
2. Management, utilization, settlement, and finalization shall be carried out in accordance with current regulations of the State Budget Law.
Article 3. Implementation
1. Provincial People's Committees and municipal people's committees directly under the Central Government shall be responsible for:
a) Determining the level of funding for vocational training for boarding students from ethnic minorities in line with the local budget capacity and conditions.
b) Developing vocational training plans for boarding students from ethnic minorities, balancing the annual budget, directing, and organizing implementation.
c) Selecting trades for training and assigning tasks to some institutions that have the conditions to provide vocational training for boarding students from ethnic minorities.
d) Guiding and inspecting implementation at the local level to ensure that policies are implemented for the intended purpose and target group.
đ) Reporting periodically to relevant agencies as prescribed by current regulations.
2. The Ministry of Labor, Invalids, and Social Affairs shall guide localities in developing plans, consolidating plans; take the lead and coordinate with relevant agencies to guide implementation, inspect, and evaluate the situation of vocational training for boarding students from ethnic minorities.
3. The Ministry of Finance and the Ministry of Planning and Investment shall consolidate plans and budget estimates for vocational training for boarding students from ethnic minorities, submit to the Government for allocation of plans and budgets to provinces and centrally-administered cities.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
