Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decision No. 220/2005/QĐ-TTg dated September 9, 2005 of the Prime Minister establishing the Vietnam Academy of Agricultural Sciences;

Considering the proposal of the Director of the Vietnam Academy of Agricultural Sciences and the Head of the Personnel Department.

Article 1. Position and Function

1. The Vegetable and Fruit Research Institute was established pursuant to point e, Clause 1, Article 2 of Decision No. 220/QĐ-TTg dated September 9, 2005 of

2. The Vegetable and Fruit Research Institute is a scientific public service unit under the Vietnam Academy of Agricultural Sciences, tasked with conducting scientific research and transferring technology related to vegetables, fruits, flowers, ornamental plants, and mulberry trees.

3. The State shall provide funding for the operations of the Vegetable and Fruit Research Institute, which may use its own seal and separate account at the National Treasury in accordance with the provisions of the law.

The international name in English of the Institute is: Fruits and Vegetables Research Institute, abbreviated as FAVRI.

The main office of the Institute is located in Gia Lam District, Hanoi City.

Article 2. Tasks of the Institute

1. To develop long-term, five-year, and annual research programs and plans in the fields of vegetables, fruits, flowers, ornamental plants, and mulberry trees to serve the development goals of the industry, subject to approval by competent authorities and implementation.

2. To conduct scientific research and transfer technology in the following areas:

a) Selection, creation, testing, and development of vegetable, fruit, flower, ornamental plant, and mulberry tree varieties with high commercial value suitable for natural conditions in various ecological zones;

b) Intensive cultivation techniques to increase the yield and quality of vegetables, fruits, flowers, ornamental plants, and mulberry trees;

c) Preservation and processing technologies for vegetables, fruits, flowers, and silk cocoons;

d) Quality inspection of vegetables, fruits, flowers, and silk cocoons;

đ) Economic and market research on vegetables, fruits, flowers, ornamental plants, and silk cocoons.

3. To implement tasks related to the transfer of science and technology, agricultural extension services in the fields of vegetables, fruits, flowers, ornamental plants, and mulberry trees.

4. To carry out international cooperation in scientific research, technology transfer, expert collaboration, and human resource training in the research field of the Institute with foreign organizations and individuals in accordance with state regulations.

5. To link and cooperate in scientific research and technological development, trial new techniques, and human resource training in the assigned fields with domestic organizations in accordance with the law.

6. To engage in business activities in compliance with the law.

7. To manage and utilize human resources, funds, and assets effectively in accordance with the law.

Article 3. Organizational Structure

1. Leadership of the Institute: The Vegetable and Fruit Research Institute has a Director and Deputy Directors.

a) The Director is appointed by the Minister of Agriculture and Rural Development upon the recommendation of the Director of the Vietnam Academy of Agricultural Sciences and is responsible before the Director of the Vietnam Academy of Agricultural Sciences and the law for all activities of the Institute.

b) The Deputy Directors are appointed by the Director of the Vietnam Academy of Agricultural Sciences upon the recommendation of the Director and are responsible before the Director and the law for the tasks assigned by the Director.

2. Professional Departments assist the Director in performing tasks:

a) Organization and Administrative Department;

b) Science and International Cooperation Department;

c) Finance and Accounting Department.

Each Department has a Head and Deputy Head.

Depending on specific conditions, the Director of the Vietnam Academy of Agricultural Sciences may decide to establish a General Management Department.

3. Research Departments:

a) Vegetable and Spice Department;

b) Fruit Tree Department;

c) Flower and Ornamental Plant Department;

d) Preservation and Processing Department;

đ) Economics and Market Department;

e) Biotechnology Department;

f) Quality Inspection of Vegetable and Fruit Department.

Each Department has a Head and Deputy Head.

4. Subordinate Centers:

a) Mulberry and Silk Research Center;

b) Experimental Research Center for Vegetables, Flowers, and Fruits in Gia Lam;

c) Experimental Research Center for Vegetables, Flowers, and Fruits in Xuan Mai.

These Centers have Directors and Deputy Directors, who may use their own seals and separate accounts at the Treasury under the authorization of the Director and in accordance with the law.

5. The Consulting and Investment Development Company for Vegetables, Flowers, and Fruits is a subsidiary enterprise under the Institute, operating in accordance with the law.

Article 4. The Director of the Vietnam Academy of Agricultural Sciences is entrusted with specifying detailed tasks and approving the Charter for the operation of the Institute; the Director of the Vegetable and Fruit Research Institute is entrusted with specifying detailed tasks, organizational structure, and operational regulations for subordinate units, registering and conducting scientific and technological activities of the Institute with competent authorities in accordance with state regulations.

Article 5. This Decision takes effect 15 days after its publication in the Official Gazette.

Article 6. The Chief of the Office, Heads of the Personnel Department, Heads of relevant agencies and units under the Ministry, the Director of the Vietnam Academy of Agricultural Sciences, and the Director of the Vegetable and Fruit Research Institute are responsible for implementing this Decision.
