Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and Ministerial-Level Agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to the results of the review on October 22, 23, and 24, 2009 by the Advisory Council for the Development of the Framework Curriculum for Higher Education in the Cultural - Artistic - Information Sector;
At the proposal of the Director of the Department of Higher Education,
The Minister of Education and Training decides:
Article 1. This Circular issues the Framework Curriculum for Higher Education in the Cultural - Artistic - Information Sector at Bachelor's and Associate Degree Levels, including 20 framework curricula for the following fields:
I. Bachelor's Degree Level: including 11 framework curricula for 11 fields:
1. Musicology.
2. Music Conducting.
3. Stage Directing.
4. Screenplay Writing for Film and Television.
5. Stage Playwriting.
6. Dramatic Performance.
7. Film and Television Criticism.
8. Set and Costume Design for Theater and Film.
9. Graphic Design.
10. Ethnic Minority Cultures of Vietnam.
11. Cultural Management.
II. Associate Degree Level: including 9 framework curricula for 9 fields:
1. Vocal Performance.
2. Traditional Instrument Performance.
3. Painting.
4. Sculpture.
5. Graphic Design.
6. Multimedia Communication.
7. Cultural Management.
8. Library Science.
9. Museum Studies.
Article 2. This Circular takes effect from December 16, 2010. The framework curricula attached to this Circular shall be used in universities, academies, and colleges assigned the task of training these fields at Bachelor's and Associate Degree levels.
Article 3. Based on the framework curricula prescribed in this Circular, the Rectors of universities and academies, and the Principals of colleges shall organize the development of specific curricula for their institutions; compile and approve textbooks for courses based on the review by the Textbook Review Board established by the Rector or Principal.
Article 4. The Director of the Office, the Head of the Department of Higher Education, Heads of relevant units under the Ministry of Education and Training, Rectors of universities and academies, and Principals of colleges are responsible for implementing this Circular./.
