CIRCULAR
ISSUING THE LIST OF MACHINERY AND EQUIPMENT ELIGIBLE FOR SUPPORT POLICIES TO REDUCE POST-HARVEST LOSSES FOR AGRICULTURAL AND FISHERY PRODUCTS
Decree No. 01/2008/NĐ-CP dated January 3, 2008, which stipulates the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; Decree No. 75/2009/NĐ-CP dated September 10, 2009, amending Article 3 of Decree No. 01/2008/NĐ-CP dated January 3, 2008;
Pursuant to Decision No. Decision No. 63/2010/QĐ-TTg dated October 15, 2010 of the Prime Minister on support policies to reduce post-harvest losses for agricultural and fishery products (hereinafter referred to as Decision No. 63/2010/QĐ-TTg); Decision No. 65/2011/QĐ-TTg dated December 2, 2011 of the Prime Minister amending and supplementing certain articles of Decision No. Decision No. 63/2010/QĐ-TTg (hereinafter referred to as Decision No. 65/2011/QĐ-TTg);
At the proposal of the Director, the Processing and Marketing Department of Forestry, Aquaculture and Salt Industry;
The Minister of Agriculture and Rural Development hereby issues the list of machinery and equipment eligible for support policies to reduce post-harvest losses for agricultural and fishery products according to Decision No. Decision No. 63/2010/QĐ-TTg and Decision No. 65/2011/QĐ-TTg of the Prime Minister as follows:
Article 1. Attached to this Circular is the List of machinery and equipment eligible for the policies prescribed in Article 1 and Article 2 of Decision No. 63/2010/QĐ-TTg and at Clause 1, Clause 2, Article 1 of Decision No. 65/2011/QĐ-TTg on support policies to reduce post-harvest losses for agricultural and fishery products.
Article 2. Organizations and individuals manufacturing machinery and equipment listed in this Circular shall self-determine the value of domestically produced goods and register with the Ministry of Agriculture and Rural Development for review and announcement. Investment projects for machinery and factories to manufacture agricultural machinery under Decision No. 65/2011/QĐ-TTg must be reviewed for technical conditions and feasibility by the Ministry of Agriculture and Rural Development.
Article 3. People's Committees of provinces and centrally governed cities shall direct the Departments of Agriculture and Rural Development to take the lead and coordinate with relevant departments to implement this Circular at their localities; the Processing and Marketing Department of Forestry, Aquaculture and Salt Industry shall be responsible for urging implementation, compiling reports, and periodically reporting to the Minister.
Article 4. Effective Date:
1. This Circular takes effect from August 1, 2012, and replaces Circular No. 62/2010/TT-BNNPTNT dated October 28, 2010 of the Ministry of Agriculture and Rural Development on the list of machinery and equipment eligible for support policies under Decision No. 63/2010/QĐ-TTg dated October 15, 2010 of the Prime Minister on support policies to reduce post-harvest losses for agricultural and fishery products;
2. In the course of implementation, if there are difficulties or obstacles, agencies, organizations, and individuals are requested to report to the Ministry of Agriculture and Rural Development for further study and adjustment./.
