DECISION OF THE PRIME MINISTER
Amending and supplementing certain articles of Decision
No. 127/2001/QĐ-TTg dated August 27, 2001 on the establishment
of the Steering Committee for Combating Smuggling, Counterfeit Goods, and Commercial Fraud
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 189/2007/NĐ-CP dated December 27, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Considering the proposal of the Minister of Industry and Trade,
DECISION:
Article 1. Amending and supplementing certain articles of Decision No. 127/2001/QĐ-TTg dated August 27, 2001 on the establishment of the Steering Committee for Combating Smuggling, Counterfeit Goods, and Commercial Fraud as follows:
Article 1 is amended and supplemented as follows:
"Article 1. The Steering Committee for Combating Smuggling, Counterfeit Goods, and Commercial Fraud shall be established with the Minister of Industry and Trade serving as Chairman, and a Vice Minister of Industry and Trade responsible for anti-smuggling, counterfeit goods, and commercial fraud activities serving as Deputy Chairman.
Members include a Vice Minister from each of the following Ministries: Public Security, National Defense, Finance, Science and Technology, Agriculture and Rural Development, Health, Culture, Sports and Tourism, Information and Communications, and a Deputy Director of the Government Office.
Members of the Committee shall work on a part-time basis.
The Committee shall use the seal of the Ministry of Industry and Trade. The Chairman shall coordinate with members to issue the operational regulations of the Committee and the tasks of its permanent office."
Article 2 is supplemented as follows:
"5. Organizing forms of competition and rewards within their authority; proposing to the Prime Minister to reward outstanding achievements of units and individuals in the field of combating smuggling, counterfeit goods, and commercial fraud according to the provisions of the law.
3. Article 3 is amended and supplemented as follows:
"Article 3. Permanent office and operating expenses of the Steering Committee.
The Market Management Department under the Ministry of Industry and Trade shall serve as the permanent office of the Steering Committee, responsible for ensuring the conditions for the operation of the Steering Committee, utilizing its own staff together with some officials and civil servants from participating ministries working on a part-time basis to organize the implementation of the tasks of the Steering Committee.
The operating expenses of the Steering Committee shall be guaranteed by the state budget and allocated within the regular operating budget of the Market Management Department".
4. Article 4 is amended as follows: Replace "Ministry of Trade" with "Ministry of Industry and Trade".
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial People's Committees under central cities, Chairman and members of the Steering Committee for Combating Smuggling, Counterfeit Goods, and Commercial Fraud are responsible for implementing this Decision.
