THE MINISTER OF POST AND TELECOMMUNICATIONS

Considering the proposal of the Head of the Cadre and Civil Service Department,

On the basis of Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;

At the proposal of the Director of the Organization and Cadre Department and the Director of the Vietnam Internet Center.

Pursuant to …;

Article 1. The Vietnam Internet Center is a unit under the Ministry of Posts and Telecommunications responsible for managing, allocating, supervising, and promoting the use of Internet resource names, addresses, and network identifiers (collectively referred to as Internet resources) in Vietnam; providing guidance information and statistics on Internet networks; participating in international activities related to the Internet.

Article 2. The Vietnam Internet Center has the following tasks and powers:

1. Planning, managing, and allocating Internet Protocol (IP) addresses and Autonomous System Numbers (ASNs) at the national level.

2. Managing and allocating domain names for national-level Internet activities including second-level domains under .vn and third-level domains under common second-level domains.

3. Planning, investing in building technical infrastructure, technology, and human resources to develop the Vietnam Internet Center in accordance with practical requirements.

4. Establishing, operating, and maintaining the national domain name system (DNS) server .vn. Participating in exploiting new technologies related to Internet resources, DNS technology, and IP protocols and Internet Certificate Authority systems.

5. Inspecting and monitoring the use of allocated IP addresses, network identifiers, and domain names by organizations and individuals participating in Internet activities.

6. Researching, proposing, and participating with affiliated units under the Ministry to draft regulatory documents concerning state management over the exploitation, use of Internet services, and quality control across the country.

7. Participating in state management over the activities of associations and non-governmental organizations in the field of the Internet.

8. Representing Vietnam officially in Internet-related activities of international Internet organizations concerning network Internet resources and IP technology.

9. Having the right to request organizations and individuals engaged in Internet activities to provide relevant information and statistical data on Internet operations. Implementing statistical reports on the development of the Internet domestically.

10. Being entitled to collect fees and charges for activities according to the functions, tasks, and powers of the Center and as stipulated by law.

11. Participating in training and professional development as prescribed by the Ministry of Posts and Telecommunications.

12. Cooperating and collaborating with international organizations to operate backup systems for the national domain .vn, registering and maintaining Vietnamese Internet resources, promoting internationally about Vietnam's Internet, and developing the use of the .vn domain.

13. Providing services related to Internet resources, IP technology, and participating in related activities to generate additional revenue to expand the scope and scale of operations in accordance with the functions, tasks, and powers of the Center and as prescribed by law, ensuring the preservation and development of assigned resources.

14. Being assigned personnel quotas and funds by the Ministry of Posts and Telecommunications to carry out activities of self-financing public service units pursuant to Decree No. 10/2002/NĐ-CP dated January 16, 2002, of the Government.

15. Managing the organization, civil servants, employees, and assets of the Vietnam Internet Center in accordance with the law and the delegation of the Minister.

16. Perform other tasks assigned by the Minister.

Article 3. The Vietnam Internet Center is headed by a Director, assisted by Deputy Directors and supporting staff.

The Director is responsible to the Minister for the results of performing the functions, tasks, and powers set forth in Article 1 and Article 2 of this Decision.

The Deputy Director assists the Director and is responsible before the Director for the assigned tasks.

Article 4. The organizational structure of the Vietnam Internet Center includes:

1. Human Resources and Administrative Affairs Department.

2. Internet Resource Management Department.

3. Technical Operations Department.

4. Economic Statistics Department.

5. Accounting and Finance Department.

6. DNS Regional Station 1.

7. DNS Regional Station 2.

8. DNS Regional Station 3.

The staffing of civil servants of the Center shall be established by the Director of the Center and submitted to the Minister for decision.

The functions, tasks, powers, and relationships between Departments and Stations under the Center shall be decided by the Director of the Center.

Article 5. The Vietnam Internet Center is a self-financing public service entity with legal personality, its own seal and separate bank account as prescribed by law, with headquarters located in Hanoi City.

Article 6. The Head of the Office, Heads of the Cadre and Personnel Department, the Finance and Planning Department, Heads of agencies and units under the Ministry of Posts and Telecommunications, the General Director of the
