DIRECTIVE
ON THE STUDY AND CONSTRUCTION OF THE LIST AND STANDARDS FOR PROFESSIONAL QUALIFICATIONS OF STATE OFFICIAL POSITIONS
OFFICIAL GOVERNMENT POSITIONS AND CIVIL SERVICE POSITIONS
1. In order to have a basis for determining reasonable staffing levels, as well as for evaluating, selecting, and assigning cadres and civil servants, and to implement the principle of distribution according to labor, the Prime Minister decides to carry out the construction of a unified list and standards for professional qualifications of state official positions in state agencies, military units, and security organs.
This is a complex task requiring close coordination between sectors and localities under the concentrated guidance of the subcommittee on the study and construction of lists and standards for professional qualifications of state official positions (referred to as the subcommittee on lists and standards for professional qualifications), which was established by Decision No. 36-CP dated February 2, 1980 of the Council of Ministers.
2. Central sector management bodies shall be responsible, together with local management bodies, for constructing the list and standards for professional qualifications of state official positions throughout their sectors from staff members to heads of agencies at all levels.
3. The Government's subcommittee on lists and standards for professional qualifications needs to strengthen its staff, including personnel seconded from the Ministry of Labor and other ministries, to promote research, synthesis, professional guidance, and supervision of sectors and localities in carrying out this work properly. Sectors shall be responsible for nominating capable personnel to be seconded to work at the subcommittee's office until completion of the task.
4. Currently, many agencies have established specialized teams researching interrelated issues such as teams studying improvements in enterprise management, teams studying organizational perfection and improvements in working methods of state administrative machinery, teams on lists and standards for professional qualifications, etc. Sectors and localities need to arrange reasonably to coordinate work to avoid overlapping and repetitive research, and to allocate capable personnel to focus on the research and construction of lists and standards for professional qualifications of state official positions, serving as a foundation for conducting other organizational management tasks.
5. To ensure the application of the unified list and standards for professional qualifications of state official positions after issuance, the Ministry of Labor shall be responsible for coordinating with the Central Organizational Committee and related agencies to study and promptly submit to the Government appropriate regulations and policies.
Based on this Directive, comrades Ministers, heads of ministerial-level agencies, agencies directly under the Council of Ministers, and chairpersons of provincial, municipal, and central city People's Committees shall immediately carry out necessary actions according to the guidance of the subcommittee on lists and standards for professional qualifications. In the short term, specific plans must be made to ensure the completion of the construction of the list of positions, while also making plans for research and completion of the construction of standards for professional qualifications of state official positions within the shortest possible time.
