DIRECTIVE OF THE PRIME MINISTER
Regarding the summary of the implementation of salary policies and social allowances

The salary system and social allowances have been implemented according to the State salary policy reform project approved by the National Assembly, session 9 and session 10 of the eighth term, which has largely monetized indirect distributions outside of salaries from the State budget for workers, addressing an important aspect of the previous salary system's egalitarianism, creating conditions for recruitment, appointment, and promotion of officials and civil servants in each sector and field. However, after more than six years of implementation, the salary system and social allowances still have many shortcomings: actual salaries have decreased, failing to meet essential needs; there is no appropriate salary mechanism for the public service sector (public services) and social welfare recipients; the design of salaries still contains unreasonable elements.
To accurately assess the current status of salaries and social allowances and provide a basis for further research on salary policy reforms in accordance with the spirit of the Seventh Plenary Session of the Central Committee (Term VIII), the Prime Minister requests Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial People's Committees under the central government to direct the implementation of the following tasks:
I. Conduct a summary and evaluation of the implementation of salary and social allowance policies from 1993 to the present based on the following contents:
1. On the objectives of the summary:
Analyze the strengths and weaknesses of the salary and social allowance systems in relation to other economic and social policies; propose amendments and supplements to the salary and social allowance policies for the coming years.
2. On the content of the summary:
a) Evaluate the implementation of requirements and principles stated in Directive No. 22/CT-TW dated May 15, 1993 of the Party Central Committee's Secretariat on directing the implementation of the new salary system and Directive No. 239/TTg dated May 23, 1993 of the Prime Minister on implementing the new salary system; the principles stipulated in Article 8 of Decision No. 69/QĐ-TW dated May 17, 1993 of the Party Central Committee's Secretariat temporarily regulating the new salary system for cadres and employees of Party and mass organizations; Article 10 of Decree No. 25/CP dated May 23, 1993; Article 8 of Decree No. 26/CP dated May 23, 1993 of the Government.
b) Summarize and evaluate guiding documents issued by competent state agencies regarding the implementation of the salary and social allowance systems at the central and local levels.
c) Analyze and evaluate the content of the salary and social allowance systems implemented since April 1, 1993, including the following aspects:
Setting minimum wage levels between those receiving salaries from the state budget and workers in state-owned enterprises, private enterprises, foreign-invested enterprises, and foreign organizations and international organizations in Vietnam.
Salary scales, grades, coefficients, salary relationships for elected officials, administrative and public service staff, judicial and prosecution staff, party and mass organization staff, enterprise employees, and military personnel.
Common salary supplements and special supplements and allowances applied to certain industries and professions.
Management of salaries and income for those receiving salaries from the state budget (staff quotas, salary funds, grade promotions, additional income outside of salaries); for state-owned enterprises (labor norms, unit prices, mid-shift meals, in-kind allowances, bonus and welfare fund usage); for private enterprises and foreign-invested enterprises.
Analyze and evaluate the following systems in relation to the salary system for cadres and civil servants: subsistence allowances for non-commissioned officers and soldiers, food provisions for military forces; subsistence allowances for village, ward, and town cadres; social insurance; social allowances for war veterans.
3. Evaluate the relationship between the implementation of salary and social allowance policies and other policies: employment resolution; financial investment in infrastructure, prices, currency; housing, education, healthcare; administrative reform and organizational structure within the political system.
4. Implementation plan for the summary:
Ministries, ministerial-level agencies, government-affiliated agencies, and provincial People's Committees under the central government must complete and submit reports to the Government's Organization and Cadre Department, the permanent office of the State Salary Steering Committee, no later than the end of December 1999.
The Government's Organization and Cadre Department will coordinate with the Central Organization Department and central agencies of mass organizations to conduct summaries according to the above contents for Party and mass organizations.
The Government's Organization and Cadre Department will lead and coordinate with the Ministry of Finance and the Ministry of Labor, Invalids, and Social Affairs to compile and report to the Prime Minister in the first quarter of 2000.
II. Implement regular reporting on salaries and income.
To study and adjust the salary and social allowance systems, the Prime Minister requests that agencies and units listed in the attached directive be responsible for regularly reporting every six months and annually on the implementation of salaries and income, specifically as follows:
1. Ministers, Heads of ministerial-level agencies, and Heads of government-affiliated agencies direct subordinate units listed in the attached directive to prepare reports according to the guidance of relevant agencies:
a) Administrative and public service units prepare reports to send to the Government's Organization and Cadre Department;
b) State-owned enterprises prepare reports to send to the Ministry of Labor, Invalids, and Social Affairs.
2. Chairmen of the People's Committees of Hanoi City, Haiphong City, Ho Chi Minh City, Da Nang City, and Dong Nai Province shall select three foreign-invested enterprises and three private enterprises in their respective areas, and regularly prepare reports to send to the Ministry of Labor, Invalids, and Social Affairs.
The figures for the six-month report shall be based on actual figures up to June 30 each year and must be reported no later than July 31 of that year; the figures for the annual report shall be based on actual figures up to December 31 each year and must be reported no later than the end of the first quarter of the following year.
3.The Government's Organization and Cadre Management Department shall take the lead, in coordination with the Ministry of Labor, Invalids and Social Affairs and the Ministry of Finance, to be responsible for guiding the model of reports on salaries and income; conducting the consolidation, analysis of data, and proposing recommendations for resolution, and reporting to the Prime Minister semi-annually at the end of the third quarter and annually at the beginning of the second quarter of the following year.
The Ministers, Heads of Ministries equivalent to ministries, Heads of government agencies, Chairpersons of provincial People's Committees directly under the central government are responsible for organizing and directing the implementation of this Directive, including the reporting on the implementation of salaries and income of units in 1999.
