CIRCULAR

Amending and supplementing certain provisions of Circulars in the field of inspection of inland waterway vessels and ships

   Pursuant to the Vietnam Maritime Code on November 25, 2015;

   Pursuant to the Law on Inland Waterway Transport on June 15, 2004;

   Pursuant to the Law amending and supplementing certain provisions of the Law on Inland Waterway Transport on June 17, 2014;

   Pursuant to Decree No. 56/2022/NĐ-CP dated August 24, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

   At the proposal of the Director of the Information Technology Center and the Director of the Vietnam Ship Survey Bureau;

   The Minister of Transport issues this Circular amending and supplementing certain provisions of Circulars in the field of inspection of inland waterway vessels and ships.

Article 1. Amending and supplementing certain provisions of Circular No. 27/2011/TT-BGTVT dated April 14, 2011 of the Minister of Transport stipulating the application of amendments and supplements of the 2002 Protocol to the International Convention on Safety of Life at Sea 1974 adopted together with the International Convention on Maritime Security and Port Security (hereinafter referred to as Circular No. 27/2011/TT-BGTVT).

1. Amending and supplementing Point a Clause 3 Article 6 as follows:

"a) Contents of the dossier: Application form of organizations and individuals according to Form No. 1, Form No. 2 in Appendix XVII issued together with this Circular; one color photograph measuring 4 x 6 inches taken within six months from the date of taking to the date of submitting the dossier (the back of the photograph shall bear the name, date of birth)."

2. Replacing Appendix XVII issued together with Circular No. 27/2011/TT-BGTVT with Appendix I issued together with this Circular.

Article 2. Replacing Appendices III and IV issued together with Circular No. 49/2015/TT-BGTVT dated September 22, 2015 of the Minister of Transport stipulating standards, tasks, and powers of leaders, ship surveyors, and technical staff of units inspecting inland waterway vessels (hereinafter referred to as Circular No. 49/2015/TT-BGTVT).

Replacing Appendices III and IV issued together with Circular No. 49/2015/TT-BGTVT correspondingly with Appendices II and III issued together with this Circular.

Article 3. Effective date

This Circular takes effect from September 29, 2023.

Article 4. Responsibilities for Implementation

The Head of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of the Vietnam Ship Survey Bureau, Director of the Information Technology Center, Heads of agencies and units under the Ministry of Transport, relevant organizations and individuals are responsible for implementing this Circular./.
