THE MINISTER OF POSTS AND TELECOMMUNICATIONS

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;

At the proposal of the Head of the Cadre and Civil Servant Organization Department and the Head of the Postal Department,

Article 1: The Postal Department is the advisory body assisting the Minister in exercising state management functions in the postal sector in accordance with the provisions of the law.

Article 2: The Postal Department has the following tasks and powers:

To take the lead or participate in drafting legal normative documents on postal services and letter delivery.

To take the lead or participate in drafting mechanisms and policies for the development and management of postal services and letter delivery.

To take the lead in proposing or reviewing issues related to universal postal services, other public service tasks assigned to Vietnam Post.

To recommend suspending the implementation or amending and abolishing documents issued by Ministries, agencies at the ministerial level, People's Councils, People's Committees, Chairmen of provincial-level People's Committees that contravene legal normative documents on postal services and letter delivery.

To take the lead in reviewing and recommending the issuance, extension, temporary suspension, cessation, and revocation of postal service and letter delivery licenses; Organizing inspections of the implementation of issued licenses.

To take the lead in reviewing and recommending issues concerning the management of postal stamps, their issuance, and post-issuance management.

To take the lead in reviewing, proposing the issuance and management of national postal codes.

To take the lead or coordinate with departments under the Ministry in proposing solutions and plans for managing the postal market, public postal networks, and specialized postal networks.

To take the lead or coordinate with departments under the Ministry in directing, guiding, and inspecting the implementation of tasks serving information communication needs and ensuring safety and security in postal activities and letter delivery.

To submit to the Minister for decision-making on measures to mobilize means, equipment, networks, and postal services for urgent cases involving national security and natural disasters according to the law.

To resolve disputes between enterprises in the provision and use of postal services and letter delivery; To participate in resolving disputes between individuals and enterprises in the provision and use of postal services and letter delivery.

To direct, guide, and inspect work to ensure security and confidentiality in postal activities.

To participate in reviewing projects, strategies, planning, and development plans for postal services and letter delivery.

To participate in establishing quality standards and regulations for their application in postal services.

To participate in establishing or reviewing fees, charges, rates for postal products and services, and letter delivery services.

To coordinate in directing, guiding the implementation of legal normative documents on postal services and letter delivery.

To participate in inspection and supervision of the implementation of policies, laws, and regulations on postal services and letter delivery by organizations and individuals.

To participate in international cooperation activities, conferences in the field of postal services and letter delivery both domestically and internationally; To participate in preparing content on postal business and letter delivery for the Minister to attend domestic and international conferences.

To prepare content related to postal services and letter delivery and assist the Minister in participating in the Ministry's Councils, Steering Committees, inter-ministerial steering committees of the Government, and standing committees directed by the Minister.

To guide, direct, and inspect the activities of associations and social and occupational organizations in the postal sector and letter delivery.

To participate in researching and providing comments on draft legal normative documents of relevant ministries, sectors, and localities related to the postal sector and letter delivery..

To manage the organization, civil servants, documents, and assets of the Department in accordance with the law and the delegation of the Minister.

Perform other tasks assigned by the Minister.

Article 3: The Postal Department is headed by the Director and includes Deputy Directors, professional civil servants, and staff members.

The Director is responsible to the Minister for the results of performing the functions, tasks, and powers stipulated in Article 1 and Article 2 of this Decision.

Deputy Directors assist the Director and are responsible to the Director for the tasks assigned to them.

The tasks and powers of civil servants and staff members within the Department are defined by the Director.

Article 4: This Decision takes effect from the date of signature. All previous provisions contrary to this Decision are abolished.

Article 5: The Director of the Office, the Director of the Cadre and Civil Servant Organization Department, the Director of the Postal Department, and the Heads of departments and units under the Ministry are responsible for implementing this Decision./.
