Pursuant to the Law on Foreign Trade Management dated June 12, 2017;
Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain provisions of the Law on Foreign Trade Management;

The Minister of Industry and Trade issues this Circular to regulate the list of waste materials temporarily suspended from temporary import, re-export, and transshipment trade.
Article 1. Scope of Regulation
This Circular regulates the list of waste materials temporarily suspended from temporary import, re-export, and transshipment trade.
Article 2. Applicability
1. Business entities participating in temporary import, re-export, and transshipment trade activities.
2. Organizations and management agencies for temporary import, re-export, and transshipment trade activities.
3. Agencies, organizations, and individuals related to temporary import, re-export, and transshipment trade activities.
Article 3. Issuance of the List of Waste Materials Temporarily Suspended from Temporary Import, Re-Export, and Transshipment Trade
1. Issuance of the List of Waste Materials Temporarily Suspended from Temporary Import, Re-Export, and Transshipment Trade as attached to this Circular.
2. The list of waste materials prescribed in the attached Appendix does not apply to cases where transshipment trade is conducted through direct transportation from the exporting country to the importing country without passing through Vietnamese customs checkpoints.
Article 4. Effective date
1. This Circular takes effect from January 1, 2020 until December 31, 2024 and replaces Circular No. 41/2018/TT-BCT dated November 6, 2018 issued by the Ministry of Industry and Trade regulating the list of waste materials temporarily suspended from temporary import, re-export, and transshipment.
2. During the implementation of this Circular, if any difficulties arise, business entities and relevant agencies, organizations, and individuals shall report them in writing to the Ministry of Industry and Trade for resolution./.
