Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of Ministries and ministerial-level agencies;
Pursuant to the Government Decree No. 178/CP dated October 28, 1994 on the tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 04/1999/NĐ-CP dated January 30, 1999 of the Government on fees and charges under the State budget;
After receiving the opinion of the Ministry of Transport (Document No. 363/GTVT-TCKT dated February 15, 2000) and upon the proposal of the Director General of the General Department of Taxation,
Pursuant to …;
Article 1. Attached herewith is the table of fees for issuing certificates of technical inspection and quality of transport equipment and vehicles, which shall be implemented as follows:
a. Issuance of new certificates, charge at the rate specified in the Fee Table (100%).
b. Reissuance of certificates, charge at 50% of the corresponding fee rates mentioned above.
c. Issuance of temporary certificates, charge at 70% of the fee rate for issuing formal certificates.
Article 2. The subjects required to pay the fees according to Article 1 of this Decision are organizations and individuals who obtain certificates of technical inspection and quality of transport equipment and vehicles from the Inspection Authority under the Ministry of Transport or the Provincial Department of Transport, including road, railway, maritime, inland waterway, drilling platforms, floating facilities, and other safety equipment for transport as stipulated in Decision No. 75/TTg dated February 3, 1997 of the Prime Minister.
Article 3. The Inspection Authority under the Ministry of Transport or the Provincial Department of Transport shall collect and manage the fees for issuing certificates of technical inspection and quality of transport equipment and vehicles in accordance with Circular No. 54/1999/TT-BTC dated May 10, 1999 of the Ministry of Finance guiding the implementation of Government Decree No. 04/1999/ND-CP dated January 30, 1999 on fees and charges belonging to the state budget.
Article 4. This Decision shall take effect fifteen days from the date of issuance; all provisions concerning the collection of fees for issuing certificates of technical inspection and quality of transport equipment and vehicles that conflict with this Decision are hereby abolished.
Article 5. Organizations and individuals subject to payment of fees, inspection authorities assigned by the Ministry of Transport to organize the fees for issuing certificates of technical inspection and quality of transport equipment and vehicles, and related agencies shall be responsible for implementing this Decision.
