CIRCULAR
Issuing the minimum training equipment list for intermediate and higher vocational education levels for certain occupations in the technology and engineering group

On the basis of The Vocational Education Law dated November 27, 2014;
Decree No. 14/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - Invalids and Social Affairs;
Considering the proposal of the General Director of the Vocational Education General Department;
The Minister of Labor - Invalids and Social Affairs issues this circular to stipulate the minimum training equipment list for intermediate and higher vocational education levels for certain occupations in the technology and engineering group.
Article 1. Attached to this Circular are 57 minimum training equipment lists for intermediate and higher vocational education levels for 29 occupations in the technology and engineering group, including:
1. The minimum training equipment list for the Welding occupation at the intermediate level is specified in Appendix 1a;
2. The minimum training equipment list for the Welding occupation at the higher level is specified in Appendix 1b;
3. The minimum training equipment list for the Metal Rolling and Drawing Technology occupation at the intermediate level is specified in Appendix 2a;
4. The minimum training equipment list for the Metal Rolling and Drawing Technology occupation at the higher level is specified in Appendix 2b;
5. The minimum training equipment list for the Metal Cutting Technology occupation at the intermediate level is specified in Appendix 3a;
6. The minimum training equipment list for the Metal Cutting Technology occupation at the higher level is specified in Appendix 3b;

Article 2. Repeal all, or part of the following legal normative documents:
1. Repeal Circular No. 43/2009/TT-BLDTBXH dated December 31, 2009 of the Ministry of Labor, Invalids and Social Affairs regarding welding training equipment for Intermediate and College vocational levels.
2. Repeal Clause 1 and Clause 2 of Article 2 of Circular No. 28/2011/TT-BLDTBXH dated October 19, 2011 of the Ministry of Labor, Invalids and Social Affairs regarding automotive technology, metal cutting, and textile technology training equipment for Intermediate and College vocational levels.
3. Repeal Clause 3 of Article 2 of Circular No. 39/2011/TT-BLDTBXH dated December 26, 2011 of the Ministry of Labor, Invalids and Social Affairs regarding mechanical equipment installation, cold assembly, air conditioning and ventilation technology training equipment for Intermediate and College vocational levels.
4. Repeal six training equipment lists specified in Article 1 of Circular No. 18/2012/TT-BLDTBXH dated August 8, 2012 of the Ministry of Labor, Invalids and Social Affairs concerning the issuance of training equipment lists for Intermediate and College vocational levels for the following professions: Rural Electromechanics; Electronics; Industrial Electronics; Information Technology (Software Application); Computer Repair and Assembly Technology; Graphic Design; E-commerce; Construction Technology; Water Supply and Drainage; Wood Product Machining and Design, including:
a) Training equipment list for Construction Technology at the Intermediate vocational level;
b) Training equipment list for Construction Technology at the College vocational level;
c) Training equipment list for Water Supply and Drainage at the Intermediate vocational level;
d) Training equipment list for Water Supply and Drainage at the College vocational level;
đ) Training equipment list for Wood Product Machining and Design at the Intermediate vocational level;
e) Training equipment list for Wood Product Machining and Design at the College vocational level.
5. Repeal six training equipment lists specified in Article 1 of Circular No. 28/2012/TT-BLDTBXH dated November 12, 2012 of the Ministry of Labor, Invalids and Social Affairs concerning the issuance of training equipment lists for Intermediate and College vocational levels for the following professions: Inland Waterway Vessel Conditions; Ship Control; Marine Machinery Operation; Marine Machinery Repair; Marine Electrical Engineering; Household Electronics; Pipeline Installation Technology, including:
a) Training equipment list for Inland Waterway Vessel Control at the Intermediate vocational level;
b) Training equipment list for Inland Waterway Vessel Control at the College vocational level;
c) Training equipment list for Marine Machinery Operation at the Intermediate vocational level;
d) Training equipment list for Marine Machinery Operation at the College vocational level;
đ) Training equipment list for Pipeline Installation Technology at the Intermediate vocational level;
e) Training equipment list for Pipeline Installation Technology at the College vocational level.
6. Repeal six training equipment lists specified in Article 1 of Circular No. 06/2013/TT-BLDTBXH dated May 23, 2013 of the Ministry of Labor, Invalids and Social Affairs concerning the issuance of training equipment lists for Intermediate and College vocational levels for the following professions: Agricultural Machinery Technology; Construction Machinery Repair; Electrical and Control Technology in Industry; Mechanical Equipment Manufacturing; Ship Hull Manufacturing, including:
a) Training equipment list for Mechanical Equipment Manufacturing at the Intermediate vocational level;
b) Training equipment list for Mechanical Equipment Manufacturing at the College vocational level;
c) Training equipment list for Ship Hull Manufacturing at the Intermediate vocational level;
d) Training equipment list for Ship Hull Manufacturing at the College vocational level;
đ) Training equipment list for Construction Machinery Repair at the Intermediate vocational level;
e) Training equipment list for Construction Machinery Repair at the College vocational level.
7. Repeal the two lists of vocational training equipment specified in Article 1 of Circular No. 12/2013/TT-BLDTBXH dated August 19, 2013 issued by the Ministry of Labor, Invalids and Social Affairs on the list of vocational training equipment for intermediate vocational level and higher vocational level occupations: Hydroelectric power plant operation; Road and bridge construction; Hydraulic engineering construction; Water conservancy project completion and improvement; Livestock and poultry farming; Forestry, including:
a) The list of vocational training equipment for water conservancy project completion and improvement at the intermediate vocational level;
b) The list of vocational training equipment for water conservancy project completion and improvement at the higher vocational level.
8. Repeal the two lists of vocational training equipment specified in Article 1 of Circular No. 17/2013/TT-BLDTBXH dated September 9, 2013 issued by the Ministry of Labor, Invalids and Social Affairs on the list of vocational training equipment for intermediate vocational level and higher vocational level occupations: Wood carving technology; Lacquer and mother-of-pearl inlay technology; Industrial wastewater treatment; Construction ceramic and porcelain production; Artificial wood panel manufacturing technology; Building carpentry and interior decoration; Plant protection; Industrial crop cultivation; Veterinary medicine; Pharmaceutical technology; Natural rubber processing, including:
a) The list of vocational training equipment for building carpentry and interior decoration at the intermediate vocational level;
b) The list of vocational training equipment for building carpentry and interior decoration at the higher vocational level.
9. Repeal the four lists of vocational training equipment specified in Article 1 of Circular No. 20/2013/TT-BLDTBXH dated October 4, 2013 issued by the Ministry of Labor, Invalids and Social Affairs on the list of vocational training equipment for intermediate vocational level and higher vocational level occupations: Medical electronic equipment technology; Medical imaging equipment technology; Operation and repair of electric pump stations; Operation and repair of refrigeration equipment; Database management; Office information technology; Ship dredging control; Topographic surveying; Marine environmental protection; Biotechnology; Food grain and crop cultivation; Front desk operations and front desk management, including:
a) The list of vocational training equipment for operation and repair of refrigeration equipment at the intermediate vocational level;
b) The list of vocational training equipment for operation and repair of refrigeration equipment at the higher vocational level;
c) The list of vocational training equipment for topographic surveying at the intermediate vocational level;
d) The list of vocational training equipment for topographic surveying at the higher vocational level.
10. Repeal Clauses 3, 4, 5, 6, 9, 10, 15, 16, 17, and 18 of Article 1 of Circular No. 18/2014/TT-BLDTBXH dated August 11, 2014 issued by the Ministry of Labor, Invalids and Social Affairs on the minimum list of vocational training equipment for intermediate vocational level and higher vocational level occupations: Electrical equipment installation; Metalworking heat treatment; Heat treatment machine tool maintenance; Mechanical equipment system maintenance; Forging and stamping; Computer-assisted drawing and design; Highway quality testing and inspection; Foundation construction machinery operation; Surface road construction machinery operation; Fashion design; Business management of petroleum and gas.
11. Repeal Clauses 5, 6, 7, 8, 17, and 18 of Article 1 of Circular No. 06/2015/TT-BLDTBXH dated February 25, 2015 issued by the Ministry of Labor, Invalids and Social Affairs on the key vocational training equipment list for intermediate vocational level and higher vocational level occupations: Computer repair and assembly technology; Network management technology; Construction technology; Metal cutting; Welding; Automotive technology; Household electricity; Industrial electricity; Air conditioning and air purification technology; Consumer electronics; Industrial electronics; Fashion sewing; Restaurant operations and restaurant management; Culinary techniques.
12. Repeal Clause 29 and Clause 30 of Article 1 of Circular No. 12/2015/TT-BLDTBXH dated March 16, 2015 issued by the Ministry of Labor, Invalids and Social Affairs on the minimum list of vocational training equipment for intermediate vocational level and higher vocational level occupations: Electrical operation in power plants; Electrical measurement; Diesel generator set operation; Overhead power line and substation installation up to 110kV; Electrical testing; Mechanical and electrical equipment maintenance; Pharmaceutical equipment technology; Medical laboratory equipment technology; Oil refining equipment operation; Oil and gas processing equipment operation; Oil and gas extraction equipment operation; Drilling oil and gas; Food processing; Paper and pulp production technology; Sewing machine repair.
13. Repeal Clauses 17, 18, 19, and 20 of Article 1 of Circular No. 18/2015/TT-BLDTBXH dated June 16, 2015 issued by the Ministry of Labor, Invalids and Social Affairs on the minimum list of vocational training equipment for intermediate vocational level and higher vocational level occupations: Stone engraving; Underground mining technology; Mine electromechanical technology; Railway locomotive driving; Railway signaling; Train operation control; Metal forming; Iron smelting; Steelmaking; Metal rolling and drawing technology; Ship painting technology.
14. Repeal Clauses 21, 22, 27, 28, and 35 of Article 1 of Circular No. 19/2015/TT-BLDTBXH dated June 17, 2015 issued by the Ministry of Labor, Invalids and Social Affairs on the minimum list of vocational training equipment for intermediate vocational level and higher vocational level occupations: Automation equipment repair; Oil and gas processing equipment repair; Urban environmental protection; Waste treatment; Grain processing; Refrigeration equipment installation; Veston garment manufacturing technology; Fiber technology; Textile machinery repair; Process pipe fabrication; Construction machinery operation; Commercial marketing; Water conservancy project management; Crane and gantry crane operation; Underground mine construction technology; Copper casting and metalwork; Agricultural machinery operation; Motorcycle assembly and repair; Reinforcing steel welding; Supermarket sales.
15. Repeal Clause 11, Clause 12, Clause 15, and Clause 16 of Article 1 of Circular No. 20/2015/TT-BLDTBXH dated June 17, 2015 issued by the Ministry of Labor, War Invalids and Social Affairs on the list of key vocational training equipment at the national level for intermediate vocational level and higher vocational level professions including: Wood Product Machining and Design; Information Technology (Software Application); Highway Bridge Construction; Cold Repairing of Machine Tools; Agricultural Machinery Engineering; Construction Machinery Repair; Operation of Construction Foundation Machines; Operation of Road Surface Construction Machines; Rural Electromechanics; Industrial Wastewater Treatment; Food Processing; Fishery Product Processing and Preservation; Plantation Crop Cultivation; Livestock and Poultry Raising; Forestry; Marine Fisheries Harvesting and Catching; Veterinary Medicine; Tour Guiding; Inland Waterway Vessel Control; Marine Machinery Operation.
16. Repeal Clause 49, Clause 55, Clause 56, Clause 57, Clause 58, and Clause 65 of Article 1 of Circular No. 10/2016/TT-BLDTBXH dated June 16, 2016 issued by the Ministry of Labor, War Invalids and Social Affairs to amend and supplement Clause 1 of Circular No. 20/2015/TT-BLDTBXH dated June 17, 2015 regarding the list of key vocational training equipment at the national level for intermediate vocational level and higher vocational level professions including: Wood Product Machining and Design; Information Technology (Software Application); Highway Bridge Construction; Cold Repairing of Machine Tools; Agricultural Machinery Engineering; Construction Machinery Repair; Operation of Construction Foundation Machines; Operation of Road Surface Construction Machines; Rural Electromechanics; Industrial Wastewater Treatment; Livestock and Poultry Raising; Forestry; Marine Fisheries Harvesting and Catching; Veterinary Medicine; Tour Guiding; Inland Waterway Vessel Control; Marine Machinery Operation.
Article 3. This Circular takes effect from February 9, 2020.
Article 4. Ministries, ministerial-level agencies, government agencies, political-social organizations, provincial People's Committees under the central city, the General Department of Vocational Education, intermediate vocational schools, higher vocational schools that have registered to operate vocational education in the aforementioned professions, and related units shall be responsible for implementing this Circular.
In the course of implementation, if there are any difficulties, they are requested to promptly report to the Ministry of Labor, Invalids and Social Affairs for study and resolution./.
