Pursuant to the Price Law on June 19, 2023;
Pursuant to the Maritime Code of Vietnam dated November 25, 2015;
Pursuant to the Law on Inland Waterway Transport dated June 15, 2004, amended and supplemented by Law No. 48/2014/QH13 dated June 17, 2014;
Pursuant to Decree No. 85/2024/NĐ-CP dated July 10, 2024 of the Government detailing certain provisions of the Price Law;
At the proposal of the Director of the Science, Technology, Environment, and Building Materials Department;
At the proposal of the Director of the Department of Science, Technology, Environment, and Building Materials and the Director of the Vietnam Maritime Administration; construction and the Director of the Vietnam Ship Registry Bureau;
The Minister of Construction issues this Circular stipulating the economic and technical characteristics of inspection and testing services for industrial products used on ships and inland waterway vessels (excluding ships and inland waterway vessels for defense, security purposes, and fishing vessels), which fall under transportation vehicle inspection services.
Article 1. Scope of Regulation and Applicability
1. This Circular stipulates the economic and technical characteristics of inspection and testing services for industrial products used on ships and inland waterway vessels (excluding ships and inland waterway vessels for defense, security purposes, and fishing vessels) within the scope of transportation vehicle inspection services.
2. This Circular applies to agencies, organizations, and individuals related to the provision and use of inspection and testing services as specified in Clause 1 of this Article.
Article 2. Economic and Technical Characteristics of Inspection and Testing Services for Industrial Products Used on Ships and Inland Waterway Vessels
1. The economic and technical characteristics of inspection and testing services for recognizing industrial products used on ships and inland waterway vessels as specified in Appendix I attached hereto.
2. The economic and technical characteristics of inspection and testing services for periodic industrial products used on ships and inland waterway vessels as specified in Appendix II attached hereto.
3. The economic and technical characteristics of inspection and testing services for newly issued industrial products used on ships and inland waterway vessels as specified in Appendix III attached hereto.
Article 3. Effectiveness
This Circular takes effect from December 1, 2025./.
