Regarding the supplementation of certain points to the "Provisional Regulations on the Admission of Students to General Secondary Schools and Specialized Secondary Schools" issued pursuant to Decision No. 3480/1997/QĐ-BGD&ĐT dated November 1, 1997
MINISTER OF EDUCATION AND TRAINING
Pursuant to Government Decree No. 43/2000/NĐ-CP dated August 30, 2000 detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to the Government Decree No. 15/CP dated March 2, 1993 on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;
Pursuant to Decision No. 3480/1997/QĐ-BGD&ĐT dated November 1, 1997 of the Minister of Education and Training on the issuance of the "Provisional Regulations on the Admission of Students to General Secondary Schools and Specialized Secondary Schools";
At the proposal of the Director of the Department of General Secondary Education,
DECISION:
Article 1.- The following points are supplemented to the "Provisional Regulations on the Admission of Students to General Secondary Schools and Specialized Secondary Schools" issued pursuant to Decision No. 3480/1997/QĐ-BGD&ĐT dated November 1, 1997:
Article 3 is supplemented as follows:
"Article 3. The admission score is calculated based on:
The total graduation score from the secondary school completion examination (including additional bonus points); including weighting factors for Literature - Vietnamese and Mathematics subjects.
Bonus points for students under social policy categories.
Bonus points for students studying the French-enhanced program and in French.
Article 9 is supplemented as follows:
"Article 9. Additional bonus points when admitting students under social policy categories are:
Add 3 points: Having a father (or mother) who is a martyr; a severely disabled veteran (with a disability rate of 81% or higher).
Add 2 points: Having a father (or mother) who is a member of a minority ethnic group; a veteran; a disabled veteran of other classes.
Add 1 point: Having a father (or mother) honored with the title of Heroic Laborer; Heroic Armed Forces or awarded medals of various types.
Students under social policy categories who meet multiple criteria for bonus points shall only be entitled to the highest point value among them.
Additional bonus points when admitting students studying the French-enhanced program and in French are:
Add 2 points for students with an average score of French-language exams from 9 to 10.
Add 1.5 points for students with an average score of French-language exams from 7 to 8.5.
Add 1 point for students with an average score of French-language exams from 6 to 6.5.
Students with an average score of French-language exams of 5 or above will be granted a Certificate confirming their academic level according to the French-language program and in French.
Students meeting the conditions for admission or examination to General Secondary Schools and Specialized Secondary Schools as stipulated by the Ministry and localities, if they have an average score of French-language exams of 6 or above will be admitted to French-language classes at the next level of education, if their average score of French-language exams is below 6 will continue to study French according to the general program.
In addition to the aforementioned criteria, no additional preferential categories or bonus points may be arbitrarily established.
The admission score is the sum of the secondary school graduation score (with weighting factors as specified in Article 8) and the additional bonus points as specified herein.
Article 2. This Decision shall take effect fifteen days from the date of signature. All previous regulations that conflict with this Decision are hereby abolished.
Article 3. The Chairmen of the People's Committees of provinces and centrally governed cities, the Heads of the Office, Directors of the Departments of General Secondary Education, Directors of related Departments, and Directors of Provincial Departments of Education and Training are responsible for implementing this Decision./.
