At the proposal of Director of the Administrative and Public Services Financial Department;
The Minister of Finance issues this Circular regulating the financial regime for organizing the Vietnam Creativity Awards in Science and Technology, National Technical Invention Contest, and Youth and Children Innovation Competition.
Article 1. Scope of Regulation and Applicability
2. Applicability:
This Circular regulates the financial regime for organizing the Vietnam Creativity Awards in Science and Technology, National Technical Invention Contest, and Youth and Children Innovation Competition (hereinafter referred to collectively as the contests and competitions), specifically as follows:
a) Contests and competitions on creativity in science and technology and technical inventions nationwide organized by the Vietnam Association for Science and Technology, including:
- The Vietnam Creativity Awards in Science and Technology;
- The National Technical Invention Contest;
- The National Youth and Children Innovation Competition.
b) Contests and competitions on creativity in science and technology and technical inventions organized by ministries, central agencies, and provinces and centrally-administered cities (hereinafter referred to as localities), including:
- Technical Invention Contests at ministries, central agencies, and localities;
- Youth and Children Innovation Competitions at ministries, central agencies, and localities.

a) Organizations and individuals with scientific and technological works, solutions, and topics that are considered for and awarded prizes at the contests and competitions on creativity in science and technology and technical inventions;
b) The Vietnam Association for Science and Technology, ministries, central agencies, localities, and other organizations and individuals involved in organizing and awarding prizes at the contests and competitions on creativity in science and technology and technical inventions.
Article 2. Sources of Funds
Funding for the activities of the contests and competitions on creativity in science and technology and technical inventions shall be guaranteed from the following sources:
1. Expenditure on science and technology affairs within the central state budget allocated in the annual state budget estimate, including:
a) Funding allocated in the budget of the Vietnam Association for Science and Technology to organize the contests and competitions on creativity in science and technology and technical inventions nationwide;
b) Funding allocated in the budgets of ministries and central agencies to organize the contests and competitions on creativity in science and technology and technical inventions at ministries, central agencies.
2. Expenditure on science and technology affairs within the local state budget to organize the contests and competitions on creativity in science and technology and technical inventions at localities.
3. Other funding sources, including: Sponsorship funds and other legitimate funding sources raised from individuals, organizations, and businesses both domestically and internationally.
Article 5. Contents and expenditure levels
1. Prize money for organizations and individuals with works, solutions, and topics winning awards at the contests and competitions on creativity in science and technology and technical inventions shall be provided according to the following levels of expenditure:
a) For the Vietnam Creativity Awards in Science and Technology:
- First prize: VND 80 million per prize.
- Second prize: VND 60 million per prize.
- Third prize: VND 40 million per prize.
- Encouragement prize: VND 20 million per prize.
b) For the National Technical Invention Contest:

The number of prizes specified in Point a, Point b, and Point c Clause 1 of this Article shall be implemented according to the rules (or regulations) of organizing the contests and competitions on creativity in science and technology and technical inventions approved by competent authorities.
2. Rewards for units, organizations, and individuals with outstanding achievements in promoting, mobilizing, and organizing the contests and competitions on creativity in science and technology and technical inventions: Implemented according to the forms of reward prescribed in the Law on Competition and Reward and Decree No. 91/2017/ND-CP dated July 31, 2017 of the Government detailing implementation of certain provisions of the Law on Competition and Reward.
3. Expenses for organizing the selection and judging of prizes:
a) Hiring experts to analyze, evaluate, and test works, solutions, and topics submitted for the contest: Up to a maximum of VND 1,500,000 per work, solution, or topic.
b) Holding the Judging Board meeting:
- Chairman of the Board: VND 500,000 per person per session;
- Members and secretaries: VND 300,000 per person per session.
4. Remuneration for members of the Organizing Committee and Secretariat during the period of organizing the contests and competitions on creativity in science and technology and technical inventions according to the plan approved by competent authorities:
- Organizing Committee: VND 300,000 per person per month;
- Secretariat: VND 200,000 per person per month.
5. Support expenses for authors who win prizes to attend the award ceremony (including travel expenses, food, and accommodation during the award ceremony): Implemented according to the provisions of Circular No. 40/2017/TT-BTC dated April 28, 2017 of the Ministry of Finance on travel expenses and conference expenses.
6. Other expenses serving the organization of science and technology innovation contests and competitions: Implemented in accordance with current regulations on budget expenditure standards and norms for state budget funds, paid according to contracts and actual expenditures within the approved budget estimate by the Head of the Contest Organization Committee; including:
a) Expenses for propaganda and mobilization of organizations and individuals to participate in science and technology innovation contests and competitions; propaganda about winning projects, solutions, and topics.
b) Organizing the Launch Ceremony, Final Summary Ceremony, and Award Presentation for science and technology innovation contests and competitions (including venue rental fees, decoration costs, cultural performances, and other directly related expenses to organizing the Launch Ceremony, Final Summary Ceremony, and Award Presentation).
c) Venue rental for displaying and exhibiting winning projects, solutions, and topics during award presentations at local, national, and international levels.
d) Office supply expenses, public service payment (electricity, water, communication charges), printing of documents, making trophies, and compiling yearbooks for science and technology innovation contests and competitions.
đ) Hiring labor for other tasks related to the organization of science and technology innovation contests and competitions.
e) Organizing conferences and seminars; renting transportation means and travel expenses for the Organizing Committee, Steering Committee, and Secretariat according to the approved program and plan: Implemented in accordance with Circular No. 40/2017/TT-BTC dated April 28, 2017, of the Ministry of Finance on travel expense regulations and conference expenditure standards.
7. The expenditure levels prescribed in this Article are the maximum expenditure levels from the state budget. Based on the state budget's balancing capacity, ministries, central agencies, and localities shall issue specific expenditure levels for science and technology innovation contests and competitions organized by ministries, central agencies, and localities within their authority, ensuring they do not exceed the levels prescribed in this Article.
In cases where legitimate funding sources (other than state budget support) are raised, ministries, central agencies, and localities may apply higher expenditure levels than those prescribed in this Circular within the scope of the raised funding.
Article 4. Budget Estimation, Management, and Settlement
The preparation of budgets, management, utilization, and settlement of funds for organizing science and technology innovation contests and competitions shall be carried out in accordance with the State Budget Law, current financial management systems, and the provisions of this Circular, specifically as follows:
1. Establishment and allocation of budget estimates:
a) For nationwide science and technology innovation contests and competitions:
Annually, at the time of preparing the state budget revenue and expenditure estimates, based on the program and plan for organizing science and technology innovation contests and competitions, the workload required to be implemented, the content, and the expenditure levels prescribed in this Circular, the agency assigned the main responsibility for organizing such contests and competitions shall prepare the state budget expenditure estimate (for items funded by the state budget) and the estimate of expenditures from sponsorship revenues from domestic and foreign organizations and individuals (for items funded by sponsorship revenues) for the work of organizing science and technology innovation contests and competitions; consolidate these into the annual state budget expenditure estimate of the Vietnam Union of Science and Technology Associations and submit it to the Ministry of Finance and the Ministry of Science and Technology for consolidation and submission to the competent authority for approval in accordance with regulations.
Based on the state budget expenditure estimate allocated by the competent authority, the Vietnam Union of Science and Technology Associations will allocate and decide to assign the expenditure estimate to the agency responsible for organizing science and technology innovation contests and competitions.
b) For science and technology innovation contests and competitions organized by ministries, central agencies, and localities:
Annually, at the time of preparing the state budget revenue and expenditure estimates, based on the program and plan for organizing science and technology innovation contests and competitions by ministries, central agencies, and localities, the workload required to be implemented, the content, and the expenditure levels prescribed in this Circular, the agency assigned the main responsibility for organizing such contests and competitions shall prepare the state budget expenditure estimate (for items funded by the state budget) and the estimate of expenditures from sponsorship revenues from domestic and foreign organizations and individuals (for items funded by sponsorship revenues) for the work of organizing science and technology innovation contests and competitions, consolidate these into the annual state budget expenditure estimate and submit them to the ministry or central agency in charge (for contests and competitions organized by ministries and central agencies) for consolidation and submission to the Ministry of Finance and the Ministry of Science and Technology, or submit them to the provincial finance department and science and technology department (for contests and competitions organized by localities) for the finance department to consolidate and submit to the competent authority for approval in accordance with regulations.
Based on the state budget expenditure estimate allocated by the competent authority, ministries, central agencies, or provincial people's committees under the central government will allocate and decide to assign the expenditure estimate to the agency responsible for organizing science and technology innovation contests and competitions under their management.
2. The management, utilization, and settlement of funds shall be carried out in accordance with the State Budget Law and current guiding documents.
Article 5. Effective Date
1. This Circular takes effect from May 4, 2018.
2. Circular No. 52/2007/TT-BTC dated May 21, 2007, of the Ministry of Finance guiding financial regulations for technical innovation contest activities ceases to be effective from the date this Circular takes effect.
3. In cases where the legal normative documents cited in this Circular are amended, supplemented, or replaced, the amended, supplemented, or replacement documents shall be applied.
4. During implementation, if difficulties or obstacles arise, agencies and units are requested to report to the Ministry of Finance for coordination in resolving them./.
