DECISION OF THE PRIME MINISTER

Regarding the approval of the mission to adjust the Master Plan for Construction of the Hoa Lac High-Tech Park

establishment of Hoa Lac High-Tech Park

 

PRIME MINISTER

 

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Based on Decision No. 198/1998/QĐ-TTg dated October 12, 1998 of the Prime Minister on the establishment of the Hoa Lac High-Tech Park; approving the overall planning and Phase 1 investment project of the first stage of the Hoa Lac High-Tech Park;

Based on Decree No. 99/2003/NĐ-CP dated August 28, 2003 of the Government on the issuance of the Regulation on High-Tech Parks;

Considering the proposal of the Ministry of Construction at Report No. 46/TTr-BXD dated June 24, 2005 requesting approval of the mission to adjust the Master Plan for Construction of the Hoa Lac High-Tech Park,

 

DECISION:

 

Article 1. Approve the mission to adjust the Master Plan for Construction of the Hoa Lac High-Tech Park with the main contents as follows:

1. Nature

The Hoa Lac High-Tech Park is a multifunctional technical economic zone with defined boundaries, aimed at researching, developing, and applying high technology, incubating high-tech enterprises, training high-tech human resources, and producing and trading high-tech products.

2. Location, scope, boundary, and scale of the planning area

a) Location: Maintains the current location in the Hoa Lac urban area, including the communes of Ha Bang, Thach Hoa, Tan Xa, Binh Yen, Thach That district, Ha Tay province.

b) Planning boundary:

The boundary of the Hoa Lac High-Tech Park is adjusted as follows:

- North: Adjacent to Route 84;

- South: Adjacent to the Lang-Hoa Lac expressway;

- West: Adjacent to National Highway 21;

- East: Adjacent to the urban ring road of Hoa Lac.

c) Land scale (by 2020): Approximately 1,500 hectares.

3. Objectives and adjustment viewpoints

- To integrate activities within the Hoa Lac High-Tech Park with those of other functional zones of the Hoa Lac urban area and surrounding regions; to connect infrastructure systems and architectural landscape spaces within the region.

- To create favorable conditions for activities within the Hoa Lac High-Tech Park.

- To fully exploit topographical and scenic conditions; to create an attractive investment environment and minimize infrastructure construction costs.

- To provide a legal basis for implementing investment projects and managing planning and construction within the Hoa Lac High-Tech Park.

- Based on land use standards, technical infrastructure requirements, and advanced demands of the Hoa Lac High-Tech Park, review and adjust the locations, boundaries, and land scales of functional zones and infrastructure facilities to meet development needs while being consistent with both short-term and long-term management requirements.

- For areas that have been or are currently under construction, comply with approved planning.

- For undeveloped areas, adjust detailed planning to align with this adjustment mission.

4. Research Requirements

- Analyze and evaluate the approved overall planning and its implementation process; current socio-economic status, population, labor force, land use, construction, social infrastructure, technical infrastructure, and environmental sanitation of the area.

- Based on new influencing factors, clearly define the regional relationships of the Hoa Lac High-Tech Park, functional zones within the area, population size, and land scale.

- Study zoning schemes, select the optimal scheme, and develop land use plans.

- Propose key economic and technical indicators suitable for the specific nature of each functional zone and each phase of development of the Hoa Lac High-Tech Park.

- Outline spatial development directions for the entire Hoa Lac High-Tech Park.

- Outline development directions for technical infrastructure systems.

- Identify priority projects and funding plans.

- Draft regulations on construction management based on the general planning design of the Hoa Lac High-Tech Park.

5. Main Indicators of the Design

Primarily based on national standards and regulations of Vietnam. During the preparation of the design to adjust the General Plan, propose special economic and technical indicators suitable for the characteristics and requirements of each functional zone, the entire Hoa Lac High-Tech Park, and the conditions of Vietnam, based on reviewing and summarizing practical experiences in building high-tech parks worldwide.

6. Main Functional Zones

Based on the approved overall planning, study and propose main functional zones ensuring the objectives and nature of the Hoa Lac High-Tech Park in this General Plan adjustment, such as:

Research and Development centers, training institutions for human resource development, national key laboratories, high-tech enterprise incubation bases.

Software parks serving incubation and development of the software industry, production and trade of software products.

High-tech industrial zones.

Technical cooperation zones, information centers, Internet centers, transaction and service centers of the High-Tech Park.

Technology transaction centers, International Conference and Science & Technology Exhibition Centers, hotels, banks, commercial areas.

Low-rise residential areas, high-rise apartment buildings, upscale residential areas, social infrastructure facilities.

Recreational and entertainment facilities combined with park systems, greenery, and water bodies.

Based on Decree No. 99/2003/NĐ-CP dated August 28, 2003 of the Government on the issuance of the Regulation on High-Tech Parks, export processing zones, bonded zones, and outer warehouse zones may be studied for layout.

7. Spatial Development Directions

- Based on natural conditions, climate, topography, scenery of the area, and Vietnamese architectural traditions, propose appropriate architectural landscape planning solutions fitting the nature and requirements of functional zones. Architectural works must be modern, closely integrated with greenery, water bodies, traffic networks, topography, and natural scenery, embodying modernity and national characteristics. Implement urban design and landscape planning for major spatial areas.

- Study zoning schemes, compare and select the optimal scheme. Determine the scope and scale of functional zones.

- Determine the scope and scale of underground structures.

- Determine the main economic and technical indicators: scale, area, building density, land use coefficient, and construction height of buildings for each functional zone and the entire High-Tech Zone.

8. Orientation for the development of technical infrastructure systems

The technical infrastructure system of the High-Tech Zone must be designed and constructed to be modern and of high quality; it must comply with the common technical infrastructure network of the entire Hòa Lạc Urban Area; ensure aesthetics, safety, and environmental hygiene. Specific requirements are as follows:

- Determine the construction control level for each area and the entire Hòa Lạc High-Tech Zone.

- Determine the external and internal traffic networks, the location and scale of key traffic facilities, the red-line boundaries of major traffic axes and the technical tunnel system. It is necessary to refer to JICA's proposals regarding the system and public transportation means within and around the High-Tech Zone to study reasonable options.

- Determine the water supply source, demand, location, and scale of key facilities, the water pipeline network; and the main technical parameters.

- Determine the power supply source, capacity, load demand, location, and scale of power plants and substations, power transmission corridors, and the main distribution network; and the main technical parameters. Ensure absolute safety for production, research, living activities, and public lighting.

- Determine the location and scale of wastewater treatment stations, solid waste treatment facilities, cemeteries; solutions and main drainage networks, reservoirs, and environmental protection measures. Rainwater and wastewater systems must be separated.

- Telecommunication infrastructure - Internet of the Hòa Lạc High-Tech Zone must be planned in a way that attracts investors.

- Assess environmental impacts and propose solutions to limit negative effects on the environment.

9. Components of the dossier

The dossier for adjusting the general planning for construction of the Hòa Lạc High-Tech Zone shall be implemented in accordance with Article 17 of Decree No. 08/2005/NĐ-CP dated January 24, 2005 of the Government.

10. Implementation organization

- Project management agency: Ministry of Science and Technology.

- Planning investor agency: Management Board of the Hòa Lạc High-Tech Zone.

- Dossier preparation agency: foreign consultants combined with domestic consultants having full capacity as stipulated by current regulations.

- Dossier review agency: Ministry of Construction.

- Approval authority: Prime Minister

- Time limit for approval: not exceeding 12 months from the date the planning task is approved.

Article 2.

1. Entrust the Ministry of Science and Technology to take the lead, in coordination with relevant ministries and sectors, to organize the preparation of the dossier for adjusting the general planning for construction of the Hòa Lạc High-Tech Zone.

2. Entrust the Management Board of the Hòa Lạc High-Tech Zone:

To prepare the state budget capital plan for the work of preparing the dossier for adjusting the general planning for construction of the Hòa Lạc High-Tech Zone and detailed planning dossiers for each functional zone, and submit them to the competent authority for approval.

Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

The Ministers of Science and Technology, Construction, Planning and Investment, Finance, Natural Resources and Environment, Defense; the Chairman of the People's Committee of Ha Tay Province; the Director of the Management Board of the Hòa Lạc High-Tech Zone, and related organizations are responsible for implementing this Decision./.
