Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 1913/QD-TTg dated October 19, 2010 of the Prime Minister on providing financial and rice assistance to some central provinces to address the consequences of Typhoon No. 3 in 2010;
At the request of the Director General of the State Reserve Administration,

Article 1. The National Food Reserve Agency shall allocate without charge 3,000 tons of rice from the national reserve to assist localities in implementing famine relief for the people, supporting livelihoods, and urgently restoring infrastructure damaged by Typhoon No. 3 in 2010, specifically allocated as follows:
- Province of Nghe An: 2,000 tons of rice
- Province of Quang Tri: 1,000 tons of rice
Article 2. The National Food Reserve Agency shall coordinate with the People's Committees of Quang Tri and Nghe An provinces to promptly organize the delivery and receipt of rice at district centers according to the provincial allocation plan; simultaneously compile the budget estimate for emergency relief expenses for approval by the Ministry and implement it.
The National Food Reserve Agency shall reduce the state reserve capital by the aforementioned quantity of rice at the accounting price currently recorded in the books and report the final settlement of the relief goods in accordance with regulations.
Article 3. This Decision takes effect from the date of signature. The Director of the National Food Reserve Agency, the Head of the State Budget Department, the Head of the Planning and Finance Department, the Director of the Price Management Department, and the Chief of the Ministry’s Office are responsible for implementing this Decision./.
