The Minister of Transport hereby promulgates this Circular amending and supplementing certain articles of Circular No. 01/2010/TT-BGTVT dated January 11, 2010, issued by the Minister of Transport on flood, storm prevention, aftermath mitigation; emergency response to accidents, natural disasters, and rescue operations in railway activities.
Article 1. Amending and supplementing certain articles of Circular No. 01/2010/TT-BGTVT dated January 11, 2010, issued by the Minister of Transport on flood, storm prevention, aftermath mitigation; emergency response to accidents, natural disasters, and rescue operations in railway activities.
1. Article 8 shall be amended and supplemented as follows:
“Article 8. Regional Command for Flood, Storm Prevention; Emergency Response to Accidents, Natural Disasters, and Rescue Operations
1. The Regional Command for Flood, Storm Prevention; Emergency Response to Accidents, Natural Disasters, and Rescue Operations (hereinafter referred to as the Regional Command) shall be established by the General Director of the Vietnam Railway Corporation according to regions, including representatives from units responsible for managing and maintaining railway infrastructure; transport units; independent economic accounting units under the Vietnam Railway Corporation.
2. The Regional Command shall be guided in business operations and directed by the Command of the Vietnam Railway Corporation to ensure the implementation of flood, storm prevention; aftermath mitigation; emergency response to accidents, natural disasters, and rescue operations within the management area.
2. Article 10 is amended and supplemented as follows:
"Article 10. Basic-level Command for Flood, Storm Prevention; Emergency Response to Accidents, Natural Disasters, and Rescue Operations
The Basic-level Command for Flood, Storm Prevention; Emergency Response to Accidents, Natural Disasters, and Rescue Operations (hereinafter referred to as the Basic-level Command) shall be established by the Heads of units responsible for managing and maintaining railway infrastructure, railway transport companies, and independent economic accounting units under the Vietnam Railway Corporation; they shall be guided in business operations and directed by the Command of the Vietnam Railway Corporation and the Regional Command."
3. Article 12 is amended and supplemented as follows:
"Article 12. Emergency Teams for Flood, Storm Prevention; Emergency Response to Accidents, Natural Disasters, and Rescue Operations
In critical areas, the Heads of units responsible for managing and maintaining railway infrastructure, subordinate units of railway transport companies, and independent economic accounting units under the Vietnam Railway Corporation shall establish emergency teams for flood, storm prevention; emergency response to accidents, natural disasters, and rescue operations to provide timely assistance when floods, storms, accidents, or natural disasters occur."
4. Clause 1 of Article 22 is amended and supplemented as follows:
"1. Duty hours: from May 5 to December 31 each year, specifically:
a) On days without floods, storms, accidents, or natural disasters: duty during regular working hours;
b) On days with tropical depression, heavy rain (level 01 and above), floods, or storms: two shifts, including weekends and holidays:
Morning shift from 7:30 AM to 4:30 PM;
Night shift from 4:30 PM to 7:30 AM the following day."
5. Article 23 is amended and supplemented as follows:
“Article 23. Organization for handling floods, storms, accidents, and natural disasters
When floods, storms, accidents, or natural disasters occur, the Flood and Storm Prevention and Control Command, Emergency Response to Accidents and Natural Disasters, and Rescue Units at all levels in railway operations must proactively implement according to the prepared plan and select appropriate measures to effectively address the incidents.
For units directly affected by floods, storms, accidents, or natural disasters, the following specific tasks must be carried out immediately:
1. Units managing and maintaining railway infrastructure:
a) Organize strict patrols and guard posts in areas affected by floods, storms, accidents, or natural disasters, and regularly conduct inspections; promptly isolate or reduce speed when there is damage to works and potential threats to train safety;
b) Mobilize immediate emergency forces, materials, equipment, and transportation means, and stand ready to carry out rescue and repair work;
c) In critical areas, additional patrol schedules must be established. In necessary cases, track inspection with rail jacks must be conducted before allowing trains to run;
d) At locations where there are upstream water conservancy or hydropower dams, it is necessary to understand the dam discharge situation and take measures to coordinate and protect sections of the roadbed, bridges, culverts, or ongoing construction projects that may be flooded or eroded during discharge.
2. Units managing and maintaining railway signaling systems must immediately mobilize backup communication devices (including personnel) to ensure continuous and unobstructed communication, while deploying emergency forces ready for rescue and repair work.
3. Railway transport units, stations, trains, and staff working on trains must organize protection for train formations, passengers, and cargo; organize passenger and cargo transfer upon orders from the General Director of Vietnam Railway Corporation or the Head of the Flood and Storm Prevention and Control Command, Emergency Response to Accidents and Natural Disasters, and Rescue Unit of Vietnam Railway Corporation or the head of the direct railway transport unit management according to the hierarchy.
4. Within areas affected by floods, storms, accidents, or natural disasters, construction units within the railway land area must proactively coordinate with railway infrastructure management and maintenance units and related units to rescue damaged works or those at risk of destruction. All units must participate alongside local forces and the Railway Safety Inspection Team in maintaining order and security in the disaster response area, strictly comply with orders from higher-level Flood and Storm Prevention and Control Commands, Emergency Response to Accidents and Natural Disasters, and Rescue Units, and be ready to assist other units upon mobilization to mitigate the aftermath caused by floods, storms, accidents, or natural disasters.
5. In cases where floods, storms, accidents, or natural disasters are severe, exceeding the human resources, materials, and equipment reserves of the base unit, the unit must urgently request higher authorities to mobilize human resources, materials, and equipment from other units to support flood, storm, accident, and natural disaster relief efforts. Material and equipment handover procedures must be fully completed according to legal regulations to serve as the basis for settlement and reimbursement."
6. Article 25 shall be amended and supplemented as follows:
“Article 25. Contents for Mitigating Consequences of Floods, Storms, Accidents, Natural Disasters, and Search and Rescue Operations
1. Rescuing people and property in danger.
2. Transporting passengers and goods; continuing search and rescue operations, providing food and essential supplies to passengers and customers.
3. Each subject affected by floods, storms, accidents, or natural disasters must investigate, compile statistics, and assess losses caused by such events within their management scope.
4. Repairing and restoring damaged railway infrastructure to ensure uninterrupted and safe transportation as quickly as possible.
5. Salvaging and repairing locomotives, carriages, equipment, and facilities serving construction and train operation to support production and repair of flood and storm prevention and control facilities that have been damaged.
6. Implementing measures to ensure environmental hygiene and prevent diseases in areas affected by floods, storms, accidents, or natural disasters.
7. Preparing budget estimates for submission to competent authorities for approval; settling and finalizing costs for mitigating consequences of floods, storms, accidents, and natural disasters according to regulations.”
7. Article 27 is amended and supplemented as follows:
Article 27. Provisions on Steps for Repairing and Mitigating Consequences of Floods, Storms, Accidents, and Natural Disasters
1. For Railway Road, Bridge, Culvert, and Tunnel Structures
The mitigation of consequences of floods, storms, accidents, and natural disasters for railway road, bridge, culvert, and tunnel structures shall be carried out in two steps as follows:
a) Step 1: From the time of the dispatch order to seal off the section and prohibit train operation due to floods, storms, accidents, or natural disasters until the dispatch order to resume train operation at a speed of ≥15 km/h according to the design documents or technical solutions for repairing and restoring damaged structures approved. This step includes two phases:
Phase 1: Repairing the structure to allow train operation at a speed of 05 km/h ensuring stability and safety. The time period starts from the sealing-off order until the resumption of train operation at a speed of 05 km/h. The contents of this phase include:
Organizing repairs to meet the requirements of this phase;
Conducting load testing of the structure (if necessary) to ensure its stability and safety during train operation in this phase;
Preparing a record to determine the volume of work completed in this phase;
Organizing acceptance of completed work volume according to regulations.
Phase 2: Reinforcing and restoring the structure to allow train operation at a speed of ≥15 km/h according to the design documents or technical solutions for repairing and restoring damaged structures approved, ensuring stability and safety. The contents of this phase include:
Organizing surveys, preparing, reviewing, and approving design documents, budgets, or technical solutions for reinforcing and restoring damaged structures in Step 1 to immediately address the consequences of floods, storms, accidents, and natural disasters; except for complex structures requiring drilling and geological hydrological research, which will proceed to Step 2;
Organizing reinforcement and repair of the structure to meet the requirements for train operation at the specified load and speed ≥15 km/h;
Continuing reinforcement of the structure and organizing train operation at the specified load and speed according to the approved design documents or technical solutions for reinforcing and restoring the structure;
Organizing train operation and inspection at the specified load and speed according to the approved design documents or technical solutions for reinforcing and restoring the structure, ensuring stability and safety;
Arranging signs to guide train operation according to regulations;
Regularly monitoring and evaluating the load-bearing capacity of the structure to promptly take measures to reinforce it and ensure safe train operation in this phase;
Inspecting technical parameters of the works for each passing train throughout the process in this phase;
Preparing a record to determine the volume of work completed in this phase;
Organizing acceptance in accordance with regulations;
The time for reinforcing and restoring the structure in Phase 2 shall not exceed 45 days;
After train operation at the specified load and speed according to the approved design documents or technical solutions for reinforcing and restoring the structure, immediately implementing the contents for Step 2;
b) Step 2: Renovating, upgrading, and reinforcing the structure after floods, storms, accidents, or natural disasters to ensure long-term stability and train operation according to the prescribed load and speed commands in the section.
2. For Railway Information and Signaling Structures
The mitigation of consequences of floods, storms, accidents, and natural disasters for railway information and signaling structures shall be carried out in two steps as follows:
a) Step 1: Starting from the time of the report about the failure of railway information and signaling systems due to floods, storms, accidents, or natural disasters until the restoration of the system to conditions allowing safe train operation. This step includes two phases:
Phase 1: Clearing obstacles affecting the information and signaling system, connecting communication lines; dismantling and maintaining railway information and signaling equipment affected by floods, storms, accidents, or natural disasters;
Phase 2: Supporting fallen or broken information and signaling poles; reinstalling information and signaling equipment to their original positions; restoring, replacing, and supplementing the information and signaling pole and equipment system to ensure initial technical standards sufficient for stable operation. The restoration time for this phase shall not exceed 45 days;
b) Step 2: Upgrading the information and signaling equipment system to ensure technical standards and long-term stable operation conditions.
3. For Railway Architectural Structures
The mitigation of consequences of floods, storms, accidents, and natural disasters for railway architectural structures shall be carried out in two steps as follows:
a) Step 1: Starting from the time of the report about the failure of railway architectural structures due to floods, storms, accidents, or natural disasters causing disruption of rail traffic management operations until the reinforcement and restoration of the structure to conditions allowing safe rail traffic management operations. This step includes two phases:
Phase 1: Clearing obstacles from collapsed or fallen railway architectural structures, connecting traffic management system equipment; dismantling and maintaining train operation management equipment;
Phase 2: Reconstructing collapsed railway architectural structures to ensure safe train operation conditions. Repairing and reinstalling train operation management systems to ensure safe rail traffic conditions; restoring, replacing, and supplementing train operation management systems and architectural structures to ensure initial technical standards sufficient for stable operation. The restoration time for this phase shall not exceed 45 days;
b) Step 2: Upgrading the train operation system and architectural works to ensure they meet technical standards for long-term stable operation.
8. Article 28 shall be amended and supplemented as follows:
“Article 28. Regulations on the dossier for remedying the consequences of floods, storms, accidents, and natural disasters for railway works
1. After repairing and restoring the first phase of the works, Vietnam Railway Corporation shall organize the preparation of the dossier for approval.
2. The dossier for remedying the consequences of floods, storms, accidents, and natural disasters for the first phase of railway works must be complete according to the following provisions:
a) A damage report caused by floods, storms, accidents, and natural disasters, confirmed by the People's Committee of the commune (ward, town) where such events occurred and caused damage to railway works;
b) Design documents, estimates, or technical reinforcement and restoration plans for the first phase of railway works that have been approved;
c) Completion documents for the works in accordance with the laws on construction;
d) Other invoices, certificates, and related documents of the first phase;
đ) Estimate dossier.”
9. Supplement Article 28a as follows:
“Article 28a. Responsibilities of the Vietnam Railway Administration
1. In flood, storm, accident, and natural disaster prevention work
a) Organizing propaganda, dissemination, and legal education; organizing and participating in training, drills, and exercises on skills for preventing, combating, and remedying the consequences of floods, storms; responding to accidents and natural disasters and rescue operations in railway activities within the functions and tasks of state management of the Vietnam Railway Administration;
b) Inspecting the work of preventing, combating, and remedying the consequences of floods, storms; responding to accidents and natural disasters and rescue operations of railway business enterprises;
c) Coordinating with Vietnam Railway Corporation to inspect the site to serve the preparation of annual plans for preventing, combating, and remedying the consequences of floods, storms; responding to accidents and natural disasters and rescue operations in railways;
d) Reviewing the five-year plan for preventing, combating, and remedying the consequences of floods, storms; responding to accidents and natural disasters and rescue operations in railways submitted by Vietnam Railway Corporation and reported to the Ministry of Transport for reporting to the Ministry of Agriculture and Rural Development and the Ministry of National Defense;
đ) Reviewing the annual plan for preventing, combating, and remedying the consequences of floods, storms; responding to accidents and natural disasters and rescue operations in railways submitted by Vietnam Railway Corporation before it is reviewed and approved by the Ministry of Transport;
2. In accident and natural disaster response and search and rescue work
a) Receiving directives from the Flood and Storm Prevention, Consequence Remediation, Accident Response, and Rescue Command of the Ministry of Transport. Within twenty-four hours of receiving the directive, it must implement it to subordinate units of the Vietnam Railway Administration and railway business enterprises affected by floods, storms, accidents, and natural disasters to respond to accidents and natural disasters and conduct search and rescue operations;
b) Organizing standby for accident and natural disaster response and search and rescue operations;
c) Advising the Flood and Storm Prevention, Consequence Remediation, Accident Response, and Rescue Command of the Ministry of Transport to direct agencies and organizations to carry out accident and natural disaster response and search and rescue operations according to the approved plans and the actual development of natural disasters outside the site;
d) Inspecting, urging, and directing agencies and organizations to implement according to the approved plans and the actual development of natural disasters outside the site;
đ) Carrying out other tasks assigned by the Flood and Storm Prevention, Consequence Remediation, Accident Response, and Rescue Command of the Ministry of Transport.
3. In post-flood, storm, accident, and natural disaster remediation work
a) Inspecting and directing the implementation of measures to ensure environmental hygiene and disease prevention in areas affected by floods, storms, accidents, and natural disasters;
b) Within ten working days, the Vietnam Railway Administration has the responsibility to review and approve the cost remediation dossier for the first phase of railway works caused by floods, storms, accidents, and natural disasters submitted by Vietnam Railway Corporation;
c) Reviewing and approving economic and technical reports or investment construction projects for the second phase of works remedying the consequences of floods, storms, accidents, and natural disasters for railway works submitted by Vietnam Railway Corporation.
4. Being responsible to the Ministry of Transport and the law for the assigned tasks of preventing, combating, and remedying accident and natural disaster consequences and conducting search and rescue operations in railway activities as stipulated in this Circular.”
10. Supplement Article 28b as follows:
“Article 28b. Responsibilities of Vietnam Railway Corporation
1. In flood, storm, accident, and natural disaster prevention work
a) Organize propaganda, dissemination, and legal education; organize and participate in training, skill drills for flood, storm prevention, response to emergencies, natural disasters, and rescue operations within the railway activities under the enterprise's responsibility and obligations;
b) Take the lead and coordinate with local authorities and the Local Steering Committee for Flood and Storm Prevention and Search and Rescue (where railways pass through), railway transport enterprises, relevant agencies, and units in flood, storm prevention, disaster aftermath mitigation, emergency response, natural disaster management, and rescue operations;
c) Develop plans for flood, storm prevention, disaster aftermath mitigation, emergency response, natural disaster management, and rescue operations according to a five-year cycle and adjust annually in accordance with this Circular, submit to competent authorities for approval, and implement the plan upon approval;
d) Develop contingency costs for the next year's disaster aftermath mitigation due to floods, storms, emergencies, natural disasters, and search and rescue operations, and funds for the previous year's disaster aftermath mitigation due to floods, storms, emergencies, natural disasters, and search and rescue operations, submit to competent authorities for approval in accordance with this Circular, and organize audits; implement the plan upon approval;
đ) Organize construction and management of disaster prevention works. Regularly inspect and evaluate the safety level of works that need protection or those related to disaster prevention within the enterprise's management scope. If damage or deterioration is found, timely measures must be taken; if beyond their authority, immediately report to the superior agency for resolution before the rainy season, floods, and storms;
e) Emergency preparedness work, including:
Developing response plans for various levels of natural disaster risks and types of natural disasters as prescribed by laws on disaster prevention;
Proactively prepare human resources, materials, equipment, facilities, and essential supplies for emergency response and search and rescue operations;
Proactively organize standby teams, update information on natural disaster developments; organize inspections and warnings about natural disasters;
g) Regularly inspect and urge project investors and contractors of operating railway works and other works within the railway land area under the enterprise's management to implement preventive measures against floods, storms, emergencies, natural disasters, and rescue operations;
h) Strictly comply with guidance, directives, and commands from agencies and authorized persons, and reporting systems when implementing preventive measures against floods, storms, emergencies, natural disasters, and rescue operations;
i) Implement provisions and requirements on flood, storm prevention, emergency, and natural disaster prevention as stipulated in this Circular;
2. In accident and natural disaster response and search and rescue work
a) Within twenty-four hours of receiving a document from one of the Steering Committees for Flood and Storm Prevention and Search and Rescue as specified in Articles 4 and 5 of this Circular, take responsibility for disseminating the document to the following units to implement emergency response and search and rescue operations:
The Steering Committee for Flood and Storm Prevention and Response of Vietnam Railway Corporation;
Units responsible for managing and maintaining railway infrastructure, subsidiaries of railway transport companies, and independent economic accounting units under Vietnam Railway Corporation;
b) Organizing standby for accident and natural disaster response and search and rescue operations;
c) Take the lead and coordinate with local authorities and railway transport enterprises to establish on-site steering committees; organize forces to directly implement emergency response and search and rescue operations in accordance with laws on disaster prevention and search and rescue;
d) Implement emergency response and search and rescue measures within the enterprise's management scope as prescribed; mobilize according to the directives of competent authorities during emergency response and search and rescue operations;
3. In post-flood, storm, accident, and natural disaster remediation work
a) Survey, statistics, and assess damages caused by floods, storms, emergencies, and natural disasters to railway works under the unit's management scope;
b) Organize salvage and repair of assets and equipment damaged by floods and storms;
c) Participate in implementing measures to ensure environmental hygiene and disease prevention in areas affected by natural disasters;
d) Disaster aftermath mitigation for railway works step 1, including:
Organizing surveys, preparing, reviewing, and approving design documents, estimates, or technical solutions for repairing and restoring railway works step 1;
Ensuring safe transportation while repairing damaged railway works as quickly as possible in accordance with regulations;
Repairing and restoring flood and storm prevention works that have been damaged;
Within fifteen to thirty days from completing the first phase of rescue operations, compile a report on damages caused by floods, storms, emergencies, and natural disasters and submit it to the Vietnam Railway Administration as prescribed;
đ) Disaster aftermath mitigation for railway works step 2:
Organizing surveys, investigations, compiling economic-technical reports or investment projects in accordance with laws on investment and construction, submitting for review and approval as prescribed;
Implementing the project in accordance with laws on investment and construction;
e) Organizing the preparation of cost estimates for submission to competent authorities for approval; settling accounts for costs of disaster aftermath mitigation due to floods, storms, emergencies, natural disasters, and search and rescue operations as prescribed;
g) Implementing disaster aftermath mitigation and search and rescue operations as prescribed in this Circular;
4. The General Director of Vietnam Railway Corporation shall be responsible for:
a) Deciding to assign specific tasks to subordinate units and enterprises in which Vietnam Railway Corporation holds controlling shares to implement emergency response and search and rescue measures within the enterprise's management scope.
b) Provide regulations and guidance on inspecting and monitoring the condition of damage to railway projects, guide train operation in areas affected by floods, storms, accidents, and natural disasters according to the principle of complying with corresponding technical standards and norms to ensure safety for people, railway projects, and train operations so that subordinate units and enterprises in which Vietnam Railway Corporation holds controlling shares can implement them.
5. Implement the reporting system to competent authorities regarding flood and storm prevention and mitigation, emergency response to accidents and natural disasters, and rescue operations in accordance with the requirements of the competent authorities as stipulated in this Circular.
6. Implement other contents as prescribed by laws on disaster prevention and mitigation.
7. Be responsible before the Ministry of Transport and the law for tasks related to flood and storm prevention and mitigation, emergency response to accidents and natural disasters, and rescue operations in railway activities as prescribed in this Circular.”
11. Supplement Article 28c as follows:
“Article 28c. Provisions on Time and Information Reporting System
1. On Time
a) Flood, storm prevention, aftermath mitigation; emergency response, disaster relief, and rescue plans for a five-year cycle corresponding to economic and social development plans;
b) Before March 31 each year, Vietnam Railway Corporation organizes on-site inspections to develop plans for flood and storm prevention and mitigation, emergency response to accidents and natural disasters, and railway rescue operations;
c) Before June 15 each year, Vietnam Railway Corporation proposes adjustments to the annual plan for flood and storm prevention and mitigation, emergency response to accidents and natural disasters, and railway rescue operations to be reviewed by the Vietnam Railway Administration before submission to the Ministry of Transport for approval.
2. Information and Reporting System of Relevant Subjects Regarding Flood and Storm Prevention and Mitigation, Emergency Response to Accidents and Natural Disasters, and Rescue Operations
a) Vietnam Railway Corporation provides a list and necessary contact information of members of the Flood and Storm Prevention and Search and Rescue Command; the tasks and addresses of relevant subjects under the management of the enterprise in flood and storm prevention and mitigation, emergency response to accidents and natural disasters, and rescue operations to the Ministry of Transport and the Vietnam Railway Administration before March 31 each year;
b) Within 48 hours from the occurrence of floods, storms, accidents, and natural disasters, relevant subjects affected by such events must promptly report to the Ministry of Transport and the Vietnam Railway Administration about the situation and development of floods, storms, accidents, and natural disasters; preliminary extent of damage; proposed response measures and progress.”
12. Article 31 shall be amended and supplemented as follows:
“Article 31. Financial Resources for flood and storm prevention and mitigation, emergency response to accidents and natural disasters, and search and rescue operationsNo.prevention, response, and aftermath mitigation of floods and storms; emergency response to accidents and natural disasters and search and rescue operations
1. Financial resources for flood and storm prevention and mitigation, emergency response to accidents and natural disasters, and search and rescue operations are formed from the following sources:
a) State budget;
b) Other lawful revenues as prescribed by law.
2. The management and use of financial resources for flood and storm prevention and mitigation, emergency response to accidents and natural disasters, and search and rescue operations shall be carried out in accordance with current laws.
3. In cases where the reserved financial resources for flood and storm prevention and mitigation, emergency response to accidents and natural disasters, and search and rescue operations are insufficient, Vietnam Railway Corporation shall report to the Ministry of Transport to adjust and supplement from the state budget reserve in accordance with regulations.
4. Regarding financial resources for post-disaster recovery:
a) For the first stage costs of recovering from floods, storms, accidents, and natural disasters, the implementation funds shall be sourced from the pre-reserved funds for flood and storm recovery as stipulated in Clause 2, Article 9 of the Joint Circular No. 10/2016/TTLT-BGTVT-BTC dated May 10, 2016;
b) For the second stage costs of recovering from floods, storms, accidents, and natural disasters, the implementation funds shall be sourced from the annual economic public service capital allocated for regular maintenance work in the national railway infrastructure maintenance plan approved in accordance with regulations.”
13. Article 32 is amended and supplemented as follows:
“Article 32. Costs for flood and storm prevention and mitigation, emergency response to accidents and natural disasters, and search and rescue operationsNo.prevention, response, and aftermath mitigation of floods and storms; emergency response to accidents and natural disasters and search and rescue operations
1. Contents of cost items related to flood and storm prevention and mitigation, emergency response to accidents and natural disasters, and search and rescue operations shall be implemented in accordance with laws on state budget; guidelines of the Ministry of Transport and the Ministry of Finance on managing and using public service capital for implementing public welfare tasks in the field of managing and maintaining railway infrastructure invested by the state.
2. Determination of costs for flood and storm prevention and mitigation, emergency response to accidents and natural disasters, and rescue operations shall be carried out in accordance with relevant laws.”
Article 2.
1. Repeal and abolish the following Articles and Clauses: Article 13, Clause 15 of Article 21, Article 26, Article 29, Article 30, Article 33, and Article 34 of Circular No. 01/2010/TT-BGTVT dated January 11, 2010 issued by the Minister of Transport.
2. Replace the term "Command" with the term "Command Post" in Articles 4, 5, 6, 7, 9, 11, Clause 4 of Article 15, Clause 2 of Article 21, Article 22, and Clause 2 of Article 36 of Circular No. 01/2010/TT-BGTVT dated January 11, 2010 issued by the Minister of Transport.
Article 3. Clause 1. This Circular takes effect from February 15, 2026; Circular No. 24/2013/TT-BKHCN dated September 30, 2013 of the Minister of Science and Technology on activities related to calibration, verification, testing of measuring instruments, and measurement standards shall cease to be effective from the date this Circular takes effect.
1. This Circular takes effect from October 15, 2017.
2. For projects that have suffered accidents and natural disasters and have not been resolved before the effective date of this Circular, they shall be handled in accordance with the guidelines set forth in Circular No. 01/2010/TT-BGTVT dated January 11, 2010 issued by the Minister of Transport.
3. The Director of the Ministry's Office, the Inspector General of the Ministry, the Heads of Departments, the Director of the Vietnam Railway Administration, the General Director of Vietnam Railway Corporation, the Heads of agencies, units, and individuals concerned are responsible for implementing this Circular./.
