Pursuant to the Statistics Law dated June 26, 2003;

Pursuant to Decree No. 40/2004/NĐ-CP dated February 13, 2004 of the Government detailing and guiding the implementation of certain provisions of the Statistics Law;

Pursuant to Decree No. 76/2013/NĐ-CP dated July 16, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

Pursuant to Decision No. 312/QĐ-TTg dated March 2, 2010 of the Prime Minister approving the Project for Comprehensive Reform of Statistical Indicators Systems;

Pursuant to Decision No. 43/2010/QĐ-TTg dated June 2, 2010 of the Prime Minister promulgating the National Statistical Indicators System;

Considering the proposal of the Director of the Department of Planning and Finance and the General Director of the Vietnam National Administration of Tourism,

The Minister of Culture, Sports and Tourism issues this Circular prescribing the Reporting System for Comprehensive Statistics applicable to tourism management agencies under provinces and centrally governed cities.

Article 1. Scope of Statistics, Applicability

1. Scope of Statistics:

This Circular guides the forms of statistical reports used by tourism management agencies under provinces and centrally governed cities (referred to as local tourism management agencies) for tourism activities within their assigned administrative areas.

Local tourism management agencies include:

a) Departments of Culture, Sports and Tourism or Tourism Departments of provinces and centrally governed cities;

b) Cultural and Information Offices of districts and counties, according to the delegated authority for managing tourism activities in their respective areas (if any).

Article 2. Reporting System

b) Agencies and organizations under the management of the district People's Committee that implement HIV/AIDS prevention and control activities report quarterly and annually on intervention activities to reduce harm, HIV testing counseling, HIV/AIDS prevention and control communication, methadone substitution therapy for opiate addiction treatment, antiretroviral therapy (ART) management, co-infection management between HIV and Tuberculosis and Hepatitis C, mother-to-child transmission prevention, pre-exposure prophylaxis (PrEP), and high-risk population counts according to corresponding forms specified in Appendices 2 and 3 attached to this Circular.

The reporting system for comprehensive statistics applicable to local tourism management agencies consists of two parts: Part I (three forms) and Part II (guidance and explanation of the forms). Units responsible for implementing statistical reports shall follow the List of Statistical Report Forms in Appendix 1 and the Guidance and Explanation of How to Fill Out Statistical Report Forms in Appendix 2 issued together with this Circular.

Clause 2. Time Limit and Period for Submitting Statistical Reports:

a) Time limit for submitting reports:

The date of submission is specified in the upper left corner of each statistical form. Specifically:

- Quarterly report: By the 20th day of the month following the quarter being reported;

- Annual report: By February 20 of the following year.

b) Period for submitting statistical reports:

The period for submitting statistical reports is a fixed time frame during which the entity must reflect its operational results through data in the statistical report forms. The period for submitting statistical reports is calculated according to the Gregorian calendar, including:

- Quarterly statistical report: The quarterly statistical report covers the period from the first day of the first month of the quarter to the last day of the last month of the quarter being reported;

- Annual statistical report: The annual statistical report covers the period from January 1 to December 31 of the reporting year.

3. Method of Submitting Reports:

The report shall be sent to the recipient in both of the following forms:

a) The statistical report shall be in written form and must bear the signature and stamp of the head of the unit;

b) In the form of a data file (sent via email) to the receiving unit.

Article 3. Reporting Unit, Responsibilities and Obligations of the Reporting Unit

1. Reporting Units:

The reporting unit is specifically noted in the upper right corner of each statistical form, which is the name of the local tourism management agency.

Clause 2. Responsibilities and Obligations of the Reporting Unit:

a) To fully and accurately report the indicators prescribed in each statistical report form;

b) To prepare the report in accordance with the prescribed reporting time and period;

c) To submit the report to the receiving unit within the prescribed time limit.

Article 4. Unit Receiving Reports

The unit receiving reports is specifically recorded at the top right corner of each statistical form and is the immediate superior tourism management authority. For provincial-level tourism management authorities, the immediate superior authority is the Vietnam National Administration of Tourism under the Ministry of Culture, Sports and Tourism.

State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

1. This Circular takes effect from February 16, 2015.

2. Any amendments or supplements to the Reporting System for Comprehensive Statistics applicable to local tourism management agencies shall be proposed by the Director of the Department of Planning and Finance and the Director General of the Vietnam National Administration of Tourism to the Minister of Culture, Sports and Tourism for consideration and decision.

3. During the implementation of this Circular, any difficulties should be reported to the Ministry of Culture, Sports and Tourism (Department of Planning and Finance and Vietnam National Administration of Tourism) for timely review and adjustment./.
