CIRCULAR

Issuing National Technical Regulations in the field of animal feed.

Pursuant to the Law on Standards and Technical Regulations dated March 29,dated June 6, 2006;

On the basis of The Animal Breeding Ordinance dated March 24, 2004;

Decree No. Decree No. 08/2010/NĐ-CP dated May 5,2010 of the Government on the management of animal feed;

Upon the opinions of the Director of the Department of Science, Technology and Environment and the Director of the Livestock Production Department,The Minister of Agriculture and Rural Development issues the National Technical Regulations in the field of animal feed.

This Circular promulgates 01 National Technical Regulation in the field of animal feed:National Technical Regulation: Animal Feed - Maximum Allowable Limits for Mycotoxins, Heavy Metals, and Microorganisms in Mixed Feeds for Ruminants and Poultry.

Article 1. Code: QCVN 01 - 183:2016/BNNPTNT

Article 1. This Circular takes effect from January 26, 2017.

Article 2. This Circular replaces Circular No. 81/2009/TT-BNNPTNT dated December 25, 2009 issued by the Minister of Agriculture and Rural Development on National Technical Regulations in the field of animal feed and Circular No. 23/2012/TT-BNNPTNT dated June 18, 2012 issued by the Minister of Agriculture and Rural Development amending and supplementing certain provisions of the National Technical Regulations in the field of animal feed promulgated together with Circular No. 81/2009/TT-BNNPTNT dated December 25, 2009 of the Ministry of Agriculture and Rural Development.

Article 2. Effective Date

Products of animal feed that have been certified as compliant according to the National Technical Regulations issued together with Circular No. 81/2009/TT-BNNPTNT dated December 25, 2009 of the Minister of Agriculture and Rural Development before this Circular takes effect shall retain their validity for three years from the date the Department of Agriculture and Rural Development issues the notification of acceptance of compliance declaration.

The Head of the Ministry's Office; the Directors of the Department of Science, Technology and Environment; the Director of the Livestock Production Department; the Heads of relevant agencies, organizations, and individuals are responsible for implementing this.

Article 3. Transitional Provisions

Feed products that have been announced as compliant with technical regulations pursuant to the National Technical Regulations issued together with Circular No. 81/2009/TT-BNNPTNT dated December 25, 2009 of the Minister of Agriculture and Rural Development before the effective date of this Circular shall retain their validity for three years from the date the Department of Agriculture and Rural Development issues a notification of receipt of the compliance announcement.

Article 4. Organization of Implementation

The Head of the Ministry's Office; the Director of the Science, Technology and Environment Department; the Director of the Livestock Production Department; and the heads of relevant agencies, organizations, and individuals are responsible for organizing the implementation.

During the implementation process, if there are difficulties, agencies, organizations, and individuals shall promptly report to the Ministry of Agriculture and Rural Development for study, amendment, and supplementation./.
