CIRCULAR
REGULATING GRADUATION CERTIFICATES FOR INTERNATIONAL STUDENTS
Pursuant to the Law on Legislative Documents of 2008;
Pursuant to Decision No. 257/2006/QĐ-TTg dated November 9, 2006 of the Prime Minister promulgating regulations on frequency band allocation for economic and social purposes, national defense, and security;
BASED ON THE DECREE NO. 75/2006/NĐ-CP OF AUGUST 2, 2006 ISSUED BY THE GOVERNMENT PROVIDING DETAILED PROVISIONS AND GUIDELINES FOR IMPLEMENTATION OF CERTAIN ARTICLES OF THE EDUCATION LAW;
CONSIDERING the proposal of the General Staff;
THE MINISTER OF NATIONAL DEFENSE ADOPTS THIS CIRCULAR REGULATING THE FORM OF GRADUATION CERTIFICATE FOR INTERNATIONAL STUDENTS.
ARTICLE 1. REGULATING THE FORM OF GRADUATION CERTIFICATE FOR INTERNATIONAL STUDENTS ENROLLED IN SHORT-TERM TRAINING PROGRAMS. (ATTACHED AS AN ANNEX IS THE FORMAT FOR RECORDING CONTENT ON THE GRADUATION CERTIFICATE FOR INTERNATIONAL STUDENTS).
THE GRADUATION CERTIFICATE CONSISTS OF FOUR (4) PAGES, EACH PAGE MEASURING 21 CM X 14.5 CM. PAGES 1 AND 4 HAVE A BROWN RED BACKGROUND; PAGE 1 FEATURES THE NATIONAL EMBLEM WITH LETTERING IN GOLD COLOR; PAGES 2 AND 3 HAVE A LIGHT YELLOW BACKGROUND, BORDER PATTERN IN ORANGE, TEXT OF THE CERTIFICATE IN VIETNAMESE AND ENGLISH IN RED COLOR, OTHER LETTERING IN BLACK; THE IMAGE OF THE DRUM IS IMPRESSED IN THE CENTER OF PAGE 2, THE IMAGE OF THE KUE VAN CAVE IS IMPRESSED IN THE CENTER OF PAGE 3.
ARTICLE 2. THIS CIRCULAR SHALL TAKE EFFECT FROM MAY 12, 2012.
ARTICLE 3. THE CHIEF OF THE GENERAL STAFF, HEADS OF THE SERVICES AND DEPARTMENTS, AND INDIVIDUALS CONCERNED ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR.
