Regarding the renaming of export-import permit issuing offices under the Ministry of Trade

permit for import and export directly under the Ministry of Trade

 THE MINISTER OF TRADE

Pursuant to Decree No. 95/CP dated December 4, 1993 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Commerce;

Pursuant to Decree No. 89/CP of the Government on abolishing export-import transfer permits from February 1, 1996;

At the proposal of the Heads of the Cadre and Civil Servant Department and the Import-Export Department,

 DECISION:

Article 1. The export-import permit issuing offices directly under the Ministry of Trade shall be renamed as follows:

Export-Import Permit Issuing Office Hanoi shall be renamed as Export-Import Office for the Hanoi region.

Export-Import Permit Issuing Office Hai Phong shall be renamed as Export-Import Office for the Hai Phong region.

Export-Import Permit Issuing Office Da Nang shall be renamed as Export-Import Office for the Da Nang region.

Export-Import Permit Issuing Office Nha Trang shall be renamed as Export-Import Office for the Nha Trang region.

Export-Import Permit Issuing Office Ho Chi Minh City shall be renamed as Export-Import Office for the Ho Chi Minh City region.

Export-Import Permit Issuing Office Can Tho shall be renamed as Export-Import Office for the Can Tho region.

These Export-Import Offices shall have their own seals to perform the tasks set forth in Article 2 of this Decision.

Article 2. The Export-Import Offices shall have the following duties and powers:

Monitor and manage the implementation of processing contracts for goods between Vietnamese enterprises and foreign entities, review such contracts according to the classification by the Ministry.

Issue Certificates of Origin for exported goods from Vietnam under the ASEAN Common Effective Preferential Tariff (CEPT) Agreement.

Grant permits for goods transiting through Vietnam's borders.

Collect customs declarations for imported and exported goods to report to the Ministry as stipulated in Section 8 of Circular Joint No. 01/TM-TCHQ dated January 20, 1996 issued by the Ministry of Trade and the General Department of Customs.

Coordinate with customs authorities in the regions to resolve issues related to export-import procedures while handling customs formalities for imported and exported goods as prescribed by the Ministry.

Monitor production and business activities of import-export goods, and the implementation of processing contracts with foreign countries by enterprises in the region, reporting to the Ministry quarterly.

Collect fees for issuing permits and certificates of origin according to state regulations.

Article 3. This Decision takes effect from the date of issuance; all previous provisions contrary to this Decision are abolished.

Article 4. The Heads of the Ministry’s Office, the Cadre and Civil Servant Department, the Import-Export Department, the Heads of Export-Import Offices mentioned in Article 1, and the Heads of units related to the Ministry are responsible for implementing this Decision.
