DECISION OF THE PRIME MINISTER
Regarding the approval of the adjustment of the Master Plan for the construction of Thai Nguyen City, Thai Nguyen Province until 2020
to build the city of Thái Nguyên in Thái Nguyên province until 2020
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Construction Law dated November 26, 2003 and Decree No. 08/2005/NĐ-CP dated January 24, 2005 of the Government on planning for construction;
Considering the proposal of the Minister of Construction (Proposal No. 58/TTr-BXD dated September 21, 2005) and that of the Chairman of the People's Committee of Thai Nguyen Province (Proposal No. 24/TTr-XDCB dated October 5, 2005 and Circular No. 1140 dated October 21, 2005) regarding the approval of the adjustment of the Master Plan for the construction of Thai Nguyen City, Thai Nguyen Province until 2020,
DECISION:
Article 1. Approve the adjustment of the Master Plan for the construction of Thai Nguyen City, Thai Nguyen Province with the main contents as follows:
1. Scope of Planning Study
The scope of study covers 18,707 hectares, including 17,707 hectares of current natural land area of the city and 1,000 hectares north of the Ca River belonging to Cao Ngan and Dong Bam communes, Dong Hỷ district; the boundaries of the study are defined as follows:
- North bordering Dai Tu, Phu Luong, and Dong Hỷ districts;
- South bordering Song Cong town;
- West bordering Dai Tu district;
- East bordering Phu Binh district.
The scope of planning: 6,080.23 hectares comprising the current urban land and 1,000 hectares north of the Ca River belonging to Cao Ngan and Dong Bam communes, Dong Hỷ district.
2. Nature:
Thai Nguyen City is the political, economic, cultural, educational, scientific and technological, health, tourism, and service center of Thai Nguyen Province and the midland mountainous region of Northern Vietnam; it is one of the national industrial and education training centers. It is an important transportation hub connecting northern mountainous provinces with the Red River Delta provinces; it has a significant position concerning national security and defense.
3. Population Scale
- By 2010: the total population of the city is approximately 480,000 people, of which the urban area has 350,000 people and the suburban area has 130,000 people.
- By 2020: the total population of the city is approximately 600,000 people, of which the urban area has 450,000 people and the suburban area has 150,000 people.
4. Land Construction Scale
-By 2010: the area of urban construction land is approximately 5,372 hectares, averaging 160 m²/person, of which residential land is approximately 4,070 hectares, averaging 123 m²/person.
- By 2020: the area of urban construction land is approximately 6,850 hectares, averaging 157 m²/person, of which residential land is approximately 5,070 hectares, averaging 118 m²/person.
5. Orientation for Urban Spatial Development and Architectural Landscape
a) Urban Development Direction
- North: develop a concentrated industrial zone to relocate some scattered factories and enterprises within the urban area.
- West: develop a regional-level park for physical exercise and sports up to Thinh Dan ward.
- East: expand towards Cao Ngan and Dong Bam communes mainly exploiting scenic views, limiting concentrated construction to ensure flood drainage of the Ca River; exploit the scenic views along both sides of the Ca River from Quan Trieu Bridge to Oanh Wharf.
- South: develop up to all of Lang Son commune, build new residential areas combined with upgrading existing ones, reserve land in the eastern part of Lang Son commune adjacent to the Ca River for building an eco-tourism area.
b) Functional Zones
- Residential Areas: including the northern residential area and the southern residential area of the city:
+ The northern residential area of the city includes: residential area number 1 (wards Tan Long, Quan Trieu, Quang Vinh; the new urban area in Thinh Dan ward and Dong Bam and Cao Ngan communes under Dong Hỷ district) with an area of about 900 hectares and a population of about 119,000 people; residential area number 2 (wards Tuc Duyen, Trung Vuong, Hoang Van Thu, Dong Quang, Quang Trung, Phan Dinh Phung, Gia Sang) with an area of about 610 hectares and a population of about 91,000 people; residential area number 3 (wards Tan Thinh, Tan Lap and Thinh Dan) with an area of about 600 hectares and a population of about 90,000 people.
+ The southern residential area of the city includes: residential area number 4 (wards Phu Xa, Trung Thanh, Tan Thanh) planned for renovation of old residential areas and construction of new residential areas with an area of about 650 hectares and a population of about 78,000 people; residential area number 5 (wards Cam Gia, Huong Son), planned for renovation of old residential areas with an area of about 600 hectares and a population of about 72,000 people.
- Industrial Areas (700 hectares) include five main clusters:
+ Industrial cluster number 1 (about 100 hectares): located in the northwest of the city, in Tan Long ward.
+ Industrial cluster number 2 (about 60 hectares): consisting of existing industrial zones in the north; retain non-hazardous and non-environmentally polluting facilities scattered in Quang Vinh, Phan Dinh Phung wards and the Cao Ngan power plant; environmentally polluting enterprises will be relocated to Industrial Cluster number 1.
+ Industrial cluster number 3 (about 290 hectares): consisting of southern industrial zones including the integrated steel works of Thai Nguyen Steel Joint Stock Company and other enterprises.
+ Industrial cluster number 4 (150 hectares): a concentrated industrial zone in Tan Lap ward, including machinery and electronics manufacturing and mineral processing enterprises.
+ Industrial cluster number 5 (100 hectares): a concentrated industrial zone in Thinh Dan ward, including high-tech industries.
- Commercial and public service areas (about 225 hectares) mainly concentrated along two axes:
+ The northern commercial and service axis is a city and regional-level service center, extending from the Museum along Hoang Van Thu Street and Quang Trung Street to Ho Nui Coc Lake.
+ The southern commercial and service axis is a city-level service center extending along August Revolution Street - Vo Ngua Street - Luu Nhan Tru Street.
+ The system of markets retains their current positions, organized for renovation and expansion according to the requirements of each area.
- Land for universities, vocational schools, healthcare, education, and tourism (about 360 hectares) includes:
+ Thai Nguyen University with an area of 314.5 hectares in Quang Trung ward, Thinh Dan commune, Phuc Ha commune, already approved detailed planning and 45.50 hectares for medical universities, industrial university, and technical school retained by the Prime Minister's approval.
+ Other vocational schools not belonging to Thai Nguyen University include 13 schools (106.60 hectares) retaining their current locations, upgraded and expanded when necessary, suitable to the scale of each school.
- Health system: maintain the current positions of regional and provincial health centers (Thai Nguyen Central General Hospital and other hospitals).
- Tourist areas: prioritize the development and exploitation of tourism and leisure services around Lake Nui Coc.
- Green spaces for sports and recreation:
+ A central park area for sports and recreation at the regional level (100 hectares) located in Thinh Dan and Tan Thinh wards, south of the road leading to Lake Nui Coc.
+ A city-level central park area for sports and recreation (215 hectares) including: the northern part located in the city center and the southern part located north of Luu Nhan Tru Road.
+ Isolation green space: mainly planting trees to reduce smoke and noise around the steel industry zone in Phuc Xa ward and industrial clusters number 1 and 2.
+ Additionally, organize green spaces along both sides of the Ca River from Tan Long ward to Lang Son commune.
- National defense land (approximately 61 hectares): relocate part of warehouses and workshops with fire and explosion risks near residential areas out of the inner city to ensure urban safety.
c) Orientation for the development of urban architectural landscape
- Minimize changes to natural terrain to create the architectural identity of the midland region, exploiting the beautiful scenery on both banks of the Ca River.
- In central urban areas, construct high-rise buildings to create architectural space, save construction land, and increase population density.
- In areas far from the center, build low-rise structures, mainly garden houses to ensure natural landscapes, suitable for hilly terrain.
- Increase isolation greenery around the Thai Nguyen Steel Industry Zone.
6. Orientation for the planning and development of technical infrastructure systems:
a) Transportation
- External transportation
+ Upgrade and improve the existing National Highway 3; upgrade sections of National Highway 3 in the north and south to meet the standard of Class II roads in midlands and mountainous regions.
+ Implement the bypass route of National Highway 3 through Thai Nguyen City towards the west according to the approved project. Construct the section of National Highway 1B at the northern gateway of the city to meet the standard of Class III roads in midlands and mountainous regions with four lanes.
+ Build new routes from the steel industry zone to Song Cong town; from Thai Nguyen University to Lake Nui Coc; and the external route of the city towards the northeast.
+ Renovate and construct new routes from the city center to Lake Nui Coc (extending Hoang Van Thu Street); and from the city center to Song Cong town.
+ The long-distance bus station will be located in the industrial cluster area of Tan Lap ward.
- Urban transportation
Basically maintain the structure of the road network as approved in the Master Plan in 1996.
b) Power supply
- Total power consumption of the city by 2020 is approximately 255.4 MW, first phase (2010) approximately 137 MW.
- Power sources:
+ Construction of the Cao Ngan thermal power plant with a capacity of 100 MW is underway.
+ The national power grid passes through the main substation at Cao Ngan with a current capacity of 1 x 125 MVA, future capacity of 2 x 125 MVA.
- High voltage transmission lines: follow the 220 KV line from the 220/110/22 KV Bac Giang substation to Cao Ngan.
c) Water supply:
- Total water demand for the entire city by 2020 is approximately 137,000 m³/day, first phase (2010) approximately 82,000 m³/day.3+ Surface water: taken from Lake Nui Coc to supply the Tich Luong water treatment plant with a capacity of 127,000 m³/day.3+ Groundwater: supplied to the Tuc Duyen water treatment plant with a capacity of 10,000 m³/day.
- Water sources:
- Pipeline network: designed with 53 closed loops to ensure the safety and efficiency of the system based on the existing network.3+ Groundwater: supplied to the Tuc Duyen water treatment plant with a capacity of 10,000 m³/day.
d) Land leveling3+ Groundwater: supplied to the Tuc Duyen water treatment plant with a capacity of 10,000 m³/day.
- Mainly retain natural topography, only excavating and filling when necessary to create a flat surface for construction.
- Control building height: in the northern area, the building height for residential zones exceeds 27.6 meters and for industrial zones exceeds 28.7 meters; in the southern area, the building height for residential zones exceeds 26.5 meters and for industrial zones exceeds 27.6 meters.
- When there is a complete embankment system, the building height control exceeds 25.0 meters.
e) Wastewater and environmental sanitation
- Volume of wastewater to be collected and treated by 2020 is approximately 103,000 m³/day, first phase (2010) approximately 71,000 m³/day.
- Waste management: solid waste is collected and treated by landfilling in the area belonging to Tan Cuong commune, covering an area of 30 hectares.
- Cemeteries:3+ Cemetery in Tich Luong commune (current area 30 hectares, expanded by 27 hectares) serving the entire city until 2020. The Lim Slope cemetery will only be used until 2010, after which it will be planted with trees due to non-compliance with sanitary distance requirements.3+ Groundwater: supplied to the Tuc Duyen water treatment plant with a capacity of 10,000 m³/day.
+ Dispersed cemeteries will be relocated to centralized cemeteries of the city.
7. Initial construction planning
- Renovate and upgrade existing residential areas, build some new urban areas.
- Construct, renovate, and upgrade roads: Hoang Van Thu Road, Quang Trung Road, the road to Lake Nui Coc, National Highway 3 in the north and south, the external route from Gia Bai Bridge through Dong Bam to Lang Son, two external routes in the southern urban area.
- Construct passenger and inter-provincial freight bus stations, major traffic intersections.
- Renovate railway corridors through the city; fully upgrade the central passenger station and cargo station.
- Construct key projects, public service and commercial centers, markets, sports areas, parks, etc...
Thai Nguyen Provincial People's Committee:
- Approve the design adjustment file for the Master Plan of Thai Nguyen City until 2020.
- Organize the implementation of the Plan according to the provisions of the law and publish it for community supervision and inspection.
Article 2. - Issue regulations on the management of the Master Plan for the construction of Thai Nguyen City until 2020.
- Coordinate with relevant ministries and sectors to organize the preparation, examination, and approval of detailed plans, specialized construction plans, and implement investment and construction projects for urban development according to the provisions of the law.
The Chairman of the Thai Nguyen Provincial People's Committee, the Minister of Construction, and the Ministers, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, and related organizations are responsible for implementing this Decision.
- Issuing regulations on the management of the Master Plan for the construction of the city of Thái Nguyên until 2020.
- Coordinating with relevant ministries and sectors to organize the preparation, examination, and approval of detailed plans, specialized construction planning, and implementation of urban development investment projects in accordance with the law.
Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Chairman of the People's Committee of Thái Nguyên province, the Minister of Construction, and the Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and related organizations are responsible for implementing this Decision.
