THE MINISTER OF THE MINISTRY OF HOME AFFAIRS

Pursuant to the Law on Legislative Regulatory Documents issued on November 12, 1996 and the Law Amending and Supplementing Certain Articles of the Law on Legislative Regulatory Documents issued on December 16, 2002;

Pursuant to Decree No. 45/2003/ND-CP dated May 9, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

Pursuant to Decree No. 104/2004/ND-CP on the Official Gazette of the Socialist Republic of Vietnam;

Pursuant to Circular No. 04/2005/TT-VPCP dated March 21, 2005 guiding the implementation of Decree No. 104/2004/ND-CP dated March 23, 2004 of the Government on the Official Gazette of the Socialist Republic of Vietnam for Central Official Gazette activities;

Upon the proposal of the Director of the Civil Servant Training and Capacity Building Department and the Head of the Ministry's Office,

DECISION:

Article 1. To supplement Article 2 "Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette" after Article 1 of Decision No. 04/2006/QD-BNV dated January 25, 2006. The former Article 2 becomes Article 3.

Article 2. This Decision takes effect from the date of signature.

Article 3. The Heads of the Ministry's Office, Department Directors, and heads of subordinate units of the Ministry are responsible for implementing this Decision./.
