Regulations on strategic research work of the People's Public Security

Pursuant to the Law on People's Police dated November 20, 2018;

Pursuant to the Law on Science and Technology dated June 18, 2013;

Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

At the proposal of the Director of the Science, Strategy and History Bureau of the Ministry of Public Security;

The Minister of Public Security issues this Circular stipulating the regulations on strategic research work of the People's Public Security. 

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. This Circular specifies the principles, authorities, and procedures for managing and organizing strategic research work of the People's Public Security.

2. This Circular applies to units under the Ministry of Public Security, provincial public security services, centrally governed cities, academies, and people's public security schools (hereinafter referred to as public security units and localities); officers and soldiers of the People's Public Security and other organizations and individuals related to strategic research work of the People's Public Security.

Article 2. Interpretation of Terms

In this Circular, the following terms are understood as follows:

1. Strategic research of the People's Public Security (hereinafter referred to as strategic research) is a special scientific research activity carried out through implementing the Strategic Research Program and drafting the Strategic Research Report, aiming to provide scientific evidence and practical basis for strategic advisory work with the Party, State, Central Party Committee for Public Security, and the Ministry of Public Security according to the functions and tasks of the People's Public Security.

2. Strategic research work of the People's Public Security is a part of public security work, researching macro, medium-term, long-term, and urgent issues concerning national security and social order, serving to advise the Party and State on formulating policies, strategies, planning, and implementing measures to protect national security, ensure social order and safety, and build the People's Public Security.

3. Strategic Research Program (hereinafter referred to as the program) is a collection of strategic research tasks aimed at achieving macro, medium-term, or long-term goals of the People's Public Security, serving as a basis for formulating policies and strategies to protect national security, ensure social order and safety, and build the People's Public Security. The framework of the program is a document defining the objectives, contents, main tasks of the program, expected products, and evaluation criteria of the program.

4. Strategic research task (hereinafter referred to as the task) is a research issue determined within the program, managed and implemented according to the regulations on managing scientific and technological tasks at the ministerial level.

5. Strategic Research Report is the comprehensive result of urgent research issues significantly impacting the maintenance of national security and social order, as directed by the Party, State leadership, the Ministry of Public Security, or advised by specialized strategic research units based on practical work.

6. Strategic research product is the outcome of strategic research work from implementing the program and drafting the strategic research report, divided into two levels: Advisory reports and recommendations to the Party and State for formulating policies and strategies to protect national security, ensure social order and safety, and build the People's Public Security; In-depth analysis reports on specific issues, fields, or areas serving the Ministry of Public Security's directives on various aspects of work within the People's Public Security.

7. Steering Committee for the Strategic Research Program (hereinafter referred to as the Steering Committee) is a directive mechanism established by the Minister of Public Security, with one leader of the Ministry of Public Security as the Chairman; its task is to direct public security units and localities to develop and implement the program according to regulations; the Academy of Science, Strategy, and History of Public Security is the permanent agency assisting the Steering Committee in organizing management and implementation of the program.

8. Leading unit is the unit designated by the Minister of Public Security to take charge of implementing the program and tasks within the program.

9. Task Steering Committee is a directive mechanism proposed by the leading unit of the program and approved by the program management unit to carry out tasks within the program. Each task has its own steering committee; the chairman is an individual assigned by the leading unit of the task and designated by the Minister of Public Security to chair the task.

Article 3. Principles of strategic research work

1. Strategic research work shall be placed under the direct and comprehensive leadership and guidance of the Central Party Committee for Public Security and the Ministry of Public Security; strategic research is a regular task in the leadership and guidance work of the Party committees and leaders of public security units and localities.

2. It must ensure truthfulness, objectivity, and the connection between theory and practice, serving as a scientific basis for formulating policies and guidelines of the Party, laws and regulations of the State, and provisions of the Minister of Public Security on ensuring national security, social order, and building the people's public security force, reflecting the scientific, revolutionary spirit, and proactive preventive and offensive nature of the people's public security forces.

3. The organization of strategic research work must be based on the functions, tasks, and authorities of the people's public security force, implementing strategic research programs and reports that are developed and adjusted according to practical requirements and tasks.

4. It must fully leverage the comprehensive strength of the people's public security force and mobilize organizations and teams of experts outside the people's public security force, as well as international scholars relevant to participate.

5. Emphasis should be placed on domestic and international cooperation, especially with reputable research agencies in the strategic research work of related sectors and countries; attention should be paid to applying scientific and technological achievements in strategic research work.

Article 4. Subjects of strategic research work

1. The Science, Strategy, and History Bureau of the Public Security is the leading unit, advising the Minister of Public Security to uniformly direct and manage the strategic research work of the people's public security force; it has the function of managing and guiding the professional work of strategic research within the people's public security force.

2. The Institute of Strategy under the Science, Strategy, and History Bureau of the Public Security is the specialized strategic research unit of the Ministry of Public Security; it has the function of organizing predictive research and strategic advice on the development of policies, viewpoints, guiding thoughts, solutions, and major policies of the Party, State, and Ministry of Public Security in the fields of national security protection, social order and safety assurance, force building, logistics and technical support for the people's public security force, and global security issues, Asia-Pacific security, and Southeast Asian security affecting Vietnam.

3. Institutes, departments, centers with the function of strategic research and advisory services in various fields as decided by the Minister of Public Security are specialized strategic research units, including:

The Strategic Research Board on National Security (using the name "Global Security Center" when interacting with scholars); The Strategic Research Board on Social Order and Safety (using the name "Asia-Pacific Security Center" when interacting with scholars); The Strategic Research Board on Force Building and Logistics and Technical Support for the People's Public Security Force (using the name "Southeast Asia Security Center" when interacting with scholars) under the Science, Strategy, and History Bureau of the Public Security.

The Institute of Security Sciences at the People's Public Security Academy; The Institute of Police Sciences at the People's Police Academy; The Institute of Political Science of the People's Public Security at the Political Academy of the People's Public Security; Department 5 under B01.

4. Public security units and localities undertake the concurrent task of strategic research on specific issues, fields, and areas according to their functions, tasks, and assignments by the Ministry of Public Security.

5. Strategic researchers include: full-time strategic researchers belonging to specialized strategic research units, part-time strategic researchers belonging to specialized strategic research units and public security units and localities.

Article 5. Key areas for strategic research

1. Strategic research on national security:

a) Identifying national and ethnic interests and objectives, requirements, and tasks for protecting national security during each period and stage;

b) Recognizing, evaluating, and forecasting factors affecting, criminal situations, violations of laws related to national security; complex security situations at a macro level, especially those threats directly endangering the country's independence, sovereignty, unity, and territorial integrity; protecting the Party, State, people, and socialist regime;

c) Studying issues related to national potential and the foundation for protecting national interests and security;

d) Recommending and proposing issues regarding viewpoints, policies, laws, and strategic solutions for protecting national interests and security.

2. Strategic research on social order and safety:

a) Determining objectives, requirements, and contents of tasks for ensuring social order and safety during each period and stage;

b) Recognizing, evaluating, and forecasting trends in the development of crime, violations of laws, emerging issues deeply impacting efforts to prevent and combat crime and violations of laws related to ensuring social order and safety;

c) Studying and evaluating the situation, results, and effectiveness of implementing the Party's guidelines and the State's policies and laws concerning tasks for ensuring social order and safety;

d) Recommending and proposing issues regarding viewpoints, policies, laws, and strategic solutions for ensuring social order and safety.

3. Strategic research on building forces, logistics, science, technology, and engineering of the People's Public Security:

a) Determining objectives, requirements, and contents of tasks for building forces, logistics, science, technology, and engineering of the People's Public Security during each period and stage;

b) Recognizing, evaluating, and forecasting issues and factors with significant long-term impacts on the strength of the People's Public Security and its force-building, logistics, science, technology, and engineering activities;

c) Studying issues related to building a truly clean, strong, regular, efficient, and modern People's Public Security force; developing the security industry; logistics, science, technology, and engineering potential of the People's Public Security;

d) Recommending and proposing issues regarding viewpoints, policies, laws for building forces, logistics, science, technology, and engineering of the People's Public Security and strategies, programs, and projects for building forces, logistics, science, technology, and engineering of the People's Public Security.

Chapter II

STRATEGIC RESEARCH PROGRAM

Article 6. Directing, managing, and leading the strategic research program

1. The Minister of Public Security uniformly directs and manages the construction and implementation of strategic research programs within the People's Public Security; approves tasks under the program; decides on the lead unit for the program and the lead units for tasks under the program.

2. The Science, Strategy, and History Bureau assists the Minister in uniformly directing and managing strategic research programs within the People's Public Security; advises on budget preparation, coordinates with the Planning and Finance Bureau to review, report to the leadership of the Ministry of Public Security for approval and allocation of funds for strategic research work of the People's Public Security.

3. Lead unit for the program:

a) The Science, Strategy, and History Bureau leads programs involving multiple regions, fields, or common issues;

b) Units subordinate to the Ministry of Public Security lead programs specific to certain regions or fields assigned by the Minister of Public Security.

4. The minimum duration for conducting research on a program is 24 months (2 years), and the maximum duration is 60 months (5 years).

Article 7. Establishing a strategic research program

1. Basis for establishing a strategic research program:

a) The Party's guidelines and policies, the State's policies and laws, resolutions of the Central Party Committee for Public Security, and directives of the Minister of Public Security on national security protection and social order and safety assurance, as well as public security force building;

b) National strategies and policies related to the functions and tasks of the People's Public Security forces serving the protection of national interests;

c) Practical international and domestic situations with new developments significantly impacting national interests and the functions and tasks of the People's Public Security forces, necessitating organized research, evaluation, and strategic forecasting to propose recommendations to the Party, State, and Ministry of Public Security for issuing strategic guidance documents on national security protection, social order and safety assurance, and public security force building;

d) Requirements for building a national security protection strategy, social order and safety assurance, and public security force building by local public security units within their assigned functions, tasks, and authorities.

2. Process for establishing a strategic research program:

a) Annually, the Science, Strategy, and History Department of the Public Security leads and collaborates with local public security units to identify issues and propose strategic research programs, and to draft the steering committee and main implementing unit of the program;

b) The Science, Strategy, and History Department reports to the Central Party Committee for Public Security and the Ministry of Public Security leadership for approval on the implementation policy of the strategic research program;

c) After obtaining the implementation policy, the Science, Strategy, and History Department collaborates with the proposed main implementing unit to complete the draft framework of the program, including: Program objectives (general and specific); annual research tasks and groups of solutions to achieve program objectives; expected products of the program; assessment criteria (scientific criteria, applicability, products); budget estimate for program implementation;

d) The Science, Strategy, and History Department reports to the Minister of Public Security for signing the decision to approve the program framework, the main implementing unit, establish the steering committee, and notify and guide local public security units to register specific tasks.

Article 8. Proposing, determining, and approving program tasks

1. Proposing, determining, and approving the list of program tasks:

The Science, Strategy, and History Department leads in assisting the Minister of Public Security and the Steering Committee in implementing the following contents:

a) Compiling the tasks registered by local public security units; reviewing and compiling the annual list of program tasks; based on specific requirements and tasks, the Science, Strategy, and History Department uses expert consultation mechanisms to review the content and budget estimate of each task and the entire program;

b) Reporting and incorporating the Steering Committee's opinions on the list of program tasks;

c) Organizing an advisory board to determine tasks according to Circular No. 20/2022/TT-BCA dated April 29, 2022, issued by the Minister of Public Security on managing scientific and technological tasks in the People's Public Security;

d) Based on the advisory board's results, the Science, Strategy, and History Department reports to the Minister of Public Security for approval of the list of program tasks, and includes it in the annual science and technology plan of the People's Public Security for registration with the Ministry of Science and Technology for consolidation.

2. Approving the implementation of program tasks:

Based on the approval of the competent authority for the list of tasks, the Science, Strategy, and History Department assists the Minister of Public Security and the Program Steering Committee in the following contents:

a) Guiding the main implementing units to prepare registration files and compile the list of tasks;

b) Reporting to the Program Steering Committee to determine: Name, objectives, content, products, time frame, and budget of each task;

c) Organizing an advisory board to select tasks, assign them directly, and review the budget estimate for each task; the process follows the provisions of Circular No. 20/2022/TT-BCA dated April 29, 2022, issued by the Minister of Public Security on managing scientific and technological tasks in the People's Public Security;

d) Based on the advisory board's results and budget review, the Science, Strategy, and History Department compiles and reports to the Minister of Public Security for deciding to approve the implementation of tasks.

Article 9. Implementation of tasks and programs

1. Based on the decision approving the implementation of the task and the allocation of funds by the competent authority, the Science, Strategy and History Department of the Public Security shall notify the leading unit to implement the task.

2. The leading unit of the program and the head of the task shall be responsible for organizing the implementation according to the objectives, contents, progress, products, and allocated funds; every six months, the program's steering committee shall report to the Steering Committee (through the Science, Strategy and History Department of the Public Security) on the situation and results of the implementation or provide ad hoc reports as required by the Steering Committee regarding the content, progress, information, and related materials of the assigned task to serve strategic research work of the People's Public Security.

3. The Science, Strategy and History Department of the Public Security shall assist the Steering Committee in organizing inspections and evaluations of the implementation process, urging the leading units of the tasks within the program to ensure compliance with the approved schedule, content, and budget.

Article 10. Evaluation and Approval of Completion of Tasks and Programs

1. Evaluation and approval of completion of tasks under the program:

a) The Science, Strategy and History Department of the Public Security shall take the lead and coordinate with the leading unit of the program to organize an evaluation council for the tasks under the program. The Science, Strategy and History Department of the Public Security shall take the lead and coordinate with B01 to evaluate the tasks under the strategic research program on intelligence.

b) Organize an advisory council to evaluate and accept the results of task implementation according to Circular No. 20/2022/TT-BCA dated April 29, 2022, issued by the Minister of Public Security, stipulating the management of scientific and technological tasks in the People's Public Security.

c) Approve the completion of tasks under the program:

After the tasks have been evaluated and accepted according to regulations and ensuring the set objectives, the Science, Strategy and History Department of the Public Security shall report to the Minister of Public Security to approve the completion of the program's tasks.

The Science, Strategy and History Department of the Public Security and the leading unit of the program shall be responsible for managing, exploiting, and transferring the research results of the tasks to advise the Minister of Public Security on directing work in the People's Public Security and serving the research and resolution of the program's common goals.

2. Evaluation and approval of completion of the program:

a) The leading unit of the program shall be responsible for compiling and researching the results of the tasks under the program to build a comprehensive report according to the objectives and requirements of the outline; defend the research results according to the procedure. The Science, Strategy and History Department of the Public Security shall take the lead and coordinate with B01 to report to the Minister of Public Security before evaluating the strategic research programs on intelligence according to regulations.

b) Organize an advisory council to evaluate and accept the results of program implementation according to Circular No. 20/2022/TT-BCA dated April 29, 2022, issued by the Minister of Public Security, stipulating the management of scientific and technological tasks in the People's Public Security.

c) Approve the completion of the program:

After the program has been evaluated and accepted according to regulations and ensuring the set objectives, the Science, Strategy and History Department of the Public Security shall report to the Minister of Public Security to approve the completion of the program.

Based on the program's products, the Science, Strategy and History Department of the Public Security shall take the lead and coordinate with the leading unit of the program to advise the Minister of Public Security to propose policies and solutions to ensure national security and public order; exchange with relevant ministries and agencies about the research products, applications, and directing work in the People's Public Security.

The Science, Strategy and History Department of the Public Security shall be responsible for managing, exploiting, and transferring the research results of the program to serve strategic research work of the People's Public Security, ensuring state secrets protection regulations.

Article 11. Funding for implementing the program

1. The funding for implementing the strategic research program shall be allocated from the state budget for science and technology of the People's Public Security.

2. The establishment, allocation, management, utilization, and settlement of accounts for the program’s funding shall be carried out in accordance with Circular No. 03/2020/TT-BCA dated February 8, 2020, issued by the Minister of Public Security on the standard rates for the preparation, allocation, and settlement of accounts for tasks in science and technology using the state budget within the Public Security sector.

3. The Science, Strategy, and History Bureau assists the Minister of Public Security in managing the funding for programs; coordinates with the Planning and Finance Bureau to guide units in implementation in accordance with the law.

Chapter III

STRATEGIC RESEARCH REPORT

Article 12. Basis for compiling the strategic research report

1. Requirements of the Party, State, Central Party Committee for Public Security, and leadership of the Ministry of Public Security regarding the construction and adjustment of national strategies related to the functions, duties, and authorities of the People's Public Security.

2. Practical developments in international and domestic situations that have new impacts significantly affecting national interests and security, which need to be studied, evaluated, and forecasted to propose recommendations to the Party, State, and Ministry of Public Security for issuing or adjusting policies to contribute to protecting national security, maintaining public order and social safety, and building the People's Public Security.

Article 13. Directing and leading the compilation of the strategic research report

1. The Minister or Deputy Minister authorized to direct the compilation of the strategic research report according to the assigned fields to serve the leadership and guidance work of the Party, State, Central Party Committee for Public Security, and leadership of the Ministry of Public Security.

2. The Science, Strategy, and History Bureau leads the proposal and compilation of the strategic research report on protecting national security, maintaining public order and social safety, building the People's Public Security, and global and regional security issues in accordance with its functions.

Article 14. Compiling the strategic research report

1. The Science, Strategy, and History Bureau leads and coordinates with specialized strategic research units and local Public Security agencies to organize the compilation of the strategic research report on protecting national security, maintaining public order and social safety, building forces, logistics, and technical support for the People's Public Security, global and regional security issues impacting Vietnam's interests and security, ensuring compliance with the directives and approvals of the Ministry of Public Security's leadership.

2. Local Public Security agencies cooperate in exchanging information and providing materials; assigning officers to participate in drafting and reviewing the strategic research report in line with their functional scope.

3. The time for compiling the strategic research report shall not exceed 180 working days from the date of receiving instructions from the competent authority.

Article 15. Recognition of the strategic research report

1. The strategic research report is recognized as successful when it is directed by the Ministry's leadership to implement all aspects of work in the People's Public Security or used to advise the Party and State leadership on formulating policies, directing, and guiding the protection of national security, maintenance of public order and social safety, and building the People's Public Security.

2. In cases not covered by Clause 1 of this Article, the strategic research report can be used for internal exchange of content and operational information with relevant units, serving the strategic research work of the People's Public Security.

Article 16. Funding for Implementing Strategic Research Reports

1. The funding for building strategic research reports includes research costs and expert hiring costs.

2. The funding for building strategic research reports shall be sourced from the specialized budget supporting scientific research and technology work provided by the Ministry of Public Security to the Academy of Science, Strategy, and Police History on a regular basis, and settled according to the principle of allocating funds to the final product based on actual working days and equivalent expenditure standards for ministry-level tasks as stipulated in Circular No. 03/2020/TT-BCA dated January 8, 2020 issued by the Minister of Public Security regarding the standards for construction, allocation, and settlement of budgets for science and technology tasks funded by the state budget within the People's Public Security Force. Expert hiring costs shall not exceed 30% of the research costs.

3. For strategic research reports that are not recognized as prescribed in Article 15 of this Circular, only the actual incurred costs for expert hiring shall be reimbursed.

Chapter IV

CONDITIONS FOR ENSURING STRATEGIC RESEARCH WORK

Article 17. Leadership and Guidance Mechanism

1. The Central Party Committee for Public Security and the leadership of the Ministry of Public Security shall directly and comprehensively guide the strategic research work of the People's Public Security Force.

2. The Party Committees and leadership of public security units and localities shall directly and comprehensively guide the strategic research work within their jurisdiction.

3. The Party Committees and leadership of the Academy of Science, Strategy, and Police History shall implement the guidance of the Central Party Committee for Public Security and the leadership of the Ministry of Public Security to manage, provide business guidance, and take the lead in organizing strategic research work within the People's Public Security Force.

Article 18. Staff Allocation for Strategic Research Work

1. The Ministry of Public Security shall build and develop a team of strategic researchers at dedicated strategic research units and specialized research units of the People's Public Security Force.

2. The Academy of Science, Strategy, and Police History shall build dedicated strategic researchers at the Institute of Strategy; organize task assignments according to fields such as national security protection, social order and safety assurance, police force construction, and global and regional security issues.

3. Public security units and localities shall allocate part-time strategic researchers at planning departments, specialized research science departments, or research institutes, bureaus, and centers under their jurisdiction. Based on requirements and tasks, strategic researchers may be mobilized to participate in operational units.

Article 19. Information Mechanism to Serve Strategic Research

1. The Academy of Science, Strategy, and Police History shall receive periodic reports including: mid-year summary reports and annual summary reports of public security units and localities as stipulated in Clauses 5 and 6, Article 5, except for intelligence units; thematic reports as specified in Points a and b, Clause 3, Article 9 of Circular No. 66/2022/TT-BCA dated December 30, 2022 issued by the Minister of Public Security on reporting regulations within the People's Public Security Force.

2. Strategic research units of public security units and localities shall receive thematic reports as specified in Point c, Clause 3, Article 9 of Circular No. 66/2022/TT-BCA dated December 30, 2022 issued by the Minister of Public Security on reporting regulations within the People's Public Security Force.

3. The Academy of Science, Strategy, and Police History, and strategic research units of public security units and localities shall be responsible for systematizing, storing, and managing documents and reports accessed in accordance with state secrets protection regulations and compiling situations quarterly, semi-annually, and annually in each field.

4. Scientific information publications and business bulletins within the People's Public Security Force shall be uniformly managed and systematically stored at the Public Security Science Archive and Information Room under the Academy of Science, Strategy, and Police History to build, connect, and share databases within the People's Public Security Force, serving research work, advisory leadership, and command.

5. The information mechanism to serve strategic research on intelligence shall be implemented in accordance with regulations on exchange and coordination in intelligence work.

Article 20. Standards for strategic research officers

1. The standards for strategic research officers shall be implemented according to the regulations for researchers as stipulated in Circular No. 78/2021/TT-BCA dated July 15, 2021, issued by the Minister of Public Security on the standards for ranks of officers and non-commissioned officers in the People's Public Security.

2. Heads of units shall determine specific standards for dedicated strategic research officers and concurrently serving strategic research officers under their management authority, in accordance with functions, tasks, and practical requirements, ensuring the quality of human resources and the effectiveness of strategic research work in the People's Public Security.

Article 21. Treatment for strategic research officers

1. The treatment for strategic research officers shall be implemented according to the regulations for public security staff involved in advisory work as stipulated in Circular No. 05/2023/TT-BCA dated February 8, 2023, issued by the Minister of Public Security on certain guarantees and incentives for advisory work and public security staff involved in advisory work.

2. The Science, Strategy, and History Bureau of the Public Security, and dedicated strategic research officers shall participate in interim reviews, specialized summaries, and strategy construction of the Ministry of Public Security regarding various aspects of public security work to serve advisory and strategic planning in various fields.

3. Dedicated strategic research officers shall be prioritized to participate in national-level and ministry-level research tasks; academic exchanges and discussions with experts and scientists both domestically and internationally; training programs, capacity building, seminars, conferences, and specialized meetings related to their research areas, regions, and subjects; sociological surveys and investigations on security and public order.

4. Concurrently serving strategic research officers shall be prioritized to participate in ministry-level scientific tasks, assigned as heads of grassroots-level scientific tasks, and given priority in postgraduate education and professional, language, and political theory training.

Article 22. Cooperation Mechanism to Serve Strategic Research Work

1. The Science, Strategy, and History Bureau of the Public Security shall organize cooperative activities to mobilize strategic research forces from public security units and localities within the People's Public Security.

2. The Institute of Strategy of the Public Security shall cooperate with functional units of ministries, departments, and organizations; international research institutions both domestically and abroad according to their assigned functions and tasks. The Director of the Science, Strategy, and History Bureau of the Public Security shall be responsible to the Minister of Public Security for the activities of the Institute of Strategy of the Public Security in accordance with the law.

3. The Science, Strategy, and History Bureau of the Public Security shall cooperate with domestic educational institutions and research institutes to register staff participation in survey teams organized by these institutions to serve strategic research work.

4. The cooperation mechanism to serve strategic research work on intelligence shall be carried out in accordance with regulations on intelligence work.

Article 23. Mobilization Mechanism for Experts and Staff to Serve Strategic Research Work

1. The Science, Strategy, and History Bureau of the Public Security may utilize the mobilization mechanism for experts within the People's Public Security. The Science, Strategy, and History Bureau of the Public Security shall regularly review and compile lists of suitable experts to report to the leadership of the Ministry of Public Security for implementation in accordance with the law.

2. The mobilization of experts to participate in strategic research work in the People's Public Security shall be conducted through the signing of professional service contracts.

3. When mobilized to participate in strategic research tasks, experts within the People's Public Security shall have access to information and documents like dedicated strategic research officers.

4. In cases where necessary due to requirements and tasks, the Science, Strategy, and History Bureau of the Public Security shall coordinate with public security units and localities to mobilize dedicated strategic research officers to undertake practical assignments to serve strategic research and mobilize capable and suitably qualified staff from other units to participate in strategic research tasks according to their functions and the division of labor by the leadership of the Ministry.

Article 24. Mobilization and Reward

1. Annually, the Science, Strategy, and History Department of the Public Security shall take the lead and coordinate with relevant local public security units to advise the Minister of Public Security on evaluating, summarizing, concluding, and deciding on appropriate forms of reward for collectives and individuals who have outstanding achievements in strategic research work.

2. The heads of local public security units shall regularly and promptly mobilize, reward, or report and propose to higher-level leadership appropriate forms of reward for collectives and individuals who have outstanding achievements in strategic research work.

Chapter V

IMPLEMENTING PROVISIONS

Article 25. Implementation Provisions

1. This Circular takes effect from August 20, 2023.

2. In cases where the referenced documents in this Circular are replaced or amended, they shall be applied according to the replacement or amended documents.

Article 26. Responsibility for Implementation

1. The heads of local public security units shall be responsible for organizing the implementation and disseminating the contents of this Circular to officers and soldiers at their respective units.

2. The Science, Strategy, and History Department of the Public Security shall be responsible for monitoring, guiding, urging, and inspecting the implementation of this Circular. If there are any difficulties during the implementation process, local public security units shall report to the Ministry of Public Security (through the Science, Strategy, and History Department of the Public Security) for guidance.
