DECISION

ISSUING REGULATIONS ON ENROLLMENT FOR BASIC VOCATIONAL TRAINING TO QUALIFY AS SEAMEN, ENGINEERS, CAPTAINS OF CLASS III, AND ENGINE CAPTAINS OF CLASS III ON INLAND WATER VESSELS

WHEREAS, Decree No. 86/2002/NĐ-CP dated December 5, 2002 of the Government stipulates the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

WHEREAS, Decree No. 02/2001/NĐ-CP dated January 9, 2001 of the Government provides detailed regulations for implementation of the Labor Code and the Education Law regarding vocational training;

THE MINISTER OF TRANSPORTATION

Pursuant to the Law on Inland Waterway Traffic dated June 15, 2004;
CONSIDERING the proposal of the Director of the Cadre and Civil Service Department and the Director General of the Vietnam Inland Waterway Administration;
Pursuant to Decree No. 34/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
NOW, THE MINISTRY ISSUES THIS DECISION WITH ATTACHMENT "REGULATIONS ON ENROLLMENT FOR BASIC VOCATIONAL TRAINING TO QUALIFY AS SEAMEN, ENGINEERS, CAPTAINS OF CLASS III, AND ENGINE CAPTAINS OF CLASS III ON INLAND WATER VESSELS"
The Director of the Cadre and Civil Service Department, the Director General of the Vietnam Inland Waterway Administration shall be responsible for implementing and supervising the enforcement of this Decision.

Article 1. The Head of the Office, the Inspector General, the Director of the Cadre and Civil Service Department, the Director of the Legal Affairs Department, the Director General of the Vietnam Inland Waterway Administration, the Directors of the Departments of Transport, Public Works and Transport, Heads of units, and individuals concerned shall implement this Decision within their respective jurisdictions.

Article 2. This Decision shall take effect from January 1, 2005.

Article 3. The Director of the Cadre and Civil Servant Organization Department and the Director of the Vietnam Inland Waterways Administration shall be responsible for implementing and supervising the implementation of this Decision.

Article 4. The Head of the Office, the Inspector General of the Ministry, the Director of the Cadre and Civil Servant Organization Department, the Director of the Legal Department, the Director of the Vietnam Inland Waterways Administration, the Directors of the Department of Transport Services, the Department of Public Works and Transport, the Heads of units and individuals concerned shall implement this Decision within their respective areas of responsibility.
