Joint Circular No. 28/2003/TTLT-BTC-BGD&DT stipulates the collection and use of examination fees, admission fees (enrollment fees), and educational institutions under the national education system.

JOINT CIRCULAR OF THE MINISTRY OF FINANCE AND THE MINISTRY OF EDUCATION AND TRAINING NO. 69/2005/TTLT-BTC-BGD&DT OF AUGUST 29, 2005 AMENDING AND COMPLEMENTING JOINT CIRCULAR NO. 28/2003/TTLT/BTC-BGD&DT OF APRIL 4, 2003 OF THE JOINT MINISTRIES OF FINANCE AND EDUCATION AND TRAINING ON THE REGIME OF COLLECTION AND USE OF APPLICATION FEES FOR ENTRANCE EXAMINATIONS AND SELECTIONS (ENROLLMENT FEES) TO EDUCATIONAL AND TRAINING INSTITUTIONS UNDER THE NATIONAL EDUCATION SYSTEM

Pursuant to the Education Law and Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to the Ordinance on Fees and Charges dated August 28, 2001 and Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges,
The Joint Ministries of Finance and Education and Training have issued Joint Circular No. 28/2003/TTLT/BTC-BGD&DT dated April 4, 2003, regulating the regime of collection and use of application fees for entrance examinations and selections (enrollment fees) to educational and training institutions under the national education system, and Joint Circular No. 71/2004/TTLT/BTC-BGD&DT dated July 14, 2004, amending and supplementing Joint Circular No. 28/2003/TTLT/BTC-BGD&DT mentioned above; now the Ministries of Finance and Education and Training amend and supplement Joint Circular No. 28/2003/TTLT/BTC-BGD&DT mentioned above as follows:

1. Replace Point b.1, Clause 2.1, Section II with new Point b.1 as follows:

"b.1. Candidates eligible for admission or direct admission to universities and colleges: 15,000 (fifteen thousand) dong per candidate/application. For candidates eligible for admission and direct admission to vocational high schools that do not organize entrance exams: 30,000 (thirty thousand) dong per candidate/application (this does not apply to vocational high schools that organize entrance exams)."

2. Amend Point a, Clause 1, Section III as follows:

"a) The entire amount of application fees for registration for entrance exams to universities, colleges, and vocational high schools; application fees for admission or direct admission to vocational high schools collected directly by Departments of Education and Training shall be distributed as follows:..."

3. Replace Point b, Clause 1, Section III with new Point b as follows:

"b) The entire amount of application fees for registration for entrance exams to universities, colleges, and vocational high schools; application fees for admission or direct admission to vocational high schools collected directly by educational and training institutions must remit 4,000 (four thousand) dong per application/candidate to the Ministry of Education and Training to supplement funds for the implementation of the enrollment process and other related activities of the Ministry; the remaining amount shall be used for the enrollment process at the educational and training institution."

4. Replace Point c, Clause 1, Section III with new Point c as follows:

"c) The entire amount of examination and admission fees remaining outside the provisions of Points a and b mentioned above, collected directly by educational and training institutions, shall be used according to regulations."

5. This Circular takes effect fifteen days from the date of publication in the Official Gazette. Other contents not amended or supplemented in this Circular shall continue to be implemented according to current regulations.

During the implementation period, if there are any difficulties, please report them to the Joint Ministries of Finance and Education and Training for research and resolution.
